ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor David Shapera; Councilmember Roy Delgado;
Councilmember Monica Dorcey; Councilmember Bob Jones; Councilmember Anita Norton (via
phone); Councilmember Donna Winston

CALL TO ORDER - MEETING CALLED TO ORDER AT 6:00 PM

Introduction of new City employees
Police Chief Paul Marzocca introduced Officer Hilda Galino and Officer Eric Stall.
 
3.
CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this
time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City
Council as a whole. At the conclusion of the Call to the Public, individual City Council Members
may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up
on the matter, and/or (3) direct that the matter be put on a future agenda.
Resident Susan Hutchinson stated the code violations in the Dysart and Cactus areas are still
occurring.  She provided a list of addresses with the violations to staff and stated she would like
something done about the situation. Ms. Hutchinson stated she is proud of her neighborhood and
would like others to take pride in their homes.
Resident Ryan Eldridge stated he filed a complaint with the City earlier in the day regarding a police
officer posting what he considered to be slanderous comments on a Facebook page and contacting
his employer regarding his campaign.  Mr. Eldridge stated attacking people is not fair during a
campaign, and he is concerned about the safety of his home and family as well as the other
candidates currently running for council seats.

CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired
regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted
on separately.

Consideration and action to approve the minutes of the Regular Council meeting held Tuesday,
March 5, 2024. (City Clerk)
  
 
2.
Consideration and action to approve Resolution R24-03-07 authorizing the renewal of membership
in the Arizona Metropolitan Trust (“the Trust”).  (Human Resources)
  
 
3.
Consideration and action to enter into a construction contract with DCS Contracting, Inc. to
construct drainage improvements at 125th Avenue and Desert Cove Road (Activity # 62336) for an
amount of $95,484, plus a 10% contingency of $9,548 for a total of $105,032. (Development
Services)
  
 
4.
Consideration and action to approve the amendment to the Police Department's Leads Online
contract to align billing with the City's fiscal years at no cost increase from the current contract
(Police).
  
 
 
Vice Mayor Shapera moved to approve Consent Agenda items 1-4; seconded by Councilmember
Dorcey. 
 
Vote: 7 - 0 Passed - Unanimously

CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have
general comment or questions.
City Manager Dyches had no comments.
 
7.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the
specific matter is properly noticed for legal action.
Mayor Hermosillo gave a brief report and presentation on the 2024 Washington D.C.
Congressional City Conference.  Vice Mayor Shapera stated he attended the Spring Faire and it
was a good event.  Councilmember Delgado stated he met a gentleman at the Spring Faire who
expressed an interest in being a chaplain for the Police Department.  Councilmember Dorcey stated
she also attended the Spring Faire and was happy to see so many people in attendance, including the
young entrepreneurs at the booths. Council member Jones thanked Councilmember Delgado for
his dedication and efforts in securing grant monies for El Mirage.  He added that Councilmember
Delgado was able to get $120K from Maricopa County this year for water and sewer line
improvements.  Councilmember Winston stated she attended the Spring Faire and it was amazing. 
She was happy to see so many young volunteers enjoying themselves.

EXECUTIVE SESSION
 
1.
Consideration and action to adjourn into Executive Session pursuant to A.R.S. § 38-431.03.A.7 for
discussions or consultations with designated representatives of the public body in order to consider
its position and instruct its representatives regarding negotiations for the purchase, sale or lease of
real property.  (Administration)

Vice Mayor Shapera moved to adjourn into Executive Session; seconded by Councilmember
Dorcey. 
 
Vote: 7 - 0 Passed - Unanimously
