DEVELOPMENT APPLICATION STAFF REPORT Case Number: PZ23-08-14 Request: Site Plan Approval Project Name: Phoenix Door, Inc. Expansion Applicant/Owner: Phoenix Door, Inc. / Richard K. Kereny Project Address: 12545 W Butler Drive, El Mirage AZ 85335 Acres 3.40 Considerations The applicant is requesting the approval of a site plan zoning application to expand their existing door manufacturing business onto the front 3.40-acres of the property. The new 37,500 sq. ft. building will house new office space and manufacturing area that will assist in better handling current operations. The project will be completed in one phase which includes off-site improvements on Butler Drive. These site improvements may potentially create future jobs. General Plan Compliance The El Mirage 2020 General Plan identifies this site as being in the Commerce/Industry Park Planning Area and is in compliance with the general plan. Zoning & Land Use The site is located in the Employment/Industry zoning area where a light manufacturing use is permitted but requires City approval. The site is currently vacant within the Phoenix Door manufacturing plant. ARS 28-8481 Land Use Compatibility The site is located within the Luke Air Force Base Noise Contour Zone and is subject to ARS 28-8481 land use compatibility regulations. Please see the attached review comments letter. City Staff Review Staff has reviewed the application and finds that it meets the zoning code requirements. Stipulations: The applicant shall address the TAC Review comments mentioned in the October 18, 2023, memorandum with the submittal of the construction documents for permitting review. Planning Commission Recommend approval of the zoning application for a unanimous vote of 4-0 at the November 14, 2023, public meeting. City Council Staff is seeking a final action from the City Council so the applicant can proceed with the submittal of construction documents.
