The  law  requires  that  election  workers  check  the  voter 
registration  record  against  vital  records  and  government 
systems prior to mailing a ballot to a voter. 
VERIFICATION STARTS 90 DAYS BEFORE AN ELECTION

The Office of the Recorder mails out notices to all voters on 
the Active Early Voting List (AEVL). After reconciling voter 
records,  ballots are mailed 27 days before an election.
