Response to Council Item of Special Interest: Bulk Trash Collection in  
Closed Alleys 
 
 
This memorandum is in response to a Council Item of Special Interest (CIOSI) raised by Council 
Member Turner at the May 11, 2021 City Council Workshop requesting staff to discuss with council 
the placement of bulk trash in closed alleys. 
 
Scoping Statement 
 
The Alley Access Control Program was created to manage challenges in  residential alleys that have 
solid waste services such as: health and safety issues from materials being dumped in the alley, 
illegally dumped material interfering with operations in the alley, illegal activity and the difficulty of 
enforcement due to the limited traffic and visibility because of the type of materials dumped. As part of 
the program, the solid waste services were relocated from the alley to the curbside once the alley had 
restricted access.  
 
Goal 
 
To get Council direction on the placement of bulk trash in closed alleyways.  
 
Deliverables 
 
Upon consensus from the Council, the deliverables for this CIOSI may consist of the following:

Council Workshop discussion on bulk trash placement in closed alleyways 
 
 
Timeline 
 
Staff will present to Council at a fall 2021Workshop 
 
Administration  
 
Field Operations staff time required to complete the work is expected to be 80 hours.  This project will 
require coordination between the Field Operations and Transportation.
