RESOLUTION R24-07-18
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF
EL MIRAGE, MARICOPA COUNTY, ARIZONA, AMENDING THE
CITY OF EL MIRAGE ZONING CODE, LAND USE VOLUME 2,
AMENDING THE EXISTING CITY OF EL MIRAGE CITY CODE TITLE
XV, CHAPTER 154, ALLOWING THE USE OF A HELIPORT IN THE
URBAN CORRIDOR ZONES WITHIN THE EL MIRAGE CITY LIMITS.
THIS MATTER ALSO APPLIES TO TERRITORY IN A HIGH NOISE OR
ACCIDENT POTENTIAL ZONE AS DEFINED IN SECTION 28-8461.
WHEREAS, this Resolution has been properly noticed for public hearing pursuant to the
requirements of El Mirage Zoning Ordinance and the statutes of the State of Arizona set forth in A.R.S. §
9-462.03, A.R.S. § 9-462.04, and necessary hearings have been completed; and,
WHEREAS, the City Council adopted Ordinance O87-07-05 on July 23, 1987, adopting The El
Mirage Zoning Ordinance including written text and map; and,
WHEREAS, the City Council adopted Ordinance O06-02-05 on March 9, 2006, adopting the
chapter number change for the Zoning Code and codification of Chapter 21; and,
WHEREAS, the City Council amended Ordinance O11-09-17 on September 22, 2011, amending
the miscellaneous sections of the El Mirage Zoning Ordinance; and,
WHEREAS, the City Council amended Ordinance O21-08-21 on August 17, 2021, amending the
miscellaneous sections of the El Mirage Zoning Ordinance; and,
WHEREAS, the City Council amended Ordinance O22-05-02 on May 3, 2024, amending the
miscellaneous sections of the El Mirage Zoning Ordinance; and,
WHEREAS, the El Mirage Planning and Zoning Commission reviewed and recommended
approval of the Zoning and Land Use text amendments at the June 25, 2024, Public Hearing; and,
WHEREAS, the proposed Zoning and Land Use text amendment will enhance public health,
safety, welfare and preserve the character of the City of El Mirage.
NOW, THEREFORE, be it ordained, by the Mayor and Council of the City of El Mirage,
Arizona, as follows:
Section 1.
That the City Of El Mirage Zoning Code, Land Use Volume 2, Chapter 154 is
hereby amended and made a part of this Resolution as incorporated and attached
as Exhibit A and B.

EXHIBIT A
DEFINITIONS
§ 154.020 DEFINITION OF TERMS.
AIRPORT/ HELIPORT. An area of land consisting of runways and structures designed for
the takeoff, landing, and maintenance of aircraft and/or helicopters. Activities may include
private flights, commercial and non-commercial flights, flying clubs, and flight training or
flight schools., and emergency medical services.
HEALTHCARE/ MEDICAL FACILITY/ CLINIC. A public or private facility consisting of
one or more buildings providing, on an outpatient basis, chiropractic, dental, medical,
surgical, medical imaging, or other services to individuals, including the offices of
chiropractors, physicians, dentists, drug therapists, rehabilitation therapists and other
health practitioners, medical and dental laboratories, outpatient care and outpatient care
facilities. Patients are not kept overnight except under emergency conditions. Accessory
uses include heliports and parking.
