requirement). For those bidders submitting under a CR-5 license, provide proof that the restricted
license allows for shade structures/shelters. If applicable, provide a copy of the Arizona Registrar of
Contractors application receipt with pending number (Specification 1.1.11 requirement).

6. Place after Tab 2d: Provide a current letter from your financial institution indicating the range of
credit available to your firm, (e.g., “credit in the low nine figures” or “credit line exceeding five figures”).
Provide a current letter from your financial institution and/or officers of major suppliers, indicating
confidence in your firm’s stability and payment history. 7hese /etters will only be used to evaluate bids
and will not be made available to the public.

Bidders may submit current audited annual financial reports in lieu of letters from financial institutions.
However, the annual financial reports must provide essentially the same information as requested from
the letters. Bidders are encouraged to highlight the requested information in any audited annual
financial report submitted in response to this solicitation. All financial information will be kept
confidential.

7. The 2018 International Building Code (IBC) provides a definition in Chapter 2, Definitions for a Tensile
Membrane Structure (e.g. Shade Structure), as being "A membrane structure having a shape that is
determined by tension in the membrane and the geometry of the support structure. Typically, the
structure consists of both flexible elements (e.g. membrane and cables), nonflexible elements (e.g.
struts, masts, beams and arches) and the anchorage (e.g. supports and foundations.” These
structures are further defined in IBC Chapter 16, Table 1604.5 to be classified as Risk Category Type
II buildings or other structures. The ultimate design wind speeds for Risk Category II buildings and
other structures are shown in Figure 1609.3(1). Provide answers and evidence that the shade
structures being provided in your bid meet the following requirements:

a. Ata minimum, entire shade structure can withstand a 3-second wind gust speed of 110 MPH.
Provide shade structure manufacturer specifications that clearly state that the structures being bid
meet or exceed the requirements of the 2018 International Building Code. Place manufacturer
specification after Tab 2e.

All shade structures are designed in accordance with IBC 2018 and the American Society of Civil

Engineers (ASCE) Standard 7-16 for a 3-second wind gust speed of 110 MPH. Net pressure

coefficients are applied in accordance with ASCE 7-16 Figures 27.3-4 and 27.3-5 for Open

Buildings. Manufacturer Specifications are attached in Tab 2e.

b. Your sealed engineering drawings shall provide the minimal information required in IBC Chapter
16, Section 1603 Construction Documents. Confirm that the sealed drawings provide meet
the minimal information required.

Please see following pages for signed letter from our structural engineer, answering these items.

Also, find a set of Sealed Engineering Calculations and drawings as evidence. We confirm that

the sealed drawings provided meet the minimal information required. Drawings under Tab 2e.

SHADE ‘N NET SHADE STRUCTURE SPECIFICATIONS

PART 1 GENERAL

1.1 SUMMARY
A. The shade structure contractor shall be responsible for the design, engineering,
fabrication, supply and installation of the work specified herein. The intent of this
specification is to have only one contractor be responsible for the above functions.

1.2 REFERENCES

A. Shade structures must comply with the latest revision of applicable codes and
regulations including IBC 2018.

B. American Society for Testing Materials (ASTM).

C. American Welding Society: Structural Welding Code AWS D1.1: Symbols for
Welding and Nondestructive Testing AWS 2.4: 2020.

D. American Institute of Steel Construction (AISC): Specifications for the design,
fabrication and erection of structural steel.

1.3 SUBMITTALS

A. Contractor can provide evidence of installed reference sites with structures for similar
scope of project and installation that are engineered to IBC 2018 specifications.
Include in reference list of structure dimensions with install dates and project
locations.

B. Contractor can provide manufacturer’s range of fabric samples to demonstrate fabric
color range and powder coat color selections for final order selection. Also provide
letter of authorization from fabric manufacturer for use of fabric.

C. Contractor can provide evidence of all quality assurance items including:

1. A list of at least 10 reference projects that have been installed a minimum
of 10 years.
2. Proof of liability and umbrella insurance as required.

D. Contractor can provide wet sealed structural engineering drawings and calculations

from an Engineer licensed by the state in which the jobsite is located.

1.4 QUALITY ASSURANCE
A. Manufacture and installation are limited to firms with proven experience in design
and fabrication of fabric shade structures and such firms shall meet the following
minimum requirements. No substitutions shall be allowed for the following:
1. A single contractor shall engineer, design, fabricate and install the fabric
shade structures including the foundations.

2. Allcontractors shall have at least 15 years experience in the design,
engineering, fabrication, and installation of structures, engineered to IBC
requirements with similar scope and a successful construction record of in-
service.

3. All contractors shall be able to provide proof with bid submittal of a

minimum of $1,000,000 general/public liability insurance, and additional

$5,000,000 umbrella/ excess liability insurance with the ability to obtain
professional liability (PL or E&O) insurance if required by project.

All contractors shall be licensed and have the ability to be bonded.

Manufacturer shall be accredited as a Clark County, Nevada Approved Steel

Fabricator on record with one or more qualifying municipalities or agencies

such as Clark County, Nevada; City of Phoenix, Arizona; and City of Los

Angeles, California, etc. The certification should verify that the manufacturer

meets or exceeds the necessary criteria, including, but not limited to: an in-

house quality control program, use of only AWS certified welders, and it
maintains material traceability documentation.

6. The shade contractor shall have a Corporate Quality Control program and
manual describing their complete quality assurance program.

7. Allcontractors must have an in-house warranty and service department
and local office to assist in repairs and service calls.

8. All contractors shall be a licensed contractor for at least 10 years in the
State of Arizona and shall be bonded and provide proof of a minimum
bonding capacity as required by the job or regulating authority.

1.5 WARRANTY

A. Contractors shall provide a 12-month warranty on all labor and materials.

B. A supplemental warranty from the manufacturer shall be provided for a period of 10
years (pro-rated) on fabric and 20 years on the structural integrity of the steel from
date of substantial completion.

C. The warranty shall not deprive the Owner of other rights the Owner may have under
the provisions of the Contract Documents and will be in addition to and run
concurrent with other warranties made by the Contractor under requirements of the
Contract Documents.

D. Because of surety requirements, any performance and payment bond that may be
required will cover only the first year of the warranty. The manufacturer’s warranty
will be a separate document between them and the Owner, and will be executed at the
time of completion of the work.

PROTECTION

2.1 GENERAL
Pre-Engineered Package: The proposed structure(s) fabricated or approved equal shall be
modular and pre-fabricated, and include the structural steel frame, multi-panel fabric
roof, steel cables, all fasteners, and installation of structure(s) including foundations.
A. Shade ‘N Net of Arizona manufactured structure shall be used or approved equal.
B. Alternate suppliers must meet the qualifications and provide proof of certification
listed under paragraph 1.4 — Quality Assurance.
C. Structures shall qualify for up to 8 LEED Credits
D. All shade structures are engineered and designed to meet:

1. Up to 115 mph wind load

2. 10 psf snow load

3. 20 psf live load

E. Steel:

1. All steel members of the shade structure shall be designed in strict
accordance with the requirements of the “American Institute of Steel
Construction” (AISC) Specifications and the “American Iron and Steel
Institute” (AISI) Specifications for Cold Formed Members and
manufactured per IBC 2018.

2. All non-hollow structural steel members shall comply to ASTM A-36. All
hollow structural steel members shall be cold formed, high strength steel
and comply with ASTM A-500, Grade B. All steel plates shall comply
with ASTM A-572, Grade 50 and shall be rust/corrosion treated. All
galvanized steel tubing shall be triple coated for rust protection using an
in-line electro-plating coat process. All galvanized steel tubing shall be
internally coated with zinc and organic coatings to prevent corrosion.

3. Steel pipe columns shall be ASTM A-53, Grade B, unless otherwise noted.

4. Slip fittings shall be fabricated using drawn-over-mandrel (DOM) steel
with minimum yield strength of 70 kis and a minimum tensile strength of
80 ksi.

5. All connections shall have a maximum internal sleeving tolerance of .0625
inches using high tensile strength steel sections with a minimum sleeve
length of 6 inches.

6. Framing for top support shall be:

i, 2.5” Diameter, round steel tubing and .120 thick
ii. 3” Diameter, round steel tubing and .120 thick
iii. 3.5” Diameter, round steel tubing and .120 thick
iv. 4” Diameter, round steel tubing and .188 thick

1. All structural field connections used for erection purposes of the shade
structure shall be designed to retard corrosion and made with high strength
bolted connections using ASTM A-325 galvanized bolts.

2. Allstainless steel bolts shall comply with ASTM F-593, Alloy Group 1 or
2. All bolt fittings shall include rubber washer or silicone gel for water
tight seal at joints. All nuts shall comply with ASTM F-594, Alloy Group
1 or 2.

3, Bolts and other connection hardware shall be based on calculated
engineering loads.

G. Welding:

1. All shop welded connections of the shade structure shall be designed and
performed in strict accordance with the requirements of the “American
Welding Society” (AWS) Specifications. Structural welds shall be made in
compliance with the requirements of the “Prequalified” welded joints
where applicable and by certified welders. No onsite or field welding shall
be permitted.

2. All full penetration welds shall be continuously inspected by an independent
Inspection agency, and shall be tested to the requirement of IBC 2018 and local
agency additions and amendments.

3. Grind all welds smooth.

H. Powder coating:

1. Steel tubing preparation prior to powder coating shall be executed in
accordance to solvent cleaning SSPC-SP1. Solvent such as water, mineral
spirits, xylol, toluol, which are to be used to remove foreign matter from
the surface. A mechanical method prior to solvent cleaning prior to surface
preparation shall be executed according to Power Too! Cleaning SSPC-
SP3 and utilizing wire brushes abrasive wheels and needle gun, etc.

2. Carbon structural steel tubing preparation prior to powder coating shall be
executed in accordance to commercial blast cleaning SSPC-SP6 or NACE
#3. A commercial blast cleaned surface, when viewed without
magnification, shall be free of all visible oil, grease, dirt, mill scale, rust,
coating, oxides, corrosion, products and other foreign material.

3. Powder coating shall be sufficiently applied, with a minimum 3 mils
thickness, and cured at the recommended temperature to provide proper
adhesion and stability to meet salt spray and adhesion tests as defined by
the American Society of Testing Materials.

4. Powder used in the powder coat process shall have the following
characteristics:

a. Specific Gravity: 1.68 +/- 0.05.
b. Theoretical coverage: 114 +/- 4ft?/Ib/mil

be used.

J. Fabric Roof Systems:
1. UV Shade Fabric:

a.

UV shade fabric is made of UV stabilized Commercial 95® or
Alnet Extra Block™ cloth manufactured by Gale Pacific and
Alnet, respectively and made of a UV stabilized high-density
polyethylene. Mesh shall be Rachel-knitted with monofilament and
tape filler to ensure that material will not unravel if cut. Panels to
be 10 feet wide.

Fire Testing: Fabric shall conform and pass the ASTM E84 testing
standard as well as NFPA 701-97. *CA Fire Marshall Rating Title
19, Section 1237.

The fabric knit is to be made using monofilament and tape filler
which has weight of 195g per square meter.

Fabric material shall cover all exposed cable and connectors at
terminal locations.

Material is to be Greenguard® and OEKO-TEX® certified for air

quality assurance.

PART 3 EXECUTION

3.1 INSTALLATION
A. Installations of shade structures shall be performed by a licensed and bonded
contractor by the State of Arizona.
B. The contractor installing the structure shall comply with manufacturer’s instructions
for assembly, installation, and erection per approved drawings.
C. Layout: Locate columns a minimum of 6’-0” clear from any safety fall surfaces.

1. Unless noted otherwise for footing and piers by General Contractor’s
Engineer, concrete specification for footings, piers, slabs, curbs and
walkways shall meet a minimum 3,500 psi at 28-day strength.

2. Concrete work is executed in strict accordance with the latest edition of
American Concrete Building Code (ACI 318-99).

3. Slump: 4” maximum.

4. Whenever daily ambient temperatures are below 80 degrees F, the
contractor may have mix accelerators and hot water added at the batch
plant.

a. Temperature range between 75-80 degrees, 1% accelerator High
Early (non-calcium).

b. Temperature range between 70-75 degrees, 2% accelerator High
Early (non-calcium).

c. Temperature range below 70 degrees, 3% accelerator High Early
(non-calcium).

5. The contractor shall not pour any concrete when daily ambient
temperature is below 55 degrees F.

E. Foundations:

1. Allanchor bolts set in new concrete shall be ASTM F1554-55 Galvanized.

2. Cast in-place Anchors shall be Grade 1554-55, 74” x 16” with a minimum
embedment of 12”.

3. Foundations shall be designed using allowable soil bearing value of 1,500
psf for spread footings.

4. Footing sizes shall be a minimum as listed below:

i. Multi-panel structures are to have a minimum 24” x 30” D pier
footings, or alternate minimum 3” x 3’ x 2’ D spread footings, and
placed in accordance with and conform to manufacturer’s
engineered specifications and drawings.

F. Reinforcement Steel:

1. All reinforcement steel shall conform to 40,000 psi A706, Grade 60.

2. Reinforced steel shall be designed and manufactured and installed
according to most current ACI procedures (SP-66) and CRSI Manual of
Standard Practice.

3.2 SAFETY PROCEDURES

A. All parties will be notified of the schedule and confirmed before starting installation.
The Contractor is responsible for the coordination of work with other trades.

B. All staff personnel are to be dressed and conduct themselves in accordance with
OSHA standards. All staff must be properly trained for equipment that they might
use.

C. All vehicles and machinery are to be properly licensed and insured and must be
operated by licensed operators in accordance with OSHA standards. All cranes and
lifts must be operated in accordance with manufacturer’s guidelines.

D. Handling of Steel During Installation:

1. Exercise care when lifting items so that it does not come into contact with
other surfaces.

2. Clean sand and other deleterious material from structural items before
moving or lifting.

3. Before installation, all items are to be washed with soap and water and
dried with cloths.

4. All grease, dust, oils, and other latent materials are to be removed during
this washing.

5. When pouring concrete pour backs at columns, protect paint by using
plastic and tape to prevent concrete from splashing on finish surfaces.

E. All concrete must be cut with a wet diamond blade to ensure that it leaves a clean
finish. If at any stage the existing remaining surface lifts, creating a tripping hazard,
additional saw cutting will be required so as to leave a neat and uniform joint.

F. Cover all open holes at all times with solid plywood and spoils to prevent access until
concrete is poured.

G. All equipment and/or products must be stored inside the fenced area.

To Whom It May Concern —

The purpose of this letter is to provide responses to Request for Proposal (RFP) questions regarding design wind
speed and IBC-required information in engineering drawings as related to shade structures.

Statements form the RFP and questions are provided below, with responses provided in bold:
