Below are the Engineering Department’s comments for the above referenced submittal provided
in July 2024. These items will have to be addressed prior to the Planning and Zoning
Meeting.

Requests for Design Exceptions
2. Requests for Design Exceptions:
a. DE#1 – Allow three driveways to access the site in Phase 2 – This request has
been approved. The traffic signal at Access C shall be installed as part of Phase 1.
b. DE#2 – Requirement of deceleration lanes at Access A for Phase 1 – This request
has been approved. Access B shall be equipped with barricades, signs, etc. in
order to restrict traffic.
Narrative
2. No comments.
Proposed Master Site Plan (Sheet A1.1)
3. Pads A, B, C and D are noted as “conceptual”. Separate Site Plan submittals will be
required when the design of these parcels is finalized.
4. Property lines will need to be adjusted, removed, etc. as necessary in order to meet the
required building setbacks which is 5 feet for all yards for Zone UC.
5. Deceleration lanes will be required at all existing and proposed driveways in the ultimate
condition as noted in the Traffic Impact Study.
6. The minimum driveway throat shall be a minimum of 50 feet for Access B.
Proposed Phase 1 Site Plans (Sheet A1.2)

9. Key Notes
a. Keynote 4 – The entrance is shown as 24 feet wide but two way traffic requires a
minimum of 25 feet width.

b. Keynote 8 - The ADA space for the Storage Center shall be van accessible and
signed accordingly.
c. Keynote 10 – The trash enclosure shall meet the minimum dimensions per City
Detail EM-113.
d. Keynote 11 - The minimum inside radius of the fire access road is 19.5 feet and
the outside radius is 45 feet.
10. The project is responsible for the dedication of a minimum 65 feet of right of way and an
8-foot wide Public Utility Easement (PUE) along the Thunderbird Road frontage. The
project will also be responsible for any left turn lanes, deceleration lanes and associated
right of way/easement revisions. Offsite plan and profile sheets will be required.
11. A westbound left turn lane will be required at the intersection of Thunderbird Road and
Access C as noted in the Traffic Impact Study.
12. Additional right of way may be required adjacent to proposed deceleration lane(s) if the
relocated sidewalk does fit within the 65 feet.
13. Label the building setbacks on all plans. Building B appears to be within 5 feet of the
shared property line.
14. Label the throat lengths for the two proposed driveways. Access C shall have a minimum
throat of 150 feet.
15. Access B should be equipped with barricades or signage that restrict access in/out.
16. The driveways shall be per MAG or City details. Stop signs are recommended at each
driveway.
17. If a driveway is either designated for truck entry or prohibits use by trucks, please
provide the necessary signage. Verify that any driveway to be used by a truck can
accommodate a WB-67 vehicle without encroaching into the adjacent lane.
18. Show the sight distance requirements at each driveway per City Detail EM-158.
19. Permission from the property owner will be required for any proposed construction or
land disturbance on APN 501-37-947.
20. When parking spaces are adjacent to a sidewalk, the sidewalk shall be a minimum of 6
feet wide or 5 feet wide with parking blocks.
21. Parking spaces shall be striped with a minimum of 4-inch painted lines.
22. Parking spaces within the gated portion of the storage buildings:
a. Verify that there is a minimum of 25 feet of width adjacent to the parking spaces.
b. Several of the parking spaces are blocking access to the storage units.
23. 6-inch MAG type curbing is required around all driveways and parking lots. Curb that
carries drainage shall include a gutter. The curbing shall be no closer than 3 feet to any
property line.
24. Any fire lane/emergency access road shall be 26 feet wide and designed to handle 75,000
lbs. A Geotechnical Report will be required for this project and it should provide a
recommended design section for this access road and Thunderbird Road.
25. Show how traffic flows on site.
26. A 1-foot Vehicular Non-Access Easement (VNAE) shall be placed along the Thunderbird
Road frontage, except where there are legitimate driveways, and along the wash.
27. Show the location of any exterior signs.
28. Show the adjacent floodplain. A Floodplain Use Permit from the Maricopa County Flood
Control District may be required as a portion of the floodplain appears to encroach into
the property.
29. Plans shall include applicable City Notes. Call out MAG, City, etc. details to be used.
Use the City’s Design & Development Standards Manual (DDSM) as a guide for the final
design.

Context Map (Sheet EX1)
30. Photos 9-16 appear to be closer to the center of the parcel.
Preliminary Grading & Drainage Plans (Grading Plans were not provided but the below items
have been provided as a guide for the future Civil Plan submittal)
31. Provide topographic contours at a minimum interval of two feet.
32. Side slopes adjacent to the public right of way, areas where pedestrian access is permitted
and within Public Utility Easements (PUE) shall be 6:1 or flatter. There shall be at least
two feet of level ground between any wall or vertical obstruction and the top of any side
slope grading.
33. Verify the slope does not exceed 2% in any direction within ADA parking spaces.
34. Show the floodplain on the Site Plan. Show the finished floor elevations of the proposed
buildings versus the base flood elevations of the floodplain.
35. The finished floor elevation for all proposed structures shall be set at a minimum of 1
foot higher than any retention basin and the base flood elevation in the adjacent drainage
channel and 14 inches above the ultimate outfall of the site. Please note that FEMA has
not determined the elevation of the channel so that will be the responsibility of the
developer.
36. In general, development within or modification of the floodplain is discouraged.
Development should be located outside of the 100-year floodplain. If development within
the floodplain is necessary, approval from the Flood Control District of Maricopa County
via a Floodplain Use Permit is required.
37. Any proposed retention basins shall be located a minimum of 4 feet away from any
structures and shall not be located within any building setbacks, easements, or fire
lanes. It is recommended to provide as much separation between the proposed
underground retention pipe and the storage buildings as possible.
38. The site is responsible for retaining that drainage from the site and the adjacent half right
of way of Thunderbird Road along the project frontage.
Preliminary Utility Layout
39. The locations, sizes and conditions of the existing water stubs, that are proposed to be
extended into the property, shall be verified prior to construction.
40. The proposed 8-inch water mains that run east-west within Thunderbird Road will be
public and shall be ductile iron, Pressure Class 350. The dead end portions of these water
lines shall have a blow off per City Detail EM-390. The remainder of the fire loop and on
site water mains will be private.
41. It is not recommended to install 90 degree bends on the proposed water main.
42. Water valves shall be placed along the fire lines, approximately every 500 feet, and at
locations so that the maximum number of hydrants to be out of service is two.
43. Water meters/vaults shall be located within the right of way and backflow preventers
shall be located on private property but not within the PUE.
44. Hydrants location/spacing will be reviewed and approved by the Fire Department.
Bollards shall adhere to City Detail EM-364.
45. Any hydrants within the project site will be private and painted “Safety Red” and any
within the right of way will be public and painted “Safety Yellow” per City Detail EM-
360. All hydrants require markers per MAG Detail 122.
46. Hydrants require a minimum clearance of 6 feet per City Details EM-361 and 362. It
appears that several of the proposed hydrants are within 6 feet of the buildings. Please
verify.
47. Hydrant service lines longer than 100 feet shall be 8-inch in diameter.

48. Show the adjacent floodplain. A Floodplain Use Permit from the Maricopa County Flood
Control District may be required in order to tie into the existing sanitary sewer manhole.
49. The existing sanitary sewer manhole that the proposed sewer will tie into shall receive an
epoxy coating per City Detail EM-101-12.
50. The proposed sanitary sewer will be private and the manhole covers shall be labeled as
“Private Sewer”.
51. The proposed sewer service lines shall be a minimum of 6 inches in diameter and require
a backwater valve per City Detail EM-442.
52. Show utility horizontal and vertical clearance information per MAG Detail 404 and City
Detail EM-402. Some of horizontal clearances of utilities between Buildings A, B and C
may not meet the minimum requirements.
53. Show the location of any exterior lighting. A Photometric Plan will be required that
addresses the following:
a. Any lighting used to illuminate an off-street area shall be arranged so as to deflect
light away from any adjoining residential zone or from the public streets. The
source of lights shall be hooded or controlled in some manner so as not to light
adjacent property. The foot candles generated from the proposed site shall be 0.0
at the residential property lines in all directions.
b. Any light or combination of lights which cause light on a public street, other than
lights specifically intended for that purpose, shall not exceed one foot candle as
measured from the center line of the street. Show the foot candles along the
centerline of Thunderbird Road to verify that the proposed lighting will not
exceed the maximum limit.
Preliminary Landscape Plans
54. Add City Landscaping and Irrigation Notes (City Detail EM-101-4) to the plan set.
55. Show the size of the landscaping at the time of planting.
56. All plantings at maturity shall maintain a minimum of 6 feet of clearance from all fire
hydrants and fire suppression devices per City Detail EM-361.
57. No walls or trees shall be placed within the proposed Public Utility Easement (PUE).
58. Trees shall not be placed within 5 feet of any City curb or sidewalk or within 6 feet of
any public utility.
59. Decomposed granite or other approved dust control measure shall be used on the
outparcels.
60. Irrigation plans will be required.
Exterior Elevations (Sheets A3.1 to A3.6), Material Board & Code Floor Plans

ALTA Survey
62. The Survey is labeled as “Preliminary”. Please provide a final, signed/sealed version.
63. Revise the APN number in the title block from 948B to 949B.
64. The Flood Information Section only refers to Zone X (Shaded) but it appears that Zone A
encroaches on to the property.
65. The Temporary Construction Easements associated with both Items 4 and 6 of Schedule
B appear to have expired based on the easement language. The text of Item 6 is difficult
to read.

Preliminary Drainage Report
66. The finished floor elevation for all proposed structures shall be set at a minimum of 1
foot higher than any retention basin and the base flood elevation in the adjacent drainage
channel and 14 inches above the ultimate outfall of the site. Please note that FEMA has
not determined the elevation of the channel so that will be the responsibility of the
developer.
67. Section 4
a. Refer to Zone X as Zone X (Shaded).
b. It appears a portion of Zone A encroaches on to the site and a Flood Plain Use
Permit may be required.
68. Section 5 - Use the City Runoff Coefficients per City Code Section 155.054(B)(6)(a).
Concrete = 0.95, roofs/asphalt = 0.85, grass = 0.15 and desert/rock lawn = 0.70.
69. Section 8 – Drywells are now registered with the EPA.
70. Provide calculations for the retention basins. Provide High Water Level (HWL) and
bottom elevations, volumes required and provided, basin overflow elevations and the low
outfall of the lot.
71. Calculations for the storm drain, catch basin, etc. will be required.
72. Drywell calculations are required.
73. Street calculations for an arterial street (Thunderbird Road) shall verify that:
c. 10 year flows can be carried within the curb and maintain a 12 foot dry lane in
each direction.
d. 100 year flows can be carried within the right of way with a maximum depth of 6
inches over the crown.
74. A Final Drainage Report will be required. The report shall discuss offsite drainage and
provide a Tributary Area Map.
Preliminary Water Report
75. The total area of the proposed buildings is shown as 141,557 sf in the report but 118,891
sf on the Site Plan. Which is correct?
76. If the water demand in Table 4.2 seems appropriate, feel free to leave the number as is.
Otherwise, a demand of 115 gpd/1,000 sf for the office and 30 gpd/1,000 sf for the rest of
the facility may be used. Show Average Day Demand, Max Day Demand, Max Day
Demand + Fire and Peak Hour Demand.
77. Table 6.1 shows a required fire flow of 8,000 gpm but the highlighted portion of Table
B105.1(2) in the Appendix shows 7,250 gpm. Which is correct?
78. The 75% reduction in fire flow will require approval from the Fire Department.
79. The developer is required to perform their own fire flow test. The City’s Public Works
Department (623-876-4251) shall be contacted as a witness. Notify the Public Works
Department one week prior to the test.
Preliminary Sewer Report
80. Section 4 – The end of the line sewer run must be sloped at a minimum of 1.00%.
81. The total area of the proposed buildings is shown as 141,557 sf in the report but 118,891
sf on the Site Plan. Which is correct?
82. Tables 4.1, 4.2 & 4.3 – Remove any reference to dwelling units and population as the
proposed site is not residential. Feel free to use a demand of 90 gpd/1,000 sf for the office
and 25 gpd/1,000 sf for the rest of the facility. The Peaking Factors can remain as is.
83. Section 6 – Revise the date of the AAC to the most current version.

Traffic Impact Analysis (TIA)
84. The report references a 900 unit storage facility while the Site Plan shows 678 units.
Verify which is correct? The calculations in the report do not need to be updated.
85. The traffic signal at Thunderbird Road and 126th Avenue shall be installed as part of
Phase 1.
86. The Design Exception Requests are under review.
87. An update to the TIA will be required with each new development proposed within the
property.
Title Report
88. No comments.
Phase I Environmental Assessment
89. This document is over 1 year old and shall be updated.
90. Section 4.3 – It is noted that the property is located outside of the 100 year flood zone but
it appears Zone A may encroach into the site.
Miscellaneous
91. A Final Plat per Chapter 1, Section B-2 of the City’s Design & Development Standard
Manual (DDSM) will be required prior to Certificate of Occupancy. The Plat shall show:
a. All right of way and easement dedications including PUEs, Pedestrian Access
Easements, etc.
b. Subdividing or consolidation of lots and/or any cross easement/agreements to
share access, parking, drainage, etc.
c. An 8-foot wide Public Utility Easement will be required along the Thunderbird
Road Frontage. No walls or trees shall be placed within this easement.
d. A 1-foot Vehicular Non-Access Easement is required along Thunderbird Road,
except at legitimate driveways, and along the wash.
e. There appears to be an existing 15-inch sanitary sewer within the property limits.
If so, the City will need an easement for this line.
f. A portion of the storm drain culvert may be on the property. If so, the City will
require an easement for that line as well.
92. A Geotechnical Report will be required to provide asphalt/concrete pavement sections for
onsite and Thunderbird Road. Verify the proposed pavement sections can handle 75,000
lbs. for any fire access lane or more if the trucks entering and exiting the site will be
heavier.
93. A Haul Permit will be required if 500 cubic yards or more of material will be brought
into or out of the site. This will require a separate application, an exhibit showing the haul
route and insurance from the company performing the haul. The fee is $300.
94. An Approval to Construction (ATC) will be required from MCESD for the water and
sewer line extensions. A copy shall be provided to the City prior to the release of any
Engineering permit.
95. A Dust Control Permit from the County will be required prior to the release of any
Engineering permit.
96. A Stormwater Pollution Prevention Plan (SWPPP) will be required per the City’s SWPPP
Guidelines document. A Notice of Intent (NOI) from ADEQ will be required prior to
release of any Engineering permit.
97. Due to the location of the adjacent Flood Zone “A” and the proposed improvements, a
Floodplain Use Permit (FUP) may be required. Contact the Flood Control District of

Maricopa County to start the process. A copy of the FUP or a letter stating one is not
required shall be provided to the City prior to the release of any Engineering permit.
98. Any cutting of the pavement in Thunderbird Road will require Pavement Cut Fees per the
most current Fee Schedule.

Request for Design Exception
1. Cite City of El Mirage Design & Development Standard or condition of approval that
you are requesting the Design Exception for.
a. City of El Mirage Auxiliary Lane Criteria Memorandum Section 2.A: Right-
turn deceleration lanes are required at all driveways on Major Arterial Streets.
Request is to not provide a right-turn deceleration lane at the existing
western shared driveway ("Access A" in the Traffic Impact Study) upon
opening of Phase 1 of the development (storage facility). The typical required
right-turn deceleration lane will be provided at Access A once the future
planned commercial component is constructed and opened.
2. Reason that the Exception is needed.
a. This Exception is requested and it is supported because the Phase 1 use
(storage facility) generates the relatively minor daily and peak hour trips, and
the associated forecasted right-turns into Access A (3 in the AM peak hour;
and 5 in the PM peak hour) are relatively minor.
Per the City of El Mirage’s right-turn deceleration lane warrants (for Minor
Arterials and Collectors), a right-turn deceleration lane is warranted when a
minimum of three of the following criteria are met:
i.
At least 5,000 vehicles per day are using or are expected to be using
the adjacent street.
ii.
The posted speed limit is 35 mph or greater.
iii.
At least 1,000 vehicles per day are using or are expected to use the
driveway for the development or adjacent development(s) (existing
or future).
iv.
At least 30 vehicles are expected to make right-turns into the
driveway for a one-hour period for the development or adjacent
developments (existing or future).
Based on the above criteria, the projected volume anticipated to utilize the
Access A for Phase 1 is less than 1,000 vehicles per day (47 total daily trips)
and the projected right turn volume into the site during the peak hours is less
than the 30-vehicle threshold (3 in the AM peak hour; and 5 in the PM peak
hour); therefore, only two criteria are met.
3. Impacts of granting the Exception.
a. Right-turns into the site at the western driveway will be made from the right-
most through lane for Phase 1 of the development.
4. Alternatives to granting the Exception.

Request for Design Exception
1. Cite City of El Mirage Design & Development Standard or condition of approval that
you are requesting the Design Exception for.
a. Standard Detail No. EM-259 Driveway Criteria: Max number of driveways (2
per 800ft frontage).
2. Reason that the Exception is needed.
a. To provide an access point for the site that will allow for full turning
movements for overall site viability.
Justification:
i. The site will keep the existing driveways the City has previously
installed in their current location and current right-in, right-out
function.
ii. One of the existing driveways (western existing driveway) will be
shared with the property to the west.
iii. The proposed east full access driveway will be aligned at the 126th
Avenue median break and will potentially ultimately be signalized as
was the preferred location by the City.
iv. The full movement access will make these parcels more viable for
retail users as both eastbound and westbound traffic will be able to
enter the site. Without a full movement access, the westbound traffic
would not have convenient access to the retail parcels, thus reducing
the viability of retail uses on this parcel.
3. Impacts of granting the Exception.
a. The additional access point is proposed at the existing median opening
aligned with 126th Ave. Existing median east of the future intersection will
require modification to allow westbound left turns into the site.
4. Alternatives to granting the Exception.
a. An option would be a proposed full movement access point aligned at 126th
Lane; this was discussed between applicant and City and was not the
preferred location by the City.

o Section 5: The fire flow reduction of 75% is not accepted in the City of El Mirage as
50% is our reduction factor. Refer to Resolution R23-05-10 Fire Code Local
Amendments Section Appendix B - B105.2. Recalculate the “Minimum fire flow with
sprinkler system” value. (See note below)
o Utilize the single-largest structure for your calculation. This will be Building B, 63,
358 square feet. Given a Type IIB and IIIB building construction type, your base
fire flow will be 5,250 g.p.m. for 4 hours. Reduce this by 50% and you will have a
minimum fire flow requirement of 2,625 g.p.m.

CONDITIONAL USE PERMIT
The Planning Commission and City Council shall, in addition to any other conditions, impose the
following general conditions upon every conditional use permit granted.
1. The right to a use and occupancy permit shall be contingent upon the fulfillment of all
general and special conditions imposed by the conditional use permit procedure.
2. All of the special conditions shall constitute restrictions running with the land and shall
be binding upon the owner of the land, his or her successors, or assigns.
3. All conditions specifically stated under any conditional use listed in this chapter shall
apply and be adhered to by the owner of the land, his or her successors, or assigns.
4. All of the special conditions shall be consented to in writing by the applicant.
5. The proposed use of the improvements to the existing small wireless cell site shall not
create noise, vibrations, or odor that may become a nuisance to the public.
6. The applicant has one calendar year from council action to submit construction
documents for review.
7. If the conditional use permit is granted, the permit shall be issued upon the signature of
the Senior Planner / Zoning Administrator, and any conditions, automatic termination
date, or period of review shall be stated on the permit.

8. The tentative address for this facility will be 12601 W Thunderbird Road, El Mirage
Arizona 85335. This address will become official once building permits are submitted for
review.
9. A final plat will be required to record the lot splits, easement, and any map of dedication
before the certificate of occupancy is issued for the indoor self-storage. A final plat
application shall be submitted to the Zoning Division for processing and separate fees
will apply.

10. What is being planned for this area of the site? Areas not being used for parking, storage, or
other uses shall be landscaped. Staff would like to see additional trees along the walking
path.
11. Please add the following statement to the site plan.
i. “Any change of use or occupancy of any building or buildings, including additions
thereto requiring more parking, shall not be permitted until such additional parking
spaces as required by this chapter are furnished.”
12. Show the location of the monument sign on the site plan if one is going to be provided.
ARS 28-8481 MILITARY LAND USE COMPATIBILITY
13. The site is located inside the Luke Air Force Base (LAFB) Noise Contour Zone, and the
Military Airport Territory Area and is subject to review from LAFB for land use
compatibility with ARS 28-8481. The proposed project will not have a negative impact
on the base’s daily flight operation. Since the development will be located within the
“territory in the vicinity of a military airport,” it will be subjected to approximately 170
direct overflights per day.
