D R A F T REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF EL MIRAGE EL MIRAGE CITY COUNCIL CHAMBERS 10000 N. EL MIRAGE ROAD 6:00 PM -TUESDAY, JUNE 18, 2024 Minutes 1. ROLL CALL Present: Mayor Alexis Hermosillo; Vice Mayor David Shapera; Councilmember Roy Delgado (via telephone); Councilmember Monica Dorcey; Councilmember Bob Jones; Councilmember Anita Norton; Councilmember Donna Winston 2. CALL TO ORDER - MEETING CALLED TO ORDER AT 6:00 PM Pledge of Allegiance Moment of Silence 3. CALL TO THE PUBLIC Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or (3) direct that the matter be put on a future agenda. Resident Jeff Lach stated he had waited eight weeks for a response from City staff regarding the requested speed humps in his neighborhood and he still has not heard from anyone. Mr. Lach stated he is opposed to spending money where it is not needed referencing Consent Agenda Items with expenditures with which he disagreed. Resident Ryan Eldridge stated all Councilmembers are provided a Code of Conduct upon election and in the last Council meeting several, he believes, Councilmembers broke the Code of Conduct by interrupting each other and videotaping during another meeting. Mr. Eldridge stated Councilmember Norton is owed an apology for this behavior as well as the residents of El Mirage. Mr. Eldridge then stated he was advised that another option for a fire station at $6 million dollars was available, and he would like to know why this has not been presented to or by the Council. Mr. Eldridge asked when Council would be more transparent with the public. 4. CONSENT AGENDA All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately. 1. Consideration and action to approve the minutes of the Regular Council meeting held Tuesday, June 4, 2024. (City Clerk) 2. Consideration and action to assign the Northwest Valley Connect (NWVC) contract to the Foundation for Senior Living. (Administration) 3. Consideration and action to approve Resolution R24-06-16, authorizing the Adoption of the City of El Mirage Council Strategic Priorities. (Administration) 4. Consideration and action to approve the purchase of a 2024 Ford Explorer from Peoria Ford at a cost not to exceed $50,309.34. (Fire) 5. Consideration and action to approve a State and Local Cybersecurity Grant Program Local Consent Agreement with the Arizona Department of Homeland Security. (Grant/Information Technology) 6. Consideration and action to approve an annual Microsoft Office 365 subscription purchase with SHI utilizing OMNIA Partners cooperative contract for an amount of $93,500 ($91,903.84 plus a contingency of $1,596.16 to account for any sales tax discrepancies). (Information Technology) 7. Consideration and action to authorize an increase to purchase order #24036 for traffic signal maintenance and repairs in an amount not to exceed $37,000 and authorize finance to make any necessary transfers. (Public Works) 8. Consideration and action to approve Amendment No. 1 to the Intergovernmental Agreement (IGA) for police dispatch services between the City of El Mirage and the City of Tolleson at a cost not to exceed $1,264,000 ($1,263,648.18 plus a contingency of $351.82). (Police). Vice Mayor Shapera moved to approve Consent Agenda items 1-8; seconded by Councilmember Dorcey. Vote: 7 - 0 Passed - Unanimously 5. REGULAR AGENDA 6. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS The City Council may not act upon any matter in the City Manager's summary but may have general comment or questions. City Manager Crystal Dyches had no comments. 7. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific matter is properly noticed for legal action. Vice Mayor Shapera stated he attended the beam signing at Public Works on Monday, June 17, 2024. Councilmember Delgado stated he and Councilmember Jones attended the first Community Development Advisory Committee (CDAC) meeting for the new fiscal year and presented a few projects for El Mirage. 8.
