Report to the Board of Supervisors
Prepared by the Maricopa County Planning and Development Department
Board Hearing Date:
April 9, 2025
Case #/Title:
Z2023034 – Crossland Baptist Church Bell Tower
Supervisor District:
4
Applicant/Owner:
Misty Hunter / Crossland Baptist Church of Arizona
Request:
Special Use Permit (SUP) for a wireless communication facility
(WCF) in the Rural-43 zoning district
Site Location:
Generally located about 1,650’ south and 1,000’ west of the SWC of
Camelback Road and Perryville Road in the Buckeye area
Site Size:
Approximately 2,000 sq. ft.
County Island Status:
Yes (City of Buckeye)
Additional
Comments:
The applicant is requesting an SUP for a WCF in the Rural-43 zoning
district. The site is approximately 2,000 square feet, generally located
about 1,650’ south and 1,000’ west of the southwest corner of
Camelback Road and Perryville Road in the Buckeye area. The White
Tank / Grand Avenue area plan assigns the site a future land use
category of “single family – large lot.” The City of Buckeye General
Plan places the site within its “Rural” land use category.
The proposed WCF will be an 80’ tower designed to resemble a bell
tower and will stand adjacent to an existing church. The SUP is
required because the structure will not meet a minimum 2:1
setback from all lot lines (standing only 24’ from the west lot line
and 75’ from the north lot line). Furthermore, the antenna array
diameter, at 18.5’, exceeds the 8’ maximum permitted by MCZO
Article 1202.3.1.1.h. Staff supports appropriate stealth designs
that can blend with onsite uses, surrounding trees, etc. In this
instance, a bell tower beside a church is appropriate.
There are no outstanding concerns from County reviewing
agencies. The City of Buckeye confirmed that WCFs are supported
in any of its land use categories and, as such, expressed that it has
no concerns with this request. Buckeye did request that the facility
remain consistent with the proposed bell tower design rather than
revert to a traditional monopole or monopalm. The proposed design
has indeed remained consistent throughout the review. Luke AFB

also confirmed that, subject to the results of an FAA Obstruction
Evaluation / Airport Airspace and Spectrum Analysis (OE/AAA), the
facility would not negatively impact its flying operations.
Staff received notices of opposition from ten property owners
(including two received following the Commission hearing), six of
whom own property within 300’ of the subject parcel. The
consensus among the opposition is that a WCF would depreciate
property values and contribute to adverse health and safety effects
on residents and animals. There is also concern over the aesthetic
impact of the tower. Staff also received a letter of support from an
owner beyond the 300’ buffer, arguing that cell towers do not
contribute to adverse health effects but would benefit residents and
businesses as the County expands. It is important to note that, per
federal rule, the County cannot consider public health concerns
regarding WCF decisions.
Staff has calculated the support and opposition received and notes
that a super-majority (four affirmative) vote has been triggered for
SUP approval. The trigger occurs when 20% or more of property
owners (by number and area) within a 300’ radius of the subject
site’s parent parcel register opposition to the case.
The calculations for Crossland Baptist Church Bell Tower are as
follows:
64% opposed parcel acreage within 300’ buffer
35% opposed parcel numbers within 300’ buffer
The Commission’s recommendation for approval included
dissenting votes from Commissioners Hernandez D5 and Leighton
D4. Based on discussion at the hearing, the dissenting votes were
based at least in part upon neighborhood opposition.
Commission
Recommendation:
On 3/6/25, the Commission voted 6-2 to adopt a motion
recommending the Board of Supervisors approve Z2023034
subject to conditions ‘a’ – ‘j’:
a.
Development of the site shall be in substantial conformance with the Site Plan entitled
“AZL01736 Crossroad Baptist,” consisting of 7 full-size sheets, dated February 21, 2025,
and stamped received February 21, 2025, except as modified by the following conditions.
Staff may determine slight refinements to remain in substantial conformance with the
approved site plan. Minor and major amendments to the site plan will be determined in
accordance with Chapter 3 of the Maricopa County Zoning Ordinance.
b.
Development of the site shall be in substantial conformance with the Narrative Report
entitled “AT&T AZL01736,” consisting of 8 pages and stamped received July 23, 2024,
except as modified by the following conditions.
c.
The following Planning Engineering conditions shall apply:

1.
At the time of application for permit, a grading and drainage plan shall be required
to demonstrate compensatory storm water retention from the disturbance
required to construct the WCF. The grading and drainage plan shall be based on a
current topographic survey and prepared in accordance with County requirements.
Maximum fill slopes shall not exceed 3:1.
2.
Engineering review of Special Use Permit cases is conceptual in nature. All
development and engineering design shall be in conformance with Section 1205
of the Maricopa County Zoning Ordinance; Drainage Policies and Standards;
Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual;
and current engineering policies, standards and best practices at the time of
application for construction.
d.
The maximum height of the Wireless Communication Facility shall be limited to 80’.
e.
A Minor Amendment shall be required to co-locate future carriers on the Wireless
Communication Facility.
f.
The wireless communication tower shall retain the stealth properties as originally
designed. Any damaged or missing stealth aesthetic elements shall be replaced within 60
days of such damage occurring.
g.
This special use permit is valid for a period of 30 years and shall expire on April 9, 2055,
or upon termination of the use for a period of 90 or more days, whichever occurs first. All
site improvements associated with the special use permit shall be removed within 90 days
of such expiration or termination of use.
h.
The following SUP standards shall apply:
1.
Maximum WCF antenna array diameter: 18.5’
2.
Minimum setback from north lot line: 75’
3.
Minimum setback from west lot line: 24’
i.
Noncompliance with any of the conditions assigned to the approval of this Special Use
Permit by the Maricopa County Board of Supervisors may be grounds for revocation in
accordance with the requirements and procedures as set forth in the Maricopa County
Zoning Ordinance.
j.
The granting of this change in use of the property has been at the request of the applicant,
with the consent of the landowner. The granting of this approval allows the property to
enjoy uses in excess of those permitted by the zoning existing on the date of application,
subject to conditions. In the event of the failure to comply with any condition, and at the
time of expiration of the Special Use Permit, the property may be considered for revocation
to the zoning that existed on the date of application. It is, therefore, stipulated and agreed
that either revocation due to the failure to comply with any conditions, or the expiration of
the Special Use Permit, does not reduce any rights that existed on the date of application
to use, divide, sell or possess the property and that there would be no diminution in value
of the property from the value it held on the date of application due to such revocation or
expiration of the Special Use Permit. The Special Use Permit enhances the value of the
property above its value as of the date the Special Use Permit is granted and reverting to

Project Summary:

1.
The applicants, Bill Koning and Misty Hunter of Smartlink Group, are requesting an SUP to
accommodate a proposed WCF on Parcel 502-29-033A. The subject parcel comprises
approximately 3.2 acres and is presently used for a church, hence the name of this project. The
property is located along a public ingress/egress easement for Coolidge Street, which provides
access to the site from Perryville Road. The site is located approximately 1,000’ west of Perryville
Road and 1,650’ south of Camelback Road in the Buckeye area. The site subject to this SUP will
be a 2,000-square-foot lease area toward the northwest corner of the parcel. Access to the site
from Coolidge Street for construction and maintenance personnel will use the existing driveway
and parking lot for the church, with the entrance to the lease area bordering the parking lot.

2.
The WCF would take on an unconventional design – rather than a traditional monopole, this
facility seeks to emulate a church bell tower. This is intended to stealth the tower and compliment
the primary use of the property. Rather than a single mast, the communications equipment will
be erected atop a trio of masts arranged in a triangular pattern. These masts will form the vertices
of the triangular arrangement, whereas the sides will be formed by a series of fabricated panels
that will hide the equipment from view. These panels will create the appearance of a bell tower.
There will be three sets of panels arranged vertically. The communications equipment for AT&T
will be screened by the highest set. The lower two sets will initially be purely aesthetic, with a
church cross featured on each face of the middle set. However, the facility is designed to allow
for future co-location, and the lower two sets of panels are designed to provide screening for
future carriers should they wish to co-locate on the facility.

3.
The subject property is zoned Rural-43. The applicable development standards for this district, as
well as the development standards proposed with this request, are listed in the table below. The
facility would meet the height and pole diameter regulations established in MCZO Article
1202.3.1.1, with the facility topping out at a height of 80’ and each of the masts maintaining a
diameter of 1’-6”. The lease area would also be bounded and screened by an 8’ CMU wall.

4.
However, to accommodate the requirements of modern telecommunications technology, the
applicants have requested to increase the regulation governing maximum antenna array diameter
from 8’ to 18’-6”. Furthermore, the applicants have requested to reduce the required setbacks
from the boundaries of adjacent parcels with Rural or Residential zoning. All parcels neighboring
the subject parcel are zoned Rural-43, whose regulations require that a WCF be set back 2’ for
each 1’ in height. For an 80’ tower, this would require a setback of 160’ from all parcel lines. The
proposed facility would exceed this setback from the south and east lot lines, but reduced
setbacks are proposed from the north (75’) and west (24’). The reason for the reduced setbacks
is to better visually compliment the church building, which is also located much nearer to the west
lot line than the east. It is worth noting that the adjacent parcel to the west, though residential, is
also owned by the church.

Adopted Plans:

8.
White Tank / Grand Avenue Area Plan (adopted December 2023): This area plan assigns the
subject site a future land use category of “single family – large lot,” which is characterized as
allowing for a residential density greater than one dwelling unit per gross acre, but not more than
two dwelling units per gross acre. The proposed WCF is not in conflict with this land use
designation, nor with the land use strategies, goals, or policies outlined in the area plan.

9.
Buckeye 2040 General Plan (ratified August 2018, amended June 2022): The site is located within
the City of Buckeye Municipal Planning Area (MPA) and is therefore subject to the City’s general
plan, which places the site within its “Rural” land use category. This category denotes areas that
have large lot residential development in natural areas, agricultural areas, or surrounding open
space areas. Development here is desired to retain the rural character of the area and be relatively
low in density. Residential land uses are permitted up to one dwelling unit per acre. The proposed
WCF is not in conflict with this land use category.

Public Participation Summary:

10.
The applicant complied with the requirements of the citizen review process with the required
posting of the site and notification by first class mail to interested parties and adjacent property
owners within 300’ of the subject parcel. Two signs were posted onsite in accordance with
applicable regulations. Staff received notice of opposition from one area resident in March 2024.
Staff was also in correspondence with a citizen who expressed interest in the status of the case
review throughout April and July 2024, although he has not expressed opposition to date. Copies
of staff correspondence with both citizens has been included in the attachments to this report.

11.
The City of Buckeye emailed Planning staff in October 2023 acknowledging the site’s location
within its MPA and confirming that WCFs are supported in any of its land use categories. As such,
Buckeye expressed that it has no concerns with this request. Buckeye did request that the facility
remain consistent with the proposed bell tower design rather than revert to a standard monopole
or monopalm. The facility’s design has indeed remained consistent throughout the review.

12.
Luke Air Force Base also emailed Planning staff in October 2023 confirming that, subject to the
results of an FAA Obstruction Evaluation / Airport Airspace and Spectrum Analysis (OE/AAA), the
facility would not negatively impact its flying operations.

Outstanding Concerns from Reviewing Agencies:

13.
N/A

Staff Analysis:

14.
Staff believes the requested development standards are justified for the reasons provided in the
applicant’s narrative and discussed in the project summary of this report. Allowing an 18.5’
antenna array diameter where an 8’ diameter would normally be the maximum allowed would not
significantly affect the facility’s impact (visual, aesthetic, or otherwise) on surrounding properties.
Staff concurs with the applicant’s explanation that a larger antenna array would be necessary to

Z2023034
accommodate modern communications equipment and allow for the WCF to perform effectively.
The proposed 24’ setback from the west lot line will not present an issue, as the neighboring
property is under the same ownership as the subject property. The property directly across the
north lot line from the WCF site is owned by the Arizona Fire and Medical Authority for their Station
321 and is therefore not in use as a residence. This lessens the impact of the proposed 75’
setback from the north lot line. The WCF would be set back at least 160’ (2’ for each 1’ in height)
from the nearest existing residential building. Most importantly, the facility’s design emulating a
church bell tower beside a church makes for an appropriate stealth design.

15.
Staff supports the applicant’s request for an SUP. The proposed WCF promises to provide
wireless service in a fast-growing area where demand for such service is increasing in kind.
Likewise, the facility promises to provide enhanced service for the First Responder Network
Authority, with dedicated communications for first responders, including police, firefighters, and
emergency medical services.

Recommendation:

16.
Staff recommends the Commission adopt a motion recommending that the Board of Supervisors
approve Z2023034 subject to the following conditions ‘a’ – ‘j’:

All
development and engineering design shall be in conformance with Section 1205
of the Maricopa County Zoning Ordinance; Drainage Policies and Standards;
Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual;
and current engineering policies, standards and best practices at the time of
application for construction.

d.
The maximum height of the Wireless Communication Facility shall be limited to 80’.

e.
A Minor Amendment shall be required to co-locate future carriers on the Wireless
Communication Facility.

Z2023034

The Special Use Permit enhances the value of the
property above its value as of the date the Special Use Permit is granted and reverting to
the prior zoning results in the same value of the property as if the Special Use Permit had
never been granted.

APN# 502-29-033A
PURPOSE OF REQUEST
Case # Z2023034

New Cingular Wireless PCS, LLC (aka AT&T) is requesƟng a Special Use Permit to place a new
80’ mulƟ carrier WCF (Bell tower with cross) needed for cellular coverage in this rural area
for residents, workers and First Responder Network Authority (www.firstnet.gov ) that
will have dedicated communicaƟons for First Responders, Police, Firefighters and
Emergency Medical Services. Once this tower is implemented, first responders will no
longer rely on the same communicaƟon system used by consumers that can be come.
congested if a crisis were to happen.
DESCRIPTION OF PROPOSAL
This modificaƟon consists of:
InstallaƟon of 80’ Bell Tower with cross, AT&T RAD Center of 75’. Tower will
be designed to accommodate mulƟ carrier’s, ground equipment will be
concealed by an 8’ tall CMU walled 40’ x 50’ compound.
Bell Tower will be painted to match the exisƟng church building to minimize the visual impacts
to the surrounding neighborhood.
The new antennas for the 5G improvement require a minimum separaƟon of 3’ horizontal from
each other. This prevents the interference of the antennas with each other to expand the array
needed in the area. Because of this the antenna array is larger than the 8’ diameter, we ask
that the 14’ array be approved. With the antennas being inside a 3-legged tower they will not
visible to the public.

Current use of the property:
Current use of property is Crossroads BapƟst Church and locaƟon of the site is Northwest of the
parking lot and has equivalent room to accommodate a Wireless CommunicaƟons Facility.
Following the iniƟal replacement of the tower mounted equipment, there will be minimal.
operaƟons, employees on site. The site is unmanned, and vehicular traffic is minimal.
No traffic plan would be required.
RELATIONSHIP TO SURROUNDING PROPERTIES
Property’s surrounding the parcel are zoned as follows:
West Parcel: Zoning = RU-43
East Parcel: Zoning = RU-43
South Parcel: Zoning = RU-43
North Parcel: Zoning = RU-43
The subject property and all immediately surrounding properƟes are zoned
Rural-43. The new Fulton Homes Enclave subdivision is zoned R1-6 (singlefamily
residenƟal). Across Perryville Road, approx. 1,000 feet east, is the Sedilla
single-family residenƟal subdivision, zoned PAD (Planned Area Development)
in the City of Goodyear.
The property itself is in unincorporated Maricopa County, although it
is within the City of Buckeye Municipal Planning Area and is designated for
Rural land use within the Buckeye General Plan. Per comments given to
Maricopa County Planning from the City of Buckeye, cell towers are supported
in any of Buckeye’s land use designaƟons. As such, Buckeye has no concerns
with this Special Use Permit request. Buckeye has also expressed support for
the facility’s unique design. Indeed, the tower was deliberately designed with
the Crossroad BapƟst Church in mind. The tower’s bell tower aestheƟc helps
to significantly lessen its visual impact on surrounding properƟes, while
simultaneously ensuring that the surrounding neighborhood benefits from
improved wireless coverage
LOCATION AND ACCESSIBILITY
The site is located approx. 1,000 feet west of Perryville Road, on the south side
of Coolidge Street.”

Access to the site is off W Coolidge St, and access easement is gravel.
CIRCULATION SYSTEM
From Coolidge Street, construcƟon and maintenance personnel will enter the
site via an exisƟng 20’-wide driveway which leads to the church’s exisƟng
parking lot. Personnel will follow the parking lot’s north drive aisle toward the
northwest corner of the parking lot, where they will then turn north and enter
the 40’ x 50’ compound through a double-swing gate (each gate will be 6’ in
length, for a total of 12’). Vehicles will park inside the compound. AŌer
construcƟon is complete, monitoring and maintenance personnel will visit the
site approximately once a month.
COMMUNITY FACILITIES AND SERVICES
The site is located within the Litchfield Elementary School District, as well as
the Agua Fria Union High School District. The Belon Soto Elementary School is
located approx. 2,000 feet to the southeast of the site, across Perryville Road.
The Canyon View High School (to the north) and the Verrado High School (to
the southwest) are located within two miles of the site

Hi Rachel,

The property upon which the cell tower is proposed is located in the City of Buckeye’s Planning area, designated as Rural
by the City’s General Plan. Cell towers are supported in any of our land use designations, and as such, the City’s Planning
Division has no concerns with the proposed tower on the church site. We do request that the tower that ends up being
constructed is consistent with what is shown in the plan set - with antenna arrays hidden by paneling on a clock tower
type structure as opposed to a standard monopole or monopalm design.

Good morning Ms. Applegate,

Thank you for the opportunity to provide comments on the proposed Litchfield Cell Tower special use permit
application. The site is located at 18819 W. Coolidge Street in unincorporated Maricopa County, AZ. The applicant is
proposing to construct an 80ft cellular tower for public use and with dedicated support for first responders. The parcel
in the application is approximately 1 mile outside of the Luke AFB 1988 JLUS 65 Ldn and is within the “territory in the
vicinity of a military airport” defined by A.R.S. § 28-8461.

Subject to the results of an FAA Obstruction Evaluation/Airport Airspace and Spectrum Analysis (OE/AAA), this request,
as described in the narrative, will not negatively impact the flying and base operations at Luke AFB. Since the site will be
located within the “territory in the vicinity of a military airport,” it will be subjected to approximately 170 over flights per
day. We recommend a strong notification program on part of the applicant to inform future tenant(s) about Luke AFB
operations.

Hi Nick,
I just found this email in my Spam folder.
Myself and my neighbors sent emails to the Crossroads Church and to Misty Hunter objecting to the the Cell tower
outside our homes. Can you keep me posted when the hearing will be as we want to attend.

Good afternoon, Kurt,

I know which case you’re referring to… in fact, I am the planner assigned to this case. This is a request for a
special use permit (SUP) to allow an 80’ cell tower on the property of the Crossroads Baptist Church. Cell
towers can be allowed by right on a property (albeit with the required building permits) unless they exceed
certain parameters. That’s why the applicant is requesting the SUP – to allow the cell tower to be located
closer to the north and west property lines (just over 75’ and 25’, respectively) than zoning regulations would
normally allow (160’ setbacks are the base requirements for an 80’ cell tower).

The applicant had originally installed the public notification posters on Perryville Road by mistake. State
Statute requires that notification posters be located on the property on which the request has been made. This
is why the posters were relocated. Below is an image I’ve attached of the subject property (highlighted in red
on the left side… Perryville Road is along the right side of the image… Camelback Road is about 1/3 mile to
the north). The address is 18819 W. Coolidge Street, and the parcel number is 502-29-033A. There should be
two posters along the north property line visible from Coolidge Street.

The case has not been scheduled for public hearing yet. I last sent review comments to the applicant in
January and have not yet received revisions. If I do receive revisions from the applicant, I can follow up with
you when I sign off on the case and provide you the hearing dates.

I hope this helps! If you have additional questions regarding the scheduling of the case, please feel free to

Good afternoon, Michael,

5
I can certainly provide you an update regarding the case. Thank you for your patience. Case Z2023034 is
still active, although it has not yet been scheduled for public hearings. I am currently waiting for revisions
to the project narrative and site plan. I had sent review comments to the applicant on January 25th,
although I have not received any correspondence from the applicant since. I did receive an email
expressing opposition to the case from a neighboring property owner last month, so if and when the case
is scheduled for hearing, it will be going on the regular agenda at the Planning & Zoning Commission for
presentation both by Planning staff and the applicant.

If the applicant resubmits the application materials and staff signs off on the case, I can certainly keep
you posted regarding the scheduled hearing dates. The applicant will also be responsible for updating
the public notification signs on the subject property to reflect the scheduled hearing dates.

I hope this helps! If you have additional questions regarding the scheduling of the case, please feel free
to email me. If you are interested in expressing opposition or otherwise providing public comment on the
case, please let me know. If you have specific questions regarding the content of the case, please feel
free to contact the applicant. Her name is Misty Hunter, and you may reach her at

Z2023034 – Crossland Baptist Church Bell Tower

 Agenda Item: 4

Since the publication of the staff report for the referenced case, staff received notices of
opposition from seven additional property owners, as well as an additional letter from one
property owner who had previously expressed opposition to the case, as referenced in the staff
report. Of these eight properties, six are located wholly or partially within 300’ of the subject
parcel. Of the two letters received from outside the 300’ buffer, one is from an employee of an
organic farm on Parcels 502-29-006M and 502-29-020, which are located within the 300’ buffer.

There are 17 parcels wholly or partially within 300’ of the subject parcel (including the subject
parcel itself). The opposition received accounts for six of these 17 parcels. As such, the
opposition received accounts for approximately 35% of the parcel numbers within the 300’ buffer
and approximately 64% of the parcel acreage within the 300’ buffer. The threshold for requiring a
supermajority vote for approval from the Board of Supervisors (BOS) is 20% for both figures. As
such, a supermajority vote will be required from the BOS for approval of Z2023034.

The consensus among the opposition is that a wireless communication facility would depreciate
property values in the neighborhood, as well as contribute to adverse health and safety effects
on both residents and animals, including a beekeeping operation on an adjacent parcel. There is
also concern over the aesthetic impact of the proposed tower on the neighborhood.

Staff also received one letter of support from a property owner beyond the 300’ buffer. The
support letter argues that cell towers do not contribute to adverse health effects but would benefit
both residents and businesses as the County expands.

These additional letters of opposition and support were received since Thursday, February 27,
2025, and have been attached to this handout.

Dear Sir,

I am writing to express my strong opposition to the proposed installation of a cell
tower 250' across the street from my home.

This tower would significantly impact the quality of life for my family and I, as it
would be directly visible from both our kitchen, living room and bedroom windows,
where our children and grandchildren often spend time and sleep. The idea of
having such a massive structure so close to our home feels intrusive and unsettling.

Furthermore, I am concerned about the potential impact on our property values. A
structure like this, especially so close to our living spaces, would likely deter
potential buyers and make our property much less desirable.

Additionally, there are safety and health concerns regarding the proximity of the
tower to our homes. The potential risks that could arise from living near such a
structure are deeply troubling.
I kindly urge you to reconsider the plans for this cell tower, as it poses significant
risks to both the safety and the well-being of our community. I am happy to discuss
this matter further if needed, but I hope you will take these concerns seriously.

Thank you for your attention to this matter.

Good morning Nick,

Please also see attachment for a letter from one of our neighbors at the farm. They delivered it to us
requesting to submit it to you.

I’m also writing to express my own opposition to this cell tower in such close proximity to our farm,
animals and staff. My parcel number is 119-18-075 and while I own & live in Phoenix, I work at the
organic farm that would be impacted by this cell tower. I do not wish to have my health, the health
and well being of our animals and of any of our farm neighbors impacted negatively by this tower that
is not needed.

We all hope that CASE #: Z2023034 is rejected by the Planning and Zoning Commission and Board
of Supervisors.

Thank you,

Dear Mr. Nick Schlimm:
I am writing in regards to case number Z2023034 – Crossroads Baptist Church Cell Tower. I am the
owner of parcel number 502-29-355 and it’s adjacent to the proposed land that the cell tower
would be on (parcel 502-29-033A). I want to express my deepest opposition towards allowing the
new tower to be erected on the aforementioned parcel. I’ve spoken with everyone in the
neighborhood and we all agree that it would be a hazard to our health for us and our families.
A couple of years ago, I purchased my land to build a nice home for my family and enjoy the views
of the white tank mountains while working towards retirement and to enjoy my new house with my
three kids. I’m just about to complete the build of my new home and I love the fact that there is
that small community feel while everyone still enjoys their acreage and the sweeping mountain
views.
Six years ago, I had some health complications and almost passed away and ended up having open
heart surgery. This ordeal changed my life forever and now I greatly appreciate my health and the
health of my family even more. I think it would be very dangerous to everyone’s health that lives
nearby to the cell tower due to radiation and other cancer-causing effects. I am not willing to risk
my family’s lives and wealth fare just so the church can make some money to have the cell tower on
their premises. Please reject the special use permit or feel free to contact me directly to hear my
concerns – 425-985-4683.
Lastly, I just built my dream home and I strongly feel that the cell tower will depreciate all of our
properties around the area. It will especially damage mine since I’m adjacent to the east and
border the church. It would be a huge eye-sore for the community. Please keep me posted with
any updates or contact me via email at wong0107@gmail.com or my number is 425-985-4683.
Please reject the special use permit for our families sake. Thank you for listening to our concerns.

Sincerely,
Steve Wong

5G tower opposition
This Message Is From an Untrusted Sender
You have not previously corresponded with this sender. Please use caution when you receive messages from new senders.

Dear Nick Schilimm,

I am writing to formally oppose the proposed 5G tower installation on parcel 502-29-033A, which is in close proximity to my property at 502-29-
026J. As a beekeeper and a resident of this community, I have serious concerns about the impact of this tower on our bees, the local ecosystem, and
property values.

Scientific studies have shown that electromagnetic radiation from 5G networks can disrupt honeybee behavior, navigation, and overall colony health.
Given that bees are essential pollinators for local farms and vegetation, any disruption to their natural processes could result in reduced pollination
rates, threatening food production and biodiversity in the area. My own beekeeping operation could suffer, affecting not only my livelihood but also
local crops and fruit trees that depend on pollination.

Additionally, 5G towers have been linked to various health concerns, including increased cancer risk, cellular stress, sleep disturbances, and
cognitive impairments. Studies recommend a minimum distance of 1,000 to 1,500 feet from residential areas for safety, yet this proposed tower is far
too close to homes and businesses. States such as Massachusetts, New York, Oklahoma, California, and New Hampshire have already recognized
these risks and implemented stricter placement regulations.

Furthermore, property values in the area will likely decline due to the presence of this tower. Prospective buyers often avoid properties near cell
towers due to health concerns and aesthetic considerations, leading to financial losses for homeowners.

Given the potential harm to our community, environment, and property values, I urge you to reject this 5G tower installation at its current proposed
location and explore alternative sites that do not pose such risks.

Thank you for your time and attention to this matter. I look forward to your response.

Sincerely,
Gonzalez

Re:
Case # Z2023034- Crosslands Baptist Church Cell Tower
Dear Sir,
We are writing this letter in opposition to the wireless communication facility site wanting to be
installed on our street in Litchfield Pk.
We are long time residents of the area and have a huge concern of this being around us and everyone
else in our area. We currently have three parcels of land that would be affected by this and my
daughter and son in law and family have another.
Parcel # 502-29-112c
Parcel #502-29-112L
Parcel # 502-29-112k
Our immediate concern is due to health concerns including increased cancer risk, cellular stress,
headaches, sleep issues, genetic damage and memory deficits to name a few.
There is no reason to
have this installed around so many people and putting one person at risk ofa health issue. I have grand
children growing up very close to this site and am very concerned for their safety and health. Studies
say that the distance is more like 1300 ft. from the tower to be a safe distance. 300 ft. is way too close
to be setting a distance of safety. Some states including Masachusettes, New York, Oklahoma, California
and New Hampshire all have 1000 to 1500 ft. distance ranges for cell towers to be installed in residential
areas.
There is a reason WHY!!
We also have a farm down our road that sells to many stores in the city and local people in our area.
There is a chance and studies show some fruit trees have failed to produce fruit.
We can't have this
affecting our food supply in any sense.
One of our residents raíses bees and studies show that it can affect bees and in turn cross pollination.
We need to protect what we have and our environment.
We are also concerned about what this can do to our property value. This would definitely lower our
value as this would have to be disclosed if we ever wanted to sell or get an evaluation of property. This
is not acceptable for someone to come in and want this that does not even live in our area to put all of
us and our surroundings at any risk.

In conclusion, we have been residents here for 50 years. I was actualy raised on the property that the
CrossroadsChurch is located on and the Church is wanting to get a payment in exchange for al we have
worked and invested our lives for.
We urge you to consider our requests and concerns.
Respectfully,
Kauylige

I want to file my OBJECTION to the Special Use Permit in the Rural 43 Zoning District, for a wireless
communication facility.

This cell tower would be devastating to the very fiber of our community and a well-established, organic
farm that many of us depend on for a healthy way to supplement our family. The two cannot coexist and
the cell tower can go somewhere else, away from residential homes, and organic farming practices.

Please do not approve this special use permit.

Just found out about the meeting for this. I fully support it. I understand others might object however
there have been no scientific studies that can claim adverse effects from Cell Towers. Even the
American Cancer Society does not lean one way or the other (https://www.cancer.org/cancer/risk-
prevention/radiation-exposure/cellular-phone-towers.html).

I hope the permit gets approved. This part of the county is expanding and both residents and
businesses will benefit.

I am in strong opposition to this proposed tower that is within 300’ of my home. The tower is proposed for the Crossland
Baptist Church. There are numerous cases showing negative effects related to being within close proximity to cell towers
and I strongly disagree with this being approved!!!!

There are reports showing that property values can be lowered 10% to 19% when a cell tower is constructed near
residences!

Re: Objection of Crossland Baptist Church Cell Tower

Dear Sir:
Please note, as a resident of Litchfield Park, my property borders the Buckeye city limits
for proposed wireless communication facility, I am against the
development/construction of a cell phone tower In Buckeye.
I am concerned about the long term, Environmental/Health concerns a cell tower could
have on the residents of Buckeye and the agricultural impacts not limited to the
surrounding farm land animals. I am sure you are aware of the numerous studies, citing
environmental/health dangers from cell towers. Has Smartlink Group done an
Environmental/Health impact study concerning the building of a cell tower, specifically
for Buckeye, Litchfield Park residents, and Blue Sky Organic Farm residents and
animals. There have been multiple studies that show even low levels of radiation brain
tumors, cancer, weakened immune function, reduced sperm counts, ovarian follicles.
WHO classified EMF radiation as a class 2B carcinogen. This undoubtably has a
negative impact on the agricultural space that you would be placing the tower, Blue Sky
Organic Farm.
Not only are there associated health hazards for humans and animals but there is a
concern for a negative impact on property values. The threat alone would decrease
property values due to appraisers to take the presence of cell towers into consideration
when determining value.
I am sure that until these issues are addressed/answered….no cell tower will be
constructed in Buckeye.

Regards,
CaLynn Koshinski
