RESOLUTION NO. R21-46 
 
A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, MARICOPA COUNTY, ARIZONA, APPROVING 
THE PARKS AND RECREATION MASTER PLAN FOR THE 
CITY OF GLENDALE.  
 
WHEREAS, Glendale City Council awarded a contract to Greenplay, LLC on August 13, 
2019 to develop a new ten-year Parks and Recreation Master Plan for the City of Glendale; and  
 
WHEREAS, the contract is for the replacement of the existing Parks and Recreation Master 
Plan that was originally completed in 2002 and updated in 2011; and  
 
WHEREAS, the master plan development process conducted by Greenplay, LLC included an 
in-depth analysis working through five stages of public engagement: Information Gathering, Findings and 
Visioning, Disparity Report, Draft Recommendations, and Final Plan; and  
 
WHEREAS, the Parks and Recreation Advisory Commission reviewed the Disparity Report as 
presented by Greenplay, LLC on September 20, 2020, and made a recommendation to include it as 
part of the Parks and Recreation Master Plan; and  
 
WHEREAS, Glendale City Council reviewed and made suggestions to the proposed master 
plan at its workshops on June 9, 2020 and on April 13, 2021; and  
 
WHEREAS, a copy of the Disparity Report that sought to assess if differences in access to 
services between population groups based on household income, race and age exist in Glendale, was 
shared with Council in September 2020 and discussed at the April 13, 2021 Council meeting; and  
 
WHEREAS, the Glendale Parks and Recreation Advisory Commission recommended on May 
17, 2021 to forward the proposed master plan to City Council for adoption. 
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1.  That the Parks and Recreation Master Plan is hereby approved.  The Parks and 
Recreation Master Plan is on file in the office of the City Clerk.
