A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, 
MARICOPA 
COUNTY, 
ARIZONA, 
APPROVING 
AND 
AUTHORIZING 
SUBMISSION 
OF 
THE 
SUBSTANTIAL 
AMENDMENT 1 TO THE FY 2020-21 ANNUAL ACTION PLAN TO 
THE 
U.S. 
DEPARTMENT 
OF 
HOUSING 
AND 
URBAN 
DEVELOPMENT 
AND ACCEPTANCE OF AN AWARD OF 
$2,044,841 OF COMMUNITY DEVELOPMENT BLOCK GRANT 
FUNDS AND $2,997,188 OF EMERGENCY SOLUTIONS GRANT 
PROGRAM FUNDS PROVIDED THROUGH THE CARES ACT. 
 
WHEREAS, the City was awarded $2,044,841 in Community Development Block Grant 
funds (CDBG-CV3) and $2,997,188 in Emergency Solutions Grant Program (ESG-CV2) 
through the CARES Act and passed through the US Department of Housing and Urban 
Development; and 
 
WHEREAS, these funds must be incorporated into the City’s 2020-21 Annual Action 
Plan allocated to eligible activities pursuant HUD regulations and provisions of the CARES Act;  
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1. That the Substantial Amendment 1 to the 2020-21 Annual Action Plan is 
hereby approved. The Substantial Amendment 1 is on file in the office of the City Clerk and 
copies are available for review/inspection at the following locations:

SECTION 2. That the City Manager or designee is hereby authorized and directed to 
submit the Substantial Amendment 1 to the U.S. Department of Housing and Urban 
Development and execute any and all necessary documents on behalf of the City of Glendale to 
make such submission.
