DEVELOPMENT APPLICATION STAFF REPORT Case Number: PZ23-01-01 Request: Site Plan Approval Project Name: Sunbelt Rental El Mirage Applicant/Owner: Threaded Studio / Sunbelt Rentals LLC. Project Address: 12398 W Butler Dr, El Mirage Arizona 85335 Acres 9.68 Considerations The applicant is requesting the approval of a site plan zoning application to allow them to expand their existing industrial business of renting heavy industrial equipment. The 9.68-acre site plan will have a 12,000 sq. ft. building for office use and maintenance for the related rental equipment. Site improvements will include a new access entrance off of El Mirage Road, off-site landscaping, screening wall, sidewalks, and lighting. General Plan Compliance The El Mirage 2020 General Plan identifies the site as being in the Commerce Industry Park Planning Area and is in compliance with the plan. Zoning & Land Use The site is located in a Commerce Park (CP) zoning area with the proposed industrial use being permitted but requires a site plan approval from the City, which includes staff review, a recommendation from the Planning and Zoning Commission and final action from the City Council. Zoning Code: §154.156.F. ARS 28-8481 Land Use Compatibility The site is located within the Luke Air Force Base Noise Contours Zone and is subject to ARS 28-8481 land use compatibility regulations. Please see the attached review comments from Luke Air Force Base. City Staff Review Staff has reviewed the application and finds that it meets the submittal requirements. Stipulations: The applicant shall address and consent to the TAC Review comments mentioned in the August 21, 2023, memorandum. Planning Commission Recommended approval to City Council with a 5-0 vote. City Council Staff is seeking a final action from City Council.
