ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor David Shapera; Councilmember Monica Dorcey;
Councilmember Bob Jones; Councilmember Anita Norton 
Absent: Councilmember Roy Delgado (Excused); Councilmember Donna Winston (Excused) 
2.
CALL TO ORDER - MEETING CALLED TO ORDER AT 6:00 PM

Introduction of new City employees
Deputy City Manager Robert Nilles introduced the new Parks and Recreation Department Director,
Sean VonRoenn.
 
3.
CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council Members
may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up
on the matter, and/or (3) direct that the matter be put on a future agenda.
Resident Susanne Hutchinson stated she is concerned about her neighborhood because it does not
have a homeowner's association, and she believes the area is deteriorating.  Ms. Hutchinson stated
she is looking for a way to better care for their community and the police need assistance as well. 
Ms. Hutchinson asked to speak with someone from the city to discuss it further.
Resident Steve Gilliam stated he would like to know who made a sign at Surprise Elementary School
stating it is a City Park when the principal does not want individuals on the property during
weekends or at night.  He also stated he is concerned about the homeless people living in the wash
south of the church on Dysart Road.  Mr. Gilliam then stated  he assisted an elderly woman in his
neighborhood who had been evicted at 9:00 pm and left on the sidewalk in front of the home.  He
was able to reach a crisis center for the woman who was taken to a safe place but asked that police
coordinate with the sheriff on evictions to avoid this situation from happening again.

CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired
regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted
on separately.

Consideration and action to approve the minutes of the Regular Council meeting held Tuesday,
December 5, 2023. (City Clerk)
  
 
2.
Consideration and action to approve the destruction of municipal documents that have reached the
end of their retention period as authorized under A.R.S. § 41 -15I.19. (City Clerk)
  
 
3.
Consideration and action to request Arizona Lottery Funds (ALF) from Valley Metro in an estimated
amount of $90,694 for local and regional dial-a-ride services with Northwest Valley Connect,
Valley Metro and/or another provider for FY2024 and authorize the Finance Director to transfer
funds and make necessary changes. (Grants/Community Services)
  
 
4.
Consideration and action to waive formal purchase requirements pursuant to El Mirage City Code
30.23 PURCHASING AUTHORITY section (B) (3) and authorize the purchase under theTohono
O'odham Grant, one upfitted 2023 F150 Police Responder Truck for K9 Officer, from Peoria Ford at
the cost of $80,012.77 (Police).
  
 
5.
Consideration and action to approve a CONGREGATE MEAL PROGRAM SERVICE
AGREEMENT with Banner Health, an Arizona nonprofit corporation (d/b/a/ Banner Olive Branch
Senior Center) in an amount not to exceed $67,500. (Finance)
  
 
 
Vice Mayor Shapera moved to approve Consent Agenda items 1-5 as presented; seconded by
Councilmember Dorcey. 
 
Vote: 5 - 0 Passed - Unanimously
 
5.
REGULAR AGENDA
No items for discussion.
 
6.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have
general comment or questions.
Deputy City Manager Robert Nilles stated staff are working with the vendors for the digital signs
that are having issues.  Mr. Nilles also stated there will be a free spay and neuter clinic in El Mirage
on January 23rd.
 
7.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Councilmember Dorcey thanked staff for the hard work at the Winterfest festival.  Councilmember
Norton stated January is Anti-Human Trafficking Awareness Month and there will be a

proclamation on the next Council agenda.  Mayor Hermosillo stated the Winterfest parade was
amazing and she thanked staff for all of their hard work.
 
8.
EXECUTIVE SESSION
 
1.
Consideration and action to adjourn into Executive Session pursuant to A.R.S. § 38-431.03.A.1. for
the annual review of the Court Judge contract and performance evaluation. (Council)
  
 
 
Vice Mayor Shapera moved to adjourn into Executive Session; seconded by Councilmember
Dorcey. 
 
Vote: 5 - 0 Passed - Unanimously
 
9.
ADJOURNMENT - MEETING ADJOURNED AT 6:45 PM
