CITY OF EL MIRAGE 
DIGITAL MARKETING SERVICES 
Scope of Work 
 
A contractor would work with City staff to develop and implement digital marketing campaigns. 
Contractor would produce creative digital advertising elements to include graphic design, media 
placement and video production, with strong and attainable recommendations for consideration. The 
Contractor will make use of existing City of El Mirage b-roll, edited videos, photos, and graphic elements 
in campaigns. Campaigns may be ongoing and continuous or one-time. 
Contractor will develop campaigns for each target market and provide insights on emerging trends and 
new media. Contractor will provide regular reporting to include a mid-campaign and end of campaign 
wrap-up report, including screenshots of all assets, executive summary of key takeaways that include 
qualitative and quantitative results mapping to larger objectives and dashboard of goal performance. 
The contract amount is not to exceed  
$24,000 
. In the bid, contractor to include line- 
item breakdown of video costs by the minute (of finished product). 
Economic Development Campaigns ($6,000) 
Provide digital marketing services in support of the Economic Development Division on an as-needed 
basis to assist the division in business recruitment and retention efforts. One finished product is a 2 to 3- 
minute video, scripted by the City, with one on-location shooting day. 
Mayor’s State of the City Campaign ($6,000) 
Provide digital marketing services in support of the Mayor’s State of the City. The finished product is a 4 
to 5-minute video, scripted by the City, with two on-location shooting days. The timing is subject to 
change, but the final presentation is typically given in February (2024). 
Intergovernmental and Public Affairs (IPA) Campaigns ($12,000) 
Provide digital marketing services in support of City departments on an as-needed bases through the 
City’s Intergovernmental and Public Affairs Division. Working with Communications staff, the timing, 
duration and budget of these and similar projects will be agreed upon between the City and the 
Contractor. 
Among the finished product(s) will include two videos 1 to 3-minutes in length, scripted by the City, 
utilizing existing City images and video assets.
