in size. All 15-gallon trees must be a minimum of eight feet in height, four feet in spread, 
and one and one-quarter inches trunk caliper at the ground level. All 24-inch box and 
larger trees shall be a minimum of ten feet in height, four feet in spread and two and a 
half inches trunk caliper at the ground level.  
a. Actions required: Revise the LS plan to meet the 50% of trees to be in a 24” 
box and 10” in height, four feet in spread and two and a half inches trunk 
caliper at the ground level.  
12. All changes in landscape plans before, during, or after preliminary or final landscape plan 
approval and/or landscape installation shall be approved by the Zoning Administrator or 
his or her designee.

Below are the Engineering Division’s comments for the above referenced submittal prepared in 
September 2023. These items will have to be addressed prior to the Planning and Zoning 
Meeting. 
 
1. None 
 
The below items will have to be addressed during the Construction Plan Submittal. 
 
Civil Plans 
 
Preliminary Site Plan (Sheet SP1) 
1. Remove the reference to Section 3, T3N, R1E on the Vicinity Map. 
2. Show the building setback lines. This parcel is zoned EI which requires a 20 foot front 
setback and 5 foot side and rear setbacks. 
3. The project is responsible for dedicating an 8-foot wide Public Utility Easement (PUE) 
along the Butler Drive frontage. No walls or trees shall be placed within the proposed 
PUE.  
4. The existing 30 foot easement along the east property line is for Roadway Access and 
Public Utilities.  The expanded 60 foot easement shall be described the same way. 
5. Parking 
a. The Parking Analysis notes to remove the “26 spaces north of the existing 
building in the turnaround area”.  There appears to only be 18 spaces in this 
location. Please verify. 
b. The number of parking spaces shown in the Parking Analysis breakdown does not 
appear to match the number of spaces, existing or proposed, shown on the Site 
Plan.  Please verify. 
c. Provide Parking Calculations per Section 154.104(G) of the City Code to 
determine the required number of parking spaces for the various uses. Also note 
the total number of parking spaces provided including the number of ADA 
(standard and van accessible) spaces. 
d. If parking spaces will be removed and/or added to APN 501-46-852, separate 
calculations will be required for that parcel as well. 
e. There appears to be 60 proposed parking spaces on APN 501-46-851 which 
requires 3 ADA spaces. Two shall be a standard ADA spaces (8’ space and 5’

aisle) and one shall be a van accessible space (8’ space and 8’ aisle or 11’ space 
and 5’ aisle). 
f. If the parking provided is less than the parking required per Code, a Parking 
Waiver must be submitted. This document shall include the number of spaces 
required per City Code, the number of spaces actually required by the site and 
how that number was determined and explain how additional spaces can be 
accommodated if required in the future. 
g. Verify that the parking space dimensions meet the requirements of City Detail 
EM-157 for both the angled and non-angled spaces. 
h. When parking spaces are adjacent to a sidewalk, the sidewalk shall be a minimum 
of 6 feet wide or 5 feet wide with parking blocks. 
i. Parking spaces shall be striped with a minimum of 4-inch painted lines. 
6. A 37,500 square foot building requires a minimum of one 12’x70’ loading berth. 
7. The proposed driveways shall be per MAG or City details. A stop sign is recommended 
at the proposed exit driveway. Verify that the proposed driveways have a minimum throat 
of 50 feet or more if the trucks that visit this site are longer. Trucks that queue at the 
entrance driveway gate shall remain outside of the roadway. 
8. The western driveway shall align with northbound 125th Avenue. 
9. Show the sight distance requirements at the proposed exit driveway per City Detail EM-
158.  
10. Show the separation, measured from nearest face of curb to nearest face of curb, between 
the proposed driveways, roadway intersections and any existing driveways. Driveway 
spacing shall adhere to City Code Sections 154.103 (C) and (D) and City Detail EM-259. 
See Comment #55. 
11. Provide dimensions of all drive aisles, sidewalks, etc. on the plan.   
12. Drive aisles shall be a minimum of 25 feet wide and the fire lanes shall be a minimum of 
26 feet wide. The fire lanes shall be designed to handle 75,000 lbs. A Geotechnical 
Report will be required for this project and it should provide a recommended design 
section for these lanes and any other pavement sections.  
13. 6-inch MAG type curbing is required around all driveways and parking lots. Curb that 
carries drainage shall include a gutter. The curbing shall be no closer than 3 feet to any 
property line. The curb along the east side of the property appears to be within the 3 feet. 
14. Provide a template that shows how a vehicle with a minimum inside radius of 19.5 feet 
and the outside radius of 45 feet can maneuver through the site. The template shall be 20 
feet wide. 
15. Signs will be required to show which driveways and on site drive aisles are one way. 
16. Show how the two parcels tie together. Any improvements to APN 501-46-852 will 
require permission from the property owner and shall be included in the improvement 
plans. 
17. A trash enclosure shall be proposed on site per City Detail EM-113. 
18. Restripe the 6-inch thermoplastic shoulder stripe along the property frontage. 
19. Plans shall include applicable City Notes. Call out MAG, City, etc. details to be used. 
Use the City’s 2023 Design & Development Standards Manual (DDSM) as a guide for 
the final design. 
 
Utility Plans (Separate Utility Plans were not submitted) 
20. Domestic and landscape services each require a separate tap, meter and backflow 
preventer.  The minimum service size shall be 1 inch. Meters shall be within the right of 
way and backflow preventers shall be on private property but not within the PUE.

21. The fire line shall loop the building and provide a second tap in Butler Drive. There must 
be an existing main line valve between the two taps or one must be installed.  
22. Water valves are required along the fire line, approximately every 500 feet, and at 
locations so that the maximum number of hydrants to be out of service is two. 
23. Hydrants shall be spaced at a maximum of 300 feet around the building.  Final hydrant 
locations will be reviewed by the Fire Department. All hydrants, public or private, require 
markers per MAG Detail 122. 
24. Show utility horizontal and vertical clearance information per MAG Detail 404 and City 
Detail EM-402.  
25. All aboveground utilities shall maintain a minimum of 6 feet of clearance from all fire 
hydrants and fire suppression devices per City Detail EM-361.  
26. It is recommended that each proposed driveway have at least one streetlight. 
 
Grading & Drainage Plans (Sheets C1 to C3) 
27. Drainage Calculations 
a. The site is responsible for retaining the drainage from the site and the adjacent 
half right of way of Butler Drive therefore the total area is approximately 304,741 
square feet. Update the calculations accordingly. 
b. Provide calculations for each retention basin. Provide High Water Level (HWL) 
and bottom elevations, volumes required and provided and overflow elevations. 
The existing volume of the basin on Parcel No. 501-46-852 shall be determined 
via the survey. 
c. The Volume Provided shall be determined via stage-storage type calculations for 
each basin. 
d. Using a percolation rate of 0.8 cfs is allowed per Code but it is recommended to 
use 0.1 cfs.  Testing during construction will be required to determine the actual 
percolation rate and number of drywells required. 
e. Calculations for any curb openings, pipes, etc. will be required. This includes pipe 
capacity, opening widths, etc. as applicable. 
f. A Tributary Area Map is required. 
28. Fill in the Estimated Earthwork Table. 
29. City Sanitary Sewer Notes are not required. 
30. Construction Notes 
a. Note CC – This note references a Sheet C4 which was not included. 
b. Note SC – The sawcutting into Butler Drive shall be a minimum of 2 feet. Please 
note that the Butler Drive pavement section is approximately 8 inches of AC. 
c. The plans show callouts for “SD”, “DI” and “TD” but there were no descriptions 
provided for these items. 
31. Show surface water drainage arrows and slopes on the plans. 
32. Side slopes adjacent to the public right of way, areas where pedestrian access is permitted 
and within Public Utility Easements (PUE) shall be 6:1 or flatter. There shall be at least 
two feet of level ground between any wall or vertical obstruction and the top of any side 
slope grading.  
33. The finished floor elevations are required to be a minimum of 12 inches above the 100-
year high-water level of any adjacent retention basin and 14 inches above the ultimate 
outfall of the site. Show the location and elevation of the ultimate outfall for this site. 
34. Show the building setbacks on the plans. The 100 year water elevation of the proposed 
retention basins shall be located a minimum of 4 feet away from any structures, a 
minimum of 20 feet away from the septic system and shall not be located within any

building setbacks, easements, or fire lanes. The basins along the west property line 
appears to encroach into the setback lines.  
35. The island on the west side of the proposed building (where the septic field is proposed) 
appears to trap water against the building. 
36. A grade shot of 90.15 is shown at the northeast corner of the building which is higher 
than the finished floor.  Is this correct? 
 
Context/Conceptual Site Plan 
37. No comments. 
 
Preliminary Landscape Plans 
38. Show the sizes of the plantings at the time of planting and at maturity.  
39. Add the Site Distance Easement per City Detail EM-158 to the driveways. 
40. DG is required on all non-paved areas both on site and within the right of way adjacent to 
the project site. 
41. All plantings at maturity shall maintain a minimum of 6 feet of clearance from all fire 
hydrants and fire suppression devices per City Detail EM-361. 
42. No walls or trees shall be placed within any Public Utility Easement (PUE).  
43. Trees shall not be placed within 5 feet of any City curb or within 6 feet of any public 
utility. 
44. Add a note to the plans that the maintenance for all landscaping and irrigation shown on 
the plans will be the responsibility of the property owner. 
45. Irrigation plans will be required. 
 
Exterior Elevations 
46. Elevations for all four sides of the proposed building are required.  
 
ALTA Survey 
47. The submitted ALTA Survey is from 1999 and does not represent the current parcel. A 
new ALTA per the most current standards will be required. 
 
Preliminary Water Report 
48. Provide calculations for average day demand, maximum day demand, maximum day 
demand plus fire flow and peak hour demand per the attached City Water System Design 
Criteria. 
 
Preliminary Sewer Report 
49. The City does not review the septic system design but a copy of the County approval 
shall be provided to the City prior to Certificate of Occupancy. 
50. It is recommended to install a sewer service stub from the proposed building in the event 
that a sewer main is installed within Butler Drive in the future. 
 
Traffic Impact Analysis (TIA) 
51. Provide trip generation counts including average daily trips and peak am/pm trips using 
the latest version of the ITE manual.   
52. Will the development of the parcel increase the number of employees or vehicles (cars or 
trucks) that will be visiting the site? Show the difference between the existing and 
proposed number of trips. 
53. Using the attached Auxiliary Lane Criteria, verify whether or not a deceleration lane or 
left turn lane is required for this site. If a deceleration lane is not required, verify that the

driveways can accommodate a WB-67 vehicle without encroaching into the adjacent 
lane. 
54. Provide an exhibit that shows the distances between the following driveways, measured 
from nearest face of curb to nearest face of curb:  
a. The proposed west driveway and the closest existing driveway to the west. The 
distance appears to be approximately 70 feet where a minimum of 150 feet is 
required. If this dimension is accurate, a Design Exception will be required per 
the attached form. 
b. The proposed west driveway and proposed east driveway. The distance appears to 
be approximately 200 feet where a minimum of 150 feet is required.  
c. The proposed east driveway and the closest existing driveway to the east. The 
distance appears to be approximately 250 feet where a minimum of 150 feet is 
required.  
 
Deed 
55. No comments. 
 
Phase I Environmental Assessment 
56. A Phase I Environmental Site Assessment is required. 
 
Miscellaneous 
57. A Final Plat per Chapter 1, Section B-2 of the City’s Design & Development Standard 
Manual (DDSM) will be required prior to Certificate of Occupancy. The Plat shall show 
all easement dedications including PUEs, Access Easements, etc. 
58. A Geotechnical Report will be required to provide asphalt/concrete pavement sections. 
Verify the proposed pavement sections can handle 75,000 lbs. for any fire access lane. 
59. A Haul Permit will be required if 500 cubic yards or more of material will be brought 
into or out of the site. This will require a separate application, an exhibit showing the haul 
route and insurance from the company performing the haul. The fee is $300. 
60. An Approval to Construction (ATC) will be required from MCESD for the water and 
sewer line extensions. A copy shall be provided to the City prior to the release of any 
Engineering permit. 
61. A Dust Control Permit from the County will be required prior to the release of any 
Engineering permit. 
62. A Stormwater Pollution Prevention Plan (SWPPP) will be required per the City’s SWPPP 
Guidelines document. A Notice of Intent (NOI) from ADEQ will be required prior to 
release of any Engineering permit. 
63. Any cutting of the pavement in Butler Drive will require Pavement Cut Fees per the most 
current Fee Schedule. 
 
The above comments are meant to be general in nature and are not considered to be all inclusive. 
Additional comments will arise during the formal permit submittal.

Auxiliary Lane Criteria 
 
1. Intersection Lane Requirements: 
A traffic analysis is required to determine the number of lanes and the lane configuration 
for intersections. The desired level of service is dependent on roadway classifications; the 
minimum desired Level of Service (LOS) is D.  
 
Developments are to construct auxiliary lanes when the following criteria or thresholds 
are expected to be met due to the addition of the projected development traffic.  
 
A. 
Right Turn Lane is to be provided when:  
1. 
At all signalized intersections  
2. 
At all street intersections of Parkways and Major Arterials. Right turn 
lanes may be required on Minor Arterial and Collector streets, when 
determined by the City Engineer or as recommended by the Traffic Impact 
Study. 
3. 
On any roadway where a Traffic Impact Study indicates the LOS would be 
increased to a LOS of D or better with the addition of a right-turn lane.  
4. 
In rural and developing urban areas with higher speeds, a separate right 
turn lane may be required for lower right turn volumes.  
 
B. 
Left Turn Lane is to be provided:  
1. 
At all signalized intersections and on Parkways, Arterials and Major 
Collector streets.  
2. 
When the left turn movement into another roadway results in a LOS less 
than the minimum LOS of D during any peak hour.  
 
C. 
Dual Left-Turn Lanes are to be provided when:  
1. 
The peak hour left-turn volume exceeds 200 vph.  
2. 
The peak hour conflicting through movement volume exceeds 1,000 vph.  
3. 
The delay to left turning vehicles exceeds 45 seconds. 
4. 
A Traffic Impact Study indicates the LOS would be increased to a LOS of 
D or better with the addition of dual left turns.  
 
The criteria used to determine the need for turn lanes are based on a normal mix of design 
vehicle types, the volume limits may be adjusted at the discretion of the Engineering 
Division.

2. Driveway Lane Requirements: 
A. 
Right turn deceleration lanes are required at all driveways on Parkways and Major 
Arterial streets. Deceleration lanes for driveways may be required on Minor 
Arterial and Collector streets, which may require additional right-of-way. To 
determine the need for a deceleration lane on streets classified as Minor Arterial 
or Collector, the site Traffic Engineer shall analyze the site, for City of El Mirage 
review and approval, to see if the proposed site conditions meet a minimum of 
three of the following criteria(s): 
 
1.  
At least 5,000 vehicles per day are using or are expected to be using the 
adjacent street. 
2.  
The posted speed limit is 35 mph or greater. 
3.  
At least 1,000 vehicles per day are using or are expected to use the 
driveway for the development or adjacent development(s) (existing or 
future). 
4.  
At least 30 vehicles are expected to make right-turns into the driveway for 
a one-hour period for the development or adjacent developments (existing 
or future). 
 
B. 
Commercial and Industrial sites: Through the approved Traffic Impact Study, if 
it was determined that such a deceleration lane is not warranted (per criteria 2A 
above), a minimum of one driveway shall be designated as truck delivery access 
drives and shall meet the minimum turning path for a WB-67 design vehicle, 
without requiring maneuvering into more than one traffic lane within the public 
roadway. Additional driveways may be required to meet the criteria (as 
determined by the City Engineer based on local conditions). 
 
C. 
Storage facilities: Through the approved Traffic Analysis, if it was determined 
that such a deceleration lane is not warranted (per criteria 2A above), the main 
access driveway shall meet the minimum turning path for a MH/B design vehicle. 
 
D. 
Left turn lanes are required at all driveways on Parkways and Major Arterial 
streets.  Deceleration lanes for driveways may be required on Minor Arterial and 
Collector streets. To determine the need for a deceleration lane on streets 
classified as Minor Arterial or Collector, the site Traffic Engineer shall analyze 
the site, for City of El Mirage review and approval, to see if the proposed site 
conditions meet the volume warrants shown in Table 7.6 of the MCDOT Roadway 
Design Manual shown on the next page.

E. 
At the discretion of the City Engineer or their designee, a right turn deceleration 
lane or left turn lane may be required regardless of the minimum criteria, if site 
specific conditions warrant the addition of a lane such as sites with a larger than 
average number of heavy vehicles. 
 
F. 
In no event shall adjacent driveways be located within the area of the deceleration 
storage lane or the required taper lengths unless specifically approved by the City 
Engineer. 
 
3. Auxiliary Lane Lengths: 
 
A. 
Left Turn Lane Storage: For arterials and collector roads, the minimum storage 
length is 160 feet. This will apply to both signalized and unsignalized 
intersections.  
 
B. 
Right Turn Lane Storage: For arterials and collector roads, the minimum 
storage length is 160 feet. This will apply to both signalized and unsignalized 
intersections.  
 
C. 
Taper Lengths: The lengths of auxiliary lane tapers should be approximately 8-
feet to 15-feet longitudinally per 1-foot transversely (8:1 to 15:1) with a minimum 
taper of 100 feet. These taper lengths are only applicable to auxiliary lanes. 
Tapers associated with changing of pavement widths shall be in accordance with 
MUTCD requirements. 
 
D. 
The auxiliary lane lengths must be determined by the site Traffic Engineer on a 
case-by-case basis and must be approved by the City Engineer or their designee. 
The Traffic Impact Study should recommend minimum storage lengths based on a 
queuing analysis. The queuing analysis should be performed using accepted 
formulas as specified in the AASHTO A Policy on Geometric Design of 
Highways and Streets and with proper documentation. 95th percentile queue 
lengths from the LOS analysis should also be referenced when determining the 
recommended storage lengths.

E. 
If site constraints will not allow the minimum lengths outlined in 3A, 3B and 3C 
above, the storage and/or taper lengths may be reduced if the Traffic Impact Study 
confirms the proposed lengths are acceptable and with approval from the City 
Engineer. 
 
E.  
Auxiliary lane length for driveways serving school sites may be required to be 
increased based on recommendation of the City Engineer after review of the 
onsite traffic circulation plan. 
 
F.  
The City Engineer may require certain lengths of storage lanes or tapers based on

the building and the section parallel to W. Butler Drive needs to be accessed both directions 
from each of the entrances from W. Butler Drive. 
  
WATER 
• A fire hydrant is needed on the West side of the structure about 225 feet from the ROW 
edge of W. Butler Drive. 
• Add three valves to the new tee for the fire sprinkler lateral.
