Washington St., Phoenix, AZ. 85009 www.1GPA.org Executive Summary Electrical and Lighting Products, EV Charging Stations and Services IFB 22-11PV The purpose of this solicitation is to enter into contracts with qualified firms that provide a broad range of electrical and lighting products, EV charging stations and services utilized by the Lead Agency and Members of 1GPA Cooperative. Products and services anticipated to be covered under the awarded contract include, but are not limited to electrical parts and supplies, electric vehicle charging stations and high and low voltage electrical services as needed in compliance with Arizona School Procurement Rules. 1GPA is awarding contracts to cover all of Arizona. Firms were also allowed to submit responses to include other states. Firms shall follow the laws as applicable in all states in which they submitted bids and assure that this solicitation meets the requirements of said states. Paradise Valley Unified School District is the lead agency for this solicitation. The invitation for bid was issued on January 27, 2022 and sent to the prospective bidders via AZ Purchasing, Public Purchase, OpenGov Procurement and posted on the 1GPA website. More than 567 vendors received notification of the solicitation. This solicitation was advertised as follows: • AZ Business Gazette (the official paper of Maricopa County) on January 27, 2022 and February 3, 2022 • AZ Capitol Times on January 28, 2022 • USA Today on January 28, 2022 • DJC Oregon on January 28, 2022 Solicitation Amendment 1 was issued on February 14, 2022 to extend the bid due date and time as well as to extend the deadline for questions. Solicitation Amendment 2 was issued on March 4, 2022 to extend the bid due date and time as well as change the opening location to virtual. The bid opening was held on March 14, 2022 at 1:00 p.m. virtually via Vast Conference. Twelve (12) responses were received. Firms that were considered responsible and response were evaluated solely on cost factors as set forth in the IFB. Evaluation was based on the following cost factors: 1) minimum percent discounts, 2) market basket pricing, 3) installation and service rates and 4) regional costs for members outside of Maricopa County. Bidders were ranked lowest to highest in each category and an average rank was calculated. It was determined that a single award is not advantageous for all cooperative members of 1GPA. The solicitation authorized multiple awards to meet the needs of 1GPA’s diverse membership. Awards were recommended to the least number of bidders and a complete justification for multiple award has been determined and filed with the procurement file. The contract may be extended up to a maximum of four (4) additional years on a year-to-year basis. Annual renewals would be based solely on the determination of the Lead Agency and 1GPA as to the performance, costs and general quality of the services provided by the successful vendors selected. Determination for usage of a Multiple Term Contract in accordance with A.A.C. R7-2-1093 has been provided in the solicitation files.
