ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor Monica Dorcey; Councilmember Ryan Eldridge;
Councilmember Scottie Gentry; Councilmember Anita Norton; Councilmember Jacque
Parsons; Councilmember Donna Winston

CALL TO ORDER - Meeting was called to order at 12:00 p.m.

WORK SESSION PRESENTATION
 
1.
Council discussion to provide staff direction on the following items:
1. City Facilities - Hours of Operation and Holiday closure (tabled on 12/5/2024)
Council discussed both hours of operation and holiday closure relative to overall employee cost
between 5 days/8 hours per week vs. 4 days/10 hours per week and 30 hours between the
Christmas and New Year's holidays.  The City Manager is to review alternative employee
incentives with a direction to return to 5 days/8 hours and eliminate the holiday break and office
closure and bring back a proposal to Council.
2. Speed Cushion Policy (tabled on 11/13/2024)
Assistant City Engineer Bryce Christo gave a PowerPoint presentation explaining proposed
changes to the Speed Cushion Installation Program with discussion centered on speed
comparisons, traffic volumes, emergency and transit routes, and neighborhood approval
requirements. Council consensus was that speed percentiles need to reflect the makeup of El
Mirage more than other city comparisons, signature requirements should not consider no
response as a no vote, and HOA approval should not be required.  It was noted that speed
cushions are effective and are needed but Council wanted more consideration to the above
concerns.
3. El Mirage Cares Program (tabled on 12/5/2024)
Discussion centered on cost of programs, particularly staff time involved, whether at PD or
under Council/Admin.  Council members who participated in the recent Domestic Violence
Walk believed that community support was abundant and that volunteer community
involvement would help reduce costs. The City Manager will bring back to Council an
informal Task Force plan to move forward with continuation of the programs.
4. City Council Chambers Technology/Audio Visual
Discussion on this item was postponed because I.T. Director Tom Bacome was out sick and
unavailable to make the  presentation.
