BUILDING & SAFETY – Brigham Bennett 1. No comments. ECONOMIC DEVELOPMENT – Tom Doyle 2. No comment. ENGINEERING – Bryce Christo 3. See the attached memorandum and FIRE DEPARTMENT – Fire Chief Michael Long 4. Did not see the location of a fire hydrant on the submitted plans. A hydrant will be required to be installed for the project. PLANNING & ZONING – Jose A. Macias 5. Please add the following statement to the site plan. a. “Any change of use or occupancy of any building or buildings, including additions thereto requiring more parking, shall not be permitted until such additional parking spaces as required by this chapter are furnished.” 6. The preliminary landscape plan has been reviewed and approved by the Senior Planner as part of the development site plan review. The preliminary landscape plan will be included in the zoning application staff report and presented to the Planning and Zoning Commission and City Council where additional stipulations may be imposed. 2 7. All required trees shall be a minimum of 15 gallons in size and at least 50% of those trees must be 24-inch box or larger size. All shrubs shall be a minimum of five gallons in size. All 15-gallon trees must be a minimum of eight feet in height, four feet in spread, and one and one-quarter inches trunk caliper at the ground level. All 24-inch box and larger trees shall be a minimum of ten feet in height, four feet in spread and two and a half inches trunk caliper at the ground level. a. Actions required: Revise the LS plan to meet the 50% of trees to be in a 24” box and 10” in height, four feet in spread and two and a half inches trunk caliper at the ground level. 8. The final landscape plan shall be in conformance with the approved preliminary plan and any stipulated changes or additions and shall be approved by the Zoning Administrator or designee prior to the issuance of a building permit. 9. All changes in landscape plans before, during, or after preliminary or final landscape plan approval and/or landscape installation shall be approved by the Zoning Administrator or his or her designee. 10. A separate sign permit for signs other than for the address and building numbers will be required, this includes monument, pole, wall signs and other sign types permitted. 11. A final plat will be required to record the lot combination, easements and/or dedication of land prior to issuing the Certificate of Occupancy. Separate fees will apply. POLICE DEPARTMENT – Andrew Vanderwerf 12. No comment. PUBLIC WORKS – Scott Ketchmark 13. No comments regarding the Sunbelt Site Plan Approval. These items will have to be addressed prior to the Planning and Zoning Meeting. Context Site Plan 1. Provide an aerial photo of the subject site and surrounding areas. 2. Provide color photographs of subject site and surrounding improvements and show photo reference numbers on the context plan. Phase I Environmental Site Assessment 3. Provide a Phase I ESA. The below items will have to be addressed during the Construction Plan Submittal. Cover Sheet (Sheet CO) 1. Site Data Table a. The Total Land Area is incorrect. b. The Surrounding Property Land Use Section is incorrect. c. The parking required shall be based on 1 space per 400 sf of sales and service buildings and 1 space per 10,000 sf of outdoor display area. 2. Legend – The turning radii for emergency vehicles shall be 19.5’ for inside and 45’ for outside. 3. FIRM Information – The information for the map is outdated. 4. Declaration of Responsible Charge – The project is within El Mirage, not Maricopa County. General Notes (Sheet C100) 5. All applicable City Notes will need to be added including General Information Notes (City Detail EM-101-1), Water Notes (EM-101-7) and possibly Signing & Striping Notes (EM-101-8). 6. Engineer’s Notes – The AAC section to reference is R18-4-213. 7. Dry Well Notes a. Note 1 – Dry wells no longer get registered through ADEQ. b. Note 2 – This note can be removed as City Grading & Drainage Note 6 shall apply. 2 c. Note 3 – The Engineer shall estimate the number of dry wells required and then on site testing during construction will determine if the number of proposed dry wells shall be increased or decreased. All Plans 8. Show all building setback lines. The required setbacks are 20 feet along Butler Drive, 10 feet along El Mirage Road, and 5 feet along the north and west property lines. 9. Show the boundary lines of the property with bearings and distances. 10. A 1-foot Vehicular Non-Access Easement (VNAE) is required along the frontage of El Mirage Road except at the proposed private driveway. 11. An 8’ Public Utility Easement (PUE) is required along El Mirage Road. 12. Plans shall include applicable City Notes. Call out MAG, City, etc. details to be used. Use the City’s 2023 Design & Development Standards Manual (DDSM) as a guide for the final design. Grading & Drainage Plans (Sheets C102 & C103) 13. Show topographic contours. 14. Provide existing and proposed grade shots throughout the project area to show how the site shall be graded and how drainage will flow through the proposed site. Add slopes to the proposed driveway. Show the finished floor of the existing and proposed buildings. 15. There appears to be ponding in the rear of the parcel. Verify that the entire site drains to a basin. 16. Side slopes adjacent to the public right of way, areas where pedestrian access is permitted and within Public Utility Easements (PUE) shall be 6:1 or flatter. There shall be at least two feet of level ground between any wall or vertical obstruction and the top of any side slope grading. 17. The finished floor elevations are required to be a minimum of 12 inches above the 100-year high-water level of any adjacent retention basin and 14 inches above the ultimate outfall of the site. Show the location and elevation of the ultimate outfall for this site. 18. The 100 year water elevation of the proposed retention basins shall be located a minimum of 4 feet away from any structures and shall not be located within any building setbacks, easements, or fire lanes. 19. Show the High Water Level (HWL) and bottom elevations, volumes required and provided and overflow elevations for all basins. 20. The arrows for Section A should be pointing north. 21. The cross sections on Sheet C103 should be labeled A and B. Fire Line Plan (Sheet C104) 22. The turning radii shall be 19.5’ for inside and 45’ for outside. Utility Plan (Sheets 4 & 5) 23. The site shall have a looped water main that connects to two separate water mains, one in Butler Drive and one in El Mirage Road. 24. Water valves are required along the main, approximately every 500 feet, and at locations so that the maximum number of hydrants to be out of service is two. 25. Hydrants shall be spaced at a maximum of 300 feet. Final hydrant locations will be reviewed by the Fire Department. 3 26. Any hydrants within the project site will be private and painted Safety Red per City Detail EM-360 while any offsite hydrants will be public and painted Safety Yellow. All hydrants, public or private, require markers per MAG Detail 122. 27. Domestic and landscape services each require a separate tap, meter and backflow preventer. Meters shall be within the right of way and backflow preventers shall be on private property but not within the PUE. Fire service lines require a separate tap and backflow preventer. 28. This parcel has an existing septic system since there is no sanitary sewer available in the area. The proposed improvements will have to either install a new septic system or connect to the existing system that may require an expansion. All improvements associated with the septic system must be reviewed and approved by Maricopa County Environmental Services Department (MCESD). 29. It is not recommended to install utility lines within the driveway. 30. Show utility horizontal and vertical clearance information per MAG Detail 404 and City Detail EM-402. 31. All aboveground utilities shall maintain a minimum of 6 feet of clearance from all fire hydrants and fire suppression devices per City Detail EM-361. 32. Each proposed driveway shall have at least one streetlight. 33. Show the location of any on-site lighting. A Photometric Plan will be required that shows any light or combination of lights which cause light on a public street, other than lights specifically intended for that purpose, shall not exceed one foot candle as measured from the center line of the street. Show the foot candles along the centerline of El Mirage Road and Butler Drive to verify that the proposed lighting will not exceed the maximum limit. Paving Plan (Sheet C106) 34. The driveways shall be per MAG or City details. Stop signs are recommended at each driveway. Verify all driveways have a minimum throat of 50 feet unless they could potentially be signalized in the future in which the length shall be a minimum of 150 feet. 35. A “Do Not Enter” sign (R5-1, 36”x36”) shall be placed at the proposed El Mirage Road driveway. 36. Verify that any driveway to be used by a truck can accommodate a WB-67 vehicle without encroaching into the adjacent lane. An Autoturn or equivalent exhibit shall be provided. 37. Show the sight distance requirements at each proposed driveway per City Detail EM- 158. 38. Driveway spacing shall adhere to City Code Sections 154.103 (C) and (D) and City Detail EM-259. Show the following distances measured from nearest face of curb to nearest face of curb.: a. Between the proposed driveway on El Mirage Road and Butler Drive. b. Between the proposed driveway on Butler Drive and El Mirage Road. c. Between the proposed driveway on Butler Drove and the existing driveway on Butler Drive. 39. All parking spaces shall be striped with a minimum 4-inch painted line. 40. When parking spaces are adjacent to a sidewalk, the sidewalk shall be a minimum of 6 feet wide or parking blocks shall be installed. 41. 6-inch MAG type curbing is required around all driveways and parking lots. The parking lot curbing shall be no closer than 3 feet to any property line. 4 42. Any fire access road shall be a minimum of 26 feet wide and designed to handle 75,000 lbs. A Geotechnical Report will be required for this project and it should provide a recommended design section for this access road. Provide a template that is 20 feet wide with a minimum inside radius of 19.5 feet and an outside radius of 45 feet. 43. It appears the fire access road is running through fuel tanks near the existing 5,000 sf building. Can these be relocated? 44. Provide additional dimensions for the sidewalks, curb radii, etc. 45. The fuel island use shall conform to Arizona Department of Environmental Quality (ADEQ) requirements as stated in Section 4-3(B)(8) of the City’s Design & Development Standards Manual (DDSM). 46. Show any existing and proposed exterior signs. 47. Grading and dry well information shall be placed on the Grading & Drainage Plans. 48. Keynotes a. Keynotes 1 and 2 are the same note. Please provide a copy of the referenced Geotechnical Report. b. Keynote 3 – Label the width of the openings. c. Keynote 4 – Extruded curb is not permitted. The curb must be a MAG type. d. Keynote 6 - Trash enclosures shall meet the minimum requirements of City Detail EM-113. SWPPP Plan (Sheets C107 & C108) 49. A copy of the attached SWPPP Guidelines must be filled out and submitted to the City with the civil plans. All items on that document must be addressed on the SWPPP. 50. Provide protection for the dry wells. 51. Revise the sheet numbers to C108 in the Construction Notes. 52. Update the details on Sheet C108 to the 2018 versions. Preliminary Landscape Plans 53. Add City Landscaping and Irrigation Notes (City Detail EM-101-4) to the plan set. 54. Add the Site Distance Easement per City Detail EM-158 to the existing and proposed driveways and the intersection of Butler/El Mirage. 55. DG is required on all non-paved areas both on site and within the right of way adjacent to the project site. 56. All plantings at maturity shall maintain a minimum of 6 feet of clearance from all fire hydrants and fire suppression devices per City Detail EM-361. 57. No walls or trees shall be placed within any Public Utility Easement (PUE). 58. Trees shall not be placed within 5 feet of any City curb or sidewalk or within 6 feet of any public utility. 59. Add a note to the plans that the maintenance for all landscaping and irrigation shown on the plans will be the responsibility of the property owner. 60. Irrigation plans will be required. Exterior Elevations 61. No comments. ALTA Survey 62. The ALTA survey must be prepared within the last 6 months. Please provide an updated version. 5 63. This plan has not been signed. Title Report 64. The Title Report must be prepared within the last 30 days. Please provide an updated version. Preliminary Drainage Report 65. The finished floor elevation of the proposed building shall be a minimum of 12 inches above the 100-year base flood elevations and high-water level of any adjacent retention basin and 14 inches above the ultimate outfall of the site. 66. The site is responsible for retaining all onsite drainage as well as the drainage of the half rights of way of all public roadways along its frontage, including El Mirage Road and Butler Drive. The calculations shall take the entire onsite and offsite areas into account, not just the proposed area to be developed, in order to determine the basin(s) size(s). 67. The City requires the 100-year storm event to be based on a rainfall of 2.4 inches. 68. Use the City Runoff Coefficients per City Code Section 155.054(B)(6)(a). Concrete = 0.95, roofs/asphalt = 0.85, grass = 0.15 and desert/rock lawn = 0.70. 69. Provide High Water Level (HWL) and bottom elevations, volumes required and provided for all basins. Note the elevation and location of the low outfall of the lot. 70. Drywell calculations are required. It is recommended to use an infiltration rate of 0.1 cfs per drywell. 71. A Final Drainage Report will be required. The report shall provide a Tributary Area Map that breaks down the contributing flow to each basin and/or stormwater structure. Preliminary Water Report 72. Provide a table that shows the Average Day Demand, Max Day Demand and Peak Hour Demand per the attached Water System Design Criteria. 73. A Fire Flow Test must be performed. The City’s Public Works Department must observe the test. Please contact the Public Works Department (623-876-4251) one week prior to the test. 74. The minimum size meter the City allows is a 5/8 inch. Preliminary Sewer Report 75. A Sewer Report is not required as there is no sanitary sewer available in the area. Traffic Impact Statement (TIS) 76. The report is noted as a “Draft”. Please provide a final version. 77. Executive Summary & Attachment B - The City of El Mirage criteria shall be used, not MCDOT. See the City’s Auxiliary Lane Criteria. 78. Introduction - The traffic counts provided are for a location 1.5 miles away and were taken prior to opening of Northern Parkway. The City obtain counts in 2023 which resulted in 7,644 vehicles per day in the southbound direction (562 in the am peak hour, 625 in the pm peak hour) and 7,853 per day in the northbound direction (566 in the am peak hour, 682 in the pm peak hour). The counts have been attached. 79. Figure 3 does to match the provided Site Plan. 80. Access – It is noted that “the El Mirage Road proposed access aligns with an existing access to the east, though left turns in and out from both east and west are prohibited 6 by a raised median.” The Site Plan shows the proposed El Mirage Road driveway as an “exit only”. What turning movements are being requested for this driveway? There is also a median break at this intersection. 81. Trip Generation a. The third paragraph refers to Goodyear. Please revise. b. It is noted that the site is 6.96 acres but it is 9.68 acres. 82. What are the volumes expected (daily and am/pm peaks) for each of the driveways, existing and proposed? 83. The values in Tables 13 through 16 do not seem to match the values in Appendix A. 84. Right Turn Lanes a. The City of El Mirage criteria shall be used, not MCDOT. The City Auxiliary Lane Criteria requires any driveway on an arterial, such as El Mirage Road, to have a deceleration lane. However, the Site Plan shows this driveway as an “exit only” so no deceleration is required. The Butler Drive driveways shall be reviewed for right turn lanes. b. This section of the report needs to be revised. c. The speed limit of El Mirage Road in this location is 50 mph. 85. Provide any recommendations for the intersection that the proposed driveway on El Mirage Road creates. Are their any recommendations due to the driveway being constructed within a right turn lane/lane drop? Responsibilities of the Previous Owner 86. The previous owner of the property obtained a permit in 2019 for improvements on the east side of the parcel. Several items that were required as part of that permit were never installed or were allowed to be deferred until the onsite improvements were proposed. These items are noted below and will be required as part of this project. a. An existing fire hydrant along El Mirage Road needs to be relocated to provide at least 1 foot of clearance between the nozzle and back of sidewalk. b. Installation of a 1.5-inch landscape service line and 1.5-inch backflow preventer. c. Installation of a fire hydrant along Butler Drive. d. Installation of the curb termination west of the eastern driveway entrance. e. Installation of a 9-inch thick concrete driveway entrance and 6” vertical curb for the driveway. The proposed Site Plan appears to show removal of the existing driveway entrance. f. Relocation of the existing 25 MPH speed limit sign. The existing sign was removed during construction of the original driveway entrance but was never replaced. g. Installation of three new streetlights along El Mirage Road. h. Installation of landscaping, irrigation, and decomposed granite along the project frontage. Miscellaneous 87. A Final Plat per Chapter 1, Section B-2 of the City’s Design & Development Standard Manual (DDSM) will be required prior to Certificate of Occupancy. The Plat shall show: a. All right of way and easement dedications including PUEs, VNAEs, etc. b. A 1-foot Vehicular Non-Access Easement is required along El Mirage Road except at legitimate driveways. 7 88. A Geotechnical Report will be required to provide asphalt/concrete pavement sections. Verify the proposed pavement sections can handle 75,000 lbs. for any fire access lane or more if the trucks entering and existing the site will be heavier. 89. A Haul Permit will be required if 500 cubic yards or more of material will be brought into or out of the site. This will require a separate application, an exhibit showing the haul route and insurance from the company performing the haul. The fee is $300. 90. An Approval to Construction (ATC) will be required from MCESD for the water line extensions. A copy shall be provided to the City prior to the release of any Engineering permit. 91. A copy of the MCESD approval for the installation of/connection to the septic system shall be provided to the City prior to the release of the Certificate of Occupancy. 92. A Dust Control Permit from the County will be required prior to the release of any Engineering permit. 93. A Notice of Intent (NOI) from ADEQ will be required prior to release of any Engineering permit. 94. Any cutting of the pavement in El Mirage Road and Butler Drive will require Pavement Cut Fees per the most current Fee Schedule. The above comments are meant to be general in nature and are not considered to be all inclusive. Additional comments will arise during the formal permit submittal. Additional information regarding the data to be included in the SWPPP is provided in the Construction General Permit issued by ADEQ. The Construction General Permit can be downloaded from: https://static.azdeq.gov/permits/azpdes/cgp_permit.pdf Existing Conditions – show existing contours, floodplain limits and any stormwater structures on or adjacent to the project site. Construction Activity Description - the SWPPP must contain a description of the purpose or goal(s) of the construction project (e.g. a single-family residential, commercial development, etc.). Additionally, the SWPPP must list all soil-disturbing activities necessary to complete the project (e.g. clearing, excavating, and stockpiling). Final Slope Grades - Location and steepness of slopes after grading. Final Drainage Patterns – Drainage patterns of the site after major grading activities and the location of the points where storm water will discharge from the site. Disturbed Areas - Location and areas of soil disturbing activities or the total area of the site where soil will be disturbed. (This must be identified on the map and area called-out). Undisturbed Areas – The SWPPP shall reflect all areas designated as being undisturbed. This would include Natural open space, jurisdictional washes (Per section 404 of the CWA), etc. All designated areas must be delineated/ and fenced-off in the field. Offsite Flows – Show location of offsite flows including quantities. If offsite flows are being rerouted through the site, a note should be added to reflect the no disturbance zone. Erosion and Sediment Controls – The SWPPP must describe the erosion and sediment controls to be used during construction. Such controls include stabilization measures for disturbed areas and structural controls to divert runoff and remove sediments. Selected controls must be per the Best Management Practices (BMP) outlined in the latest Drainage Design Manual for Maricopa County Volume III Erosion Control (ECM). 4 Best Management Practices (BMPs) – Structural devices or non-structural practices that are designated to prevent pollutants from entering into storm water flows, to direct flows of storm water or to treat polluted storm water flows. The emphasis should be placed on eliminating the source of pollutant(s). All selected BMPs details must be shown on the plan sheets or included as part of the Storm Water Management Plan. Sediment Basins - Show location of all temporary or permanent sediment basins to be installed. Temporary basins may be substituted for permanent basins during grading phase only. These basins must provide at least 3,600 cubic feet of storage for every acre of contributing land. Other Controls – The SWPPP must also include controls that address other potential sources of storm water pollution, such as: Construction site waste material storage. Preventing offsite tracking of sediments and generation of dust. Hazardous material storage (e.g. fuel, equipment oil, etc.) Equipment maintenance/ parking areas. Post-Construction – The SWPPP must include a description of storm water management controls that will be installed to control pollutants after construction completion. Future Activities – The SWPPP shall address all grading activities to be performed on any site that is part of the “greater common plan or development” (e.g. construction of individual lot(s) within a subdivision). Location of Controls – the BMPs selected for the site must be shown on the SWPPP, including the location of each measure used for erosion and sediment control, storm water management, and other pollution controls. Inspection and Maintenance Plan – The SWPPP must contain a description of the procedures that will be used to maintain the BMPs on site. The plan shall include an inspection and maintenance checklist for each control measure. The checklist must address specific items to inspect for and evaluation criteria. Description of Controls – The SWPPP shall include a list of the BMPs to be used at the site, describing each control and its purpose. Many of the BMPs selected from the ECM already contain the descriptions and purpose. Sequence of Major Activities – The SWPPP shall contain a sequence of major activities. The sequence should address the installation of all controls, earth disturbing activities, and stabilization activities, and the maintenance required for the controls. The sequence should indicate, clearly, the order in which these activities will take place along with a proposed timeline associated with each activity. In developing a sequence of major activities, the following general principals should be followed: 1. Install down slope and side slope perimeter controls before the land disturbing activity occurs. 2. Cover or stabilize disturbed areas as soon as possible. (Under ADEQ’s general permit, disturbed areas of the construction site that will not be re-disturbed must be stabilized within 14 days of the most recent land disturbance). 3. Time construction activities to limit impact from seasonal climate changes or weather events. 4. Delay construction of infiltration measures until the end of the construction project, if possible.
