1 of 1 June 1, 2021 Honorable Mayor and Council Michelle Woytenko, Director, Field Operations Response to Council Item of Special Interest: Alley Gates This memorandum is in response to a Council Item of Special Interest (CIOSI) raised by Council Member Turner at the May 11, 2021 City Council Workshop requesting staff to discuss with council the look of the alley gates. Scoping Statement The Alley Access Control Program was created to manage challenges in residential alleys that have solid waste services such as: health and safety issues from materials being dumped in the alley, illegally dumped material interfering with operations in the alley, illegal activity and the difficulty of enforcement due to the limited traffic and visibility because of the type of materials dumped. The standard gates do not always reflect the neighborhood. Goal To get Council direction on staff expanding the gates standards created as part of the Alley Access Control Program as well as funding options. Deliverables Upon consensus from the Council, the deliverables for this CIOSI may consist of the following: • Expansion of standard to reflect historical areas of the city, including funding options for upgrades. Timeline Staff will present to Council at a fall 2021 Workshop Administration Field Operations staff time required to complete the work is expected to be 40 hours. FIELD OPERATIONS MEMORANDUM
