This document describes the City of Glendale’s proposed activities to be 
completed with $2,044,841 of Community Development Block Grant (CDBG) 
and $2,997,188 in Emergency Solutions Grant funds received through the 
Coronavirus Aid Response and Economic Recovery Act (CARES Act).

On September 11, 2020, the US Department of Housing and Urban Development (HUD) notified the City 
of Glendale that an additional $2,044,841 in CDBG funding was allocated to the City through the 
Coronavirus Aid Response and Economic Recovery Act (the CARES Act).  This funding supplements the 
City’s first CDBG CARES Act allocation of $1,457,455 as well as the City’s FY 2020-21 regular CDBG 
entitlement funding.   
In addition to CDBG funds, on June 9, 2020, HUD notified the City of Glendale that an additional 
$2,997,188 in ESG funding was also allocated through the CARES Act, which supplements the City’s first 
ESG CARES Act allocation of $749,455 as well as the City’s FY 2020-21 regular ESG allocation.   
A discussion of activities funded with the City’s first allocations of CDBG and ESG through the CARES Act 
is currently included in the City’s FY 2020-21 Annual Action Plan, and not provided in this Substantial 
Amendment. 
Funding provided through the CARES Act must be spent on activities that prevent, prepare for, or 
respond to the coronavirus.  As such, the City reviewed and considered the virus’s impact on the 
community, particularly for those residents and businesses most affected.   The pandemic’s effect on 
low income households and vulnerable populations has been especially significant.  These groups 
experienced loss of employment, underemployment, closure of schools, forced quarantines and other 
significant disruptions at greater levels. 
In addition to the pandemic response requirements associated with the CARES Act, the City must also 
demonstrate that proposed activities are consistent with one or more of the following goals in the City’s 
2020-24 Consolidated Plan:

Notice is hereby given that the City of Glendale, Arizona will hold a public hearing to discuss and 
provide information to the public regarding $2,044,841 of Community Development Block Grant 
(CDBG) funding received through the federal CARES Act. 
 
This Substantial Amendment will be available for a 5-day public comment period beginning Monday, 
March 8, 2021 and close on Sunday, March 14, 2021. All residents, property and business owners, 
partnering agencies and other stakeholders of the City of Glendale are encouraged to submit written 
comments or questions regarding the proposed Substantial Amendment to Matthew Hess,
