A RESOLUTION OF THE COUNCIL OF THE CITY OF
GLENDALE, MARICOPA COUNTY, ARIZONA, APPROVING
AND AUTHORIZING THE ACCEPTANCE OF EMERGENCY
HOUSING VOUCHERS ISSUED BY THE DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT (HUD) NOT TO
EXCEED
$1,500,000
AND
AUTHORIZING
THE
CITY
MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS
RELATED
TO
THIS
PROGRAM
INCLUDING
THE
ACCEPTANCE OF ADDITIONAL VOUCHERS IF NEEDED.
WHEREAS, the American Rescue Plan Act of 2021 (ARP) provides over $1.9 trillion in relief
to address the continued impact of the COVID-19 pandemic on the economy, public health, State and
local governments, individuals, and businesses;
WHEREAS, Section 3202 of the ARP appropriates $5 billion for new incremental Emergency
Housing Vouchers (EHVs) for individuals and families who are (1) homeless; (2) at risk of
homelessness; (3) fleeing, or attempting to flee, domestic violence, dating violence, sexual assault,
stalking or human trafficking; or (4) recently homeless and for whom providing rental assistance will
prevent the family’s homelessness or having high risk of housing instability; and,
WHEREAS, the U.S. Department of Housing and Urban Development is allocating
approximately 70,000 EHVs to public housing agencies (PHAs) to administer this program.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:
SECTION 1. That the City Council hereby accepts the full allocation of EHVs identified in the
initial award letter dated May 10, 2021 ($679,536 effective July 1, 2021 for 72 EHVs) and will accept
any additional EHVs provided by HUD in the future that are specific to this program not to exceed
$1,500,000.
SECTION 2. That the Mayor or City Manager and the City Clerk be authorized and directed
to execute and deliver all agreements and documents necessary to administer this program on behalf of
the City of Glendale.
SECTION 3. That during the entire term of this agreement, the City manager is authorized and
directed to execute renewals or amendments for the purpose of accepting funding from HUD for the
EHV program.
