Zoning Text Amendment to the City of El Mirage, Arizona Code of Ordinances Chapter 154: Zoning Code Book. Applicant: City of El Mirage, Arizona Development Services – Planning and Zoning Division Parcel: Urban Corridor zoned properties PURPOSE: The purpose of this zoning text amendment is to expand the use of a heliport to the Urban Corridor UC zoning district, the correct zoning code allows the use of a heliport with the approval of a conditional use permit in the Transit Development TD, Commerce Park CP, and Employment/Industry E/I zones. With the expansion of heliport use in the Urban corridor zones, medical facilities will be able to build and use heliports for medical emergency services. Military Operation Land Use If the proposed zoning text amendment passes, the applicants wishing to build and use a heliport will need to submit a Landing Area Proposal (LAP) form 7460-1 with the FAA to start the process of reviewing any adverse effects of helicopter traffic. Through this process, the FAA and Luke AFB will be able to review the proponent’s helipad dimensions, lighting plans, and ingress/egress plans. PROPOSED TEXT AMENDMENTS DEFINITIONS § 154.020 DEFINITION OF TERMS. AIRPORT/ HELIPORT. An area of land consisting of runways and structures designed for the takeoff, landing, and maintenance of aircraft and/or helicopters. Activities may include private flights, commercial and non-commercial flights, flying clubs, and flight training or flight schools., and emergency medical services. HEALTHCARE/ MEDICAL FACILITY/ CLINIC. A public or private facility consisting of one or more buildings providing, on an outpatient basis, chiropractic, dental, medical, surgical, medical imaging, or other services to individuals, including the offices of chiropractors, physicians, dentists, drug therapists, rehabilitation therapists and other health practitioners, medical and dental laboratories, outpatient care and outpatient care facilities. Patients are not kept overnight except under emergency conditions. Accessory uses include heliports and parking. Staff Notes: Amending the definitions in the zoning code will ensure that a heliport can be used for medical services. 154.052 PERMITTED USES BY ZONE. Staff Notes: The table of Permitted Uses by Zone shall be revised to reflect the proposed text amendment and use. The revision will allow the use of a heliport in Urban Corridors UC Zones with the approval of a Conditional Use Permit, see the existing and proposed images below. Existing: Proposed: § 154.104 OFF-STREET PARKING REQUIREMENTS. Staff Notes: Properties wanting a heliport will be required to meet the off-street parking requirement along with the principal building use parking requirements. 154.050 ZONING DISTRICTS AND MAP ESTABLISHED Staff Notes: The proposed text amendment will allow the use of a heliport in the Urban Corridor UC zones in the City of El Mirage with the approval of a Conditional Use Permit. See the red area in the zoning map below. No changes to the zoning map with the proposed text amendment. The current zoning code allows with the approval of a Conditional Use Permit the use of a heliport in the Transit Development TD, Commerce Park CP, and Employment/Industry E/I zones.
