INTRODUCTION
The City of Glendale’s HUD Annual Action Plans (AAP) detail the community’s funding strategy to expend
Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), and HOME
Investment Partnerships Program each year. The Plans implement the goals of the City’s Five-Year
Consolidated Plan by funding allocations to specific activities that advance these goals, and are
developed through significant public input, analysis, and planning.
Title 24 Section 91.505 of the Code of Federal Regulations stipulates that communities shall amend their
approved plans whenever they make one or more of the following decisions:
1. To make a change in its allocation priorities or a change in the method of distribution of funds;
2. To carry out an activity, using funds from any program covered by the Consolidated Plan
(including program income) not previously described in the action plan; or
3. To change the purpose, scope, location, or beneficiaries of an activity.
The regulation further requires that jurisdictions identify in their Citizen Participation Plans the criteria
they will use for determining what constitutes a substantial amendment. As a member of the Maricopa
HOME Consortium the City follows the Consortium’s FY 2015-19 Citizen Participation Plan. Consistent
with these requirements, the City identified three criteria that will require a substantial amendment:
1. Changes in the use of CDBG/ESG funds from one eligible activity to another; or
2. An activity is undertaken that was not previously included in the Consolidated Plan or
subsequent Annual Action Plans; or
3. More than twenty percent of an activity budget is proposed to be reallocated to another eligible
program activity.
The proposed substantial amendment triggers all three of these criteria, including: 1. changing the use
of CDBG funds from one eligible activity to another; 2. creation of a new activity not previously included
in existing Annual Action Plans; and 3. reallocation of 20% or more in CDBG funds from one activity to
another eligible activity.
CONTENT OF THE SUBSTANTIAL AMENDMENT
With this Substantial Amendment, the City proposes to reallocate $701,766.49 in Community
Development Block Grant (CDBG) funds from various activities to a new activity that will allow the City
to complete a variety of public improvements. Reallocation of these funds is necessary to realign final
activity expenditures with existing Annual Action Plan allocations and repurpose unexpended funding
from completed or cancelled activities. The following tables outline the changes to the PYs 2015-16, and
2017-18 through 2019-20 Annual Action Plans by funding year, original recipient, activity name, original
allocation and proposed final reallocation.

In total, approximately $701,766.49 in CDBG funds are proposed for reallocation to physical
improvement activities that may include, but are not limited to: water, sewer, street, curb/gutter, and
sidewalk improvements, lighting, ADA improvements, streetscape enhancements, drainage, facility
improvements and other possible infrastructure, right-of-way and neighborhood enhancements.
Specific activities that may be completed include architectural, engineering, permitting and planning
costs, environmental review costs, as well as construction and construction management expenses.
CITIZEN PARTICIPATION
In accordance with 24 CFR 91.105(c)(3), the City adhered to its Citizen Participation Plan in order to
obtain input on the proposed Substantial Amendment.

The Community Revitalization Division will hold a public hearing on Thursday, April 15, 2021 at 6:30 PM
in Room B3 of Glendale City Hall or via Zoom. This meeting will occur concurrent with the regularly
scheduled Community Development Advisory Committee meeting. Following the 30-day public
comment period and public hearing, the Glendale City Council is expected to take action on this
Substantial Amendment at a regular meeting on Tuesday, May 25, 2021.
A summary of citizen comments received at the public hearing and responses to these citizen comments
will be presented in Exhibit 1. A copy of the public hearing notice is presented in Exhibit 2.

ANNUAL ACTION PLANS
Notice is hereby given that the City of Glendale, Arizona proposes to amend its Fiscal Years
(FYs) 2015-16, 2017-18, 2018-19 and 2019-20 HUD Annual Action Plans, under the 2015-2019
Five-Year Consolidated Plan. This Substantial Amendment will include the proposed
realignment and reallocation of approximately $713,382.85 in CDBG funds from completed or
canceled activities to a new activity that will allow the City to complete various physical
improvement projects.
This Substantial Amendment will be available for a 30-day public comment period beginning
Friday, April 2, 2021 and close on Sunday, May 2, 2021. All residents, property and business
owners, partnering agencies and other stakeholders of the City of Glendale are encouraged to
submit written comments or questions regarding the proposed Substantial Amendment to
