A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF 
EL MIRAGE, ARIZONA, AMENDING RESOLUTION R24-01-01 
CALLING 
FOR 
A 
PRIMARY 
AND 
GENERAL 
ELECTION; 
DESIGNATING THE ELECTION DATES AND PURPOSE OF 
ELECTIONS; 
DESIGNATING 
THE 
DEADLINE 
FOR 
VOTER 
REGISTRATION; DESIGNATING THE ELECTION FORMAT; AND 
DESIGNATING THE PLACE AND FIRST AND LAST DATE FOR 
CANDIDATES TO FILE NOMINATION PAPERS PURSUANT TO 
HOUSE BILL 2785 ENACTED FEBRUARY 9, 2024. 
 
WHEREAS, on January 17, 2024, the City of El Mirage Council approved 
Resolution R24-01-01 for a Call of Election for the 2024 Primary Election; and 
 
WHEREAS, House Bill 2785 is emergency legislation, effective on February 9, 
2024, that moves up the primary election from August 6, 2024 to July 30, 2024 to avoid 
missing federal deadlines to send ballots to military and overseas voters and for the State 
of the State of Arizona to send its votes to the electoral college for President of the 
United States; and 
 
WHEREAS, the new 2024 primary election of July 30, 2024 also moves up 
candidate and voter deadlines; and 
 
WHEREAS, this Amended Call of Election outlines the new dates for candidate 
filing, voter registration and early voting that are impacted by the new July 30, 2024 
primary election date, 
 
NOW THEREFORE, BE IT RESOLVED, by the Mayor and Council of the City of El 
Mirage, as follows: 
 
Section 1. 
Call for Elections; Designation of Election Dates; Purpose: 
 
The Mayor and Council of the City of El Mirage hereby call for a Primary Election in the 
City of El Mirage to be held on Tuesday, July 30, 2024, for the purpose of nominating 
candidates for three (3) Councilor seats expiring December 2024, whose names shall appear on 
the ballot at the General Election, should a run-off election be required.  Any candidate receiving 
the number of majority votes cast pursuant to A.R.S. § 9-821.01 for that office at the Primary 
Election will be declared elected to the office for which he or she is a candidate. The Mayor and 
Council of the City of El Mirage also hereby call for a General Election in the City of El Mirage 
to be held on Tuesday, November 5, 2024, for Council seat runoffs, if required. 
 
Section 2. 
Designating Deadline for Voter Registration: 
 
Maricopa County registration and voting lists will be used for the municipal election.  In 
order to be qualified to vote, a voter must be registered by July 1, 2024, for the July 30, 2024 
Primary Election and by October 7, 2024 for the November 5, 2024 General Election.

Section 3.  
Designating Election Format 
 
 
The election format for both the Primary Election in July 2024 and the General Election 
in November 2024, shall be by a Polling Place election.    
 
Section 4. 
Designating Date and Place to File Candidate Nomination Form: 
 
Candidates seeking municipal office may obtain a Candidate Packet at the El Mirage City 
Clerk’s Office, 10000 N. El Mirage Road, Mirage, beginning December 2023 which includes 
nomination papers and other materials which must be filed by candidates. Candidates may 
submit or return nomination papers and other nomination forms no earlier than 8:00 a.m. on 
Saturday, March 2, 2024, and must be filed no later than 5:00 p.m. on Monday, April 1, 2024, at 
the El Mirage City Clerk’s Office, 10000 N. El Mirage Road, El Mirage, in order for their names 
to appear on the Primary Election ballot.
