Capital Fund 2021 – 2025 Five Year Action Plan 
  
 
  
 
Recommendation 
Glendale Housing Authority (GHA) recommends City Council review the Capital Fund Program Five Year 
Action Plan for fiscal years 2021-2025 (CFP), and approve the CFP documents for submittal to HUD. 
Background 
The Public Housing CFP provides financial assistance to public housing agencies, allowing capital 
improvements to existing public housing units and grounds.  In order to receive this financial assistance, 
housing authorities must complete a Five-Year Action Plan, outlining major work activities planned in 
accordance with CFP rules and regulations.  Housing authorities can substitute work items between any of 
the years within the housing authority’s latest approved Five-Year Action Plan without prior HUD approval.   
HUD requires the housing authority provide a copy of the prior year’s Five-Year Action Plan (2020-2024) for 
comparison and provide information on any changes to the prior Five-Year Action Plan.  Therefore, following 
changes are outlined below in year order: 
Year 2021  
$8,250 – Added for the additional increase in pricing (1,650 per) from prior years for A/C and Heating Units. 
$11,000 – Added for replacing existing barbecue grills in the common picnic areas at Glendale and Lamar 
Homes. 
$3,000 – Added for training. Training will be scheduled for maintenance staff on new regulations, appliance 
repair, & AC repair.  
$102,434 - Added for Shade Structured over the 14 picnic areas at Glendale and Lamar Homes. Originally 
in Year 2023 in the amount of $74,000. Reviewed new price cost for a rectangle fabric shade with metal 
frame structures for all 14 areas, pricing is $7,317 per each structure. 
Year 2022  
$1,000 – Added an additional $1,000 for the purchase of one bed bug heater per updated pricing costs.  
$8,000 – Added to replace water heaters as needed.

Year 2023 –  
$7,750 - Added for the additional increase in pricing from prior years for A/C and Heating Units. 
$7,000 - Added additional funds for replacing water heaters in units as needed. 
$ (74,000) – Moved the Picnic Canopies to Year 2021. 
 
Year 2024 –  
No Changes from prior year. 
Year 2025 –  
New Year added.
