1.
ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor David Shapera; Councilmember Roy Delgado;
Councilmember Monica Dorcey; Councilmember Anita Norton; Councilmember Donna Winston 
Absent: Councilmember Bob Jones (Excused) 
2.
CALL TO ORDER

Moment of Silence
Introduction of new City employees
Police Chief Paul Marzocca introduced Police Chaplains Jose Valenzuela and Tyler Trusley.
 
3.
CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council Members
may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up
on the matter, and/or (3) direct that the matter be put on a future agenda.
Resident Steve Gilliam asked anyone with questions regarding public officials to submit a public
records request instead of believing gossip.  Mr. Gilliam also discussed a 988 phone number
residents can call for assistance and stated the Dysart School District will be having a bond election
in the future.
Resident Ryan Eldridge asked Council to hold on the rate increase until residents can be educated on
the reasons for the increases.  Mr. Eldridge stated there are still issues with water meters not
providing accurate readings for water usage and this should be corrected before rates are increased.
Resident Scottie Gentry stated she is still trying to get clarity on the posting of audio from Council
meetings on the website.  Ms. Gentry asked why the recordings need to be paid for now when they
were previously free.  Ms. Gentry stated the audio and transcripts should be on the website for
residents to access for free.

4.
CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired
regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted
on separately.
 
1.
Consideration and action to approve the minutes of the Regular Council meeting held Wednesday,
February 21, 2024. (City Clerk)
  
 
2.
Consideration and action to approve the addition of five Body Worn Cameras (BWC) to the current
five-year purchase agreement from Axon Enterprises Unlimited 7+Plan BWC Bundle for an
additional cost of $7,058.89 for the first year and a total cost of $29,975.38 (Police).
  
 
3.
Consideration and action to approve a contract with M.R. Tanner for FY24 pavement maintenance
work for an amount of $479,070 and authorize finance to make any necessary transfers. (Public
Works)
  
 
 
Vie Mayor Shapera moved to approve Consent Agenda items 1-3 as presented; seconded by
Councilmember Dorcey. 
 
Vote: 6 - 0 Passed - Unanimously
 
5.
REGULAR AGENDA
 
1.
A public hearing, closure of public hearing followed by a discussion and action on a conditional use
permit and site plan for an industrial use for a gas and oil refinery located at 12126 W Olive Ave, El
Mirage Az 85335 submitted by Fuel Processing Operators, LLC. (Development Services - Planning
and Zoning) 
This item was tabled for a future agenda at the request of the applicant.
  
 
2.
Consideration and action to adopt a notice of intent to change certain fees, which could include
adding, deleting, increasing or decreasing fees, not sooner than 60 days from the date of posting the
notice pursuant to A.R.S. Section § 9-499.15.  (Administration)
Budget and Program Manager Macy Walker provided background information on the notice of
intent to change fees.  Councilmember Norton expressed concern for the fee regarding audio
recordings and stated staff should make those recordings available to residents without a fee.  
Councilmember Norton then asked why the fees for Development Services had been deleted.  Vice
Mayor Shapera asked the City attorney if discussion on these items is appropriate at this time when
the item is only a notice of intent to change fees and Attorney Justin Pierce stated there will be a
future meeting where the discussion would be had in detail about all the changes.  Councilmember
Dorcey stated it is not appropriate to discuss the changes now when this is only a notice of intent.  
  
 
 
Vice Mayor Shapera moved to adopt a notice of intent to change certain fees, as presented; seconded
by Councilmember Dorcey. 
 
Vote: 6 - 0 Passed - Unanimously

6.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have
general comment or questions.
City Manager Crystal Dyches introduced City Clerk Sharon Antes, who provided important
information on the current and upcoming elections.
 
7.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Vice Mayor Shapera stated he enjoyed reading to the students at Thompson Ranch Elementary
school and encouraged the students to get library cards.  Councilmember Delgado stated there will
not be a CDAC meeting this month.  Councilmember Norton stated El Mirage Cares is hosting a
teen dating violence discussion on Wednesday, March 20, 2024, from 6:30 pm until 7:30 pm at the
El Mirage Library.  Councilmember Winston stated she enjoyed reading to a kindergarten class
and discussed service animals with the children.  Councilmember Norton added that she read to
students at all four of the local elementary schools.  Councilmember Dorcey stated she also enjoyed
reading to students at two elementary schools.  Mayor Hermosillo stated the Greater Phoenix
Economic Council (GPEC) asked her to represent El Mirage at a semiconductor delegation from
Japan.  Mayor Hermosillo also stated she enjoyed reading to students.
 
8.
EXECUTIVE SESSION
 
1.
Consideration and action to adjourn into Executive Session pursuant to A.R.S. § 38-431.03.A.5.
pertaining to discussions or consultations with designated representatives of the public body in order
to consider its position and instruct its representatives regarding negotiations with employee
organizations regarding the salaries, salary schedules or compensation paid in the form of fringe
benefits of employees of the public body.  (Administration)
  
 
 
Vice Mayor Shapera moved to adjourn into Executive Session pursuant to State law to discuss or
consult on negotiations with employee organizations, as presented; seconded by Councilmember
Dorcey. 
 
Vote: 6 - 0 Passed - Unanimously
