A RESOLUTION OF THE COUNCIL OF THE CITY OF
GLENDALE,
MARICOPA
COUNTY,
ARIZONA,
AUTHORIZING AND DIRECTING THE ENTERING INTO OF
AN INTERGOVERNMENTAL AGREEMENT WITH THE CITIES
OF AVONDALE, BUCKEYE, EL MIRAGE, GOODYEAR,
PEORIA, SURPRISE, TOLLESON, AND THE TOWN OF
WICKENBURG,
ESTABLISHING
THE
WEST
VALLEY
INVESTIGATIVE RESPONSE TEAM TO PROVIDE A POOL OF
SPECIALIZED OFFICERS WHO ARE AVAILABLE TO ASSIST
IN THE INVESTIGATION, DOCUMENTATION, EVIDENCE
GATHERING, AND RELATED FUNCTIONS OF A CRITICAL
INCIDENT.
WHEREAS, the purpose of this Intergovernmental Agreement is to create a West Valley
Investigative Response Team (WVIRT) for critical incidents including, but not limited to, officer involved
shootings, officer injuries, or other critical or complex investigations.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:
SECTION 1. That it is deemed in the best interest of the City of Glendale and the citizens that
the Intergovernmental Agreement between the City of Glendale and the Cities of Avondale, Buckeye, El
Mirage, Goodyear, Peoria, Surprise, Tolleson, and the Town of Wickenburg, establishing the WVIRT
to provide a pool of specialized officers who are available to assist in the investigation, documentation,
evidence gathering, and related functions of a critical incident be entered into, which agreement is now
on file in the office of the City Clerk of the City of Glendale.
SECTION 2. That the City Manager or designee and the City Clerk be authorized and
directed to execute any and all documents necessary to enter into the Intergovernmental Agreement on
behalf of the City of Glendale.

PASSED, ADOPTED AND APPROVED by the Mayor and Council of the City of Glendale,
