RESOLUTION R23-12-35
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF EL
MIRAGE, ARIZONA, AND MARICOPA COUNTY TO ADDRESS SOLUTIONS
TO HOMELESSNESS.
WHEREAS, City Council recognizes that homelessness is a humanitarian challenge; and
WHEREAS, the City of El Mirage acknowledges the number of persons experiencing
unsheltered homelessness in the Maricopa West Valley Region has increased, and is a concern;
and
WHEREAS, the City of El Mirage would like to partner with Maricopa County to provide
the array of resources and interventions needed to assist individuals in the Agua Fria wash and in
the City of El Mirage, including but not limited to outreach, case management, connection to
mental health and substance use services, shelter options, and limited financial assistance to
establish a system in which individuals experiencing homelessness are provided support; and
WHEREAS, Maricopa County is collaborating with West Valley Cities to develop
regional solutions that address and reduce homelessness in the Maricopa County West Valley
Region;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of El
Mirage, Arizona as follows:
Section 1: The Mayor or her designee is authorized to enter into an Intergovernmental
Agreement (IGA) with Maricopa County to provide the array of resources and interventions
needed to assist individuals in the Agua Fria wash and in the City of El Mirage, including but not
limited to outreach, case management, connection to mental health and substance use services,
shelter options, and limited financial assistance to establish a system in which individuals
experiencing homelessness are provided support.
PASSED AND ADOPTED by the Mayor and Council of the City of El Mirage this 5th
day of December 2023.
