RESOLUTION R23-08-25 
 
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF 
THE CITY OF EL MIRAGE, ARIZONA, AUTHORIZING THE 
ADOPTION OF CITY OF EL MIRAGE PSPRS 457 PLAN. 
 
WHEREAS, the City of El Mirage desires to establish a supplemental defined 
contribution plan for all of its eligible Public Safety Personnel Retirement System 
(PSPRS) employees to be administered by PSPRS under Arizona Laws 2022, Chapter 
145, SP 1083, which was signed into law by Governor Ducey on September 24, 2022; 
 
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the 
City of El Mirage, Arizona that the El Mirage City Council hereby:  
 
Section 1. 
Adopts a City of El Mirage PSPRS 457 Plan established by the 
PSPRS pursuant to Arizona Laws 2022, Chapter 145, SB 1083 for the 
officers and employees of the City of El Mirage who are eligible for 
participation in the City of El Mirage PSPRS 457 Plan. 
 
Section 2. 
Authorizes the City Manager and/or designee as the representative to 
conduct all negotiations, conclude all arrangements, and sign all 
agreements and modifications which may be necessary to carry out the 
intent of the Agreement in conformity with all applicable federal and 
state laws, rules, and regulations.
