ROLL CALL
Present: Mayor Alexis Hermosillo; Councilmember Roy Delgado; Vice Mayor Monica Dorcey;
Councilmember David Shapera; Councilmember Donna Winston; Councilmember Bob Jones 
Absent: Councilmember Anita Norton (excused)

CALL TO ORDER - MEETING CALLED TO ORDER AT 5:00 PM

WORK SESSION PRESENTATION
 
1.
Mexican Consulate Sister Cities Presentation
The Honorable Jorge Mendoza Yescas provided background information on the Sister Cities
Program.  Mayor Hermosillo asked if Casas Grandes could be considered and Mr. Yescas said
yes.  Vice Mayor Shapera stated there are so many benefits to this type of program and he
would like to see schools also involved.  Councilmember Delgado asked if there was a specific
city that was being considered and Mr. Yescas stated a list of cities was sent over for review and
consideration.  He also stated he has not visited Casas Grandes yet and would like to see some
type of exchange program created.  Mayor Hermosillo stated she appreciated Mr. Yescas
presence at the meeting and looks forward to the collaboration.   Councilmember Jones stated
he appreciates Mr. Yescas coming to the meeting and that a city needs to be chosen before other
steps can be taken.  He further stated there is nothing more rewarding than hosting exchange
students and it is a fabulous program.  Mayor Hermosillo stated she would send background
information on all of the possible cities to the Council.  Councilmember Dorcey stated the
cities chosen for review seem small and she would like to see cities comparable in size to El
Mirage as possibilities.  She also stated she would like to see artists from whichever city is
chosen invited to El Mirage for a showcase.  Councilmember Winston stated she loves the
idea of students interacting with each other.  City Manager Dyches stated Mayor Hermosillo
could sign a letter of intent and then the program could grow organically.  Councilmember 
Delgado asked if a map of Casas Grandes could be sent to the Council and Mr. Yescas stated he
would send a map and possibly organize a meeting with the Mayor of Casas Grandes.  Mayor
Hermosillo thanked Mr. Yescas for joining the meeting and explaining the program to everyone.
