A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, MARICOPA COUNTY, ARIZONA, APPROVING 
AND 
AUTHORIZING 
THE 
ENTERING 
INTO 
OF 
A 
CONCILIATION AGREEMENT /VOLUNTARY COMPLIANCE 
AGREEMENT 
BETWEEN 
THE 
U.S. 
DEPARTMENT OF 
HOUSING AND URBAN DEVELOPMENT, SOUTHWEST FAIR 
HOUSING COUNCIL, ABILITY 360, AND THE CITY OF 
GLENDALE AMICABLY RESOLVING A NOVEMBER 5, 2019 
FAIR HOUSING COMPLAINT. 
 
WHEREAS, the Glendale Housing Authority (GHA) administers multiple programs on behalf of 
the U.S. Department of Housing and Urban Development, Office of Public and Indian Housing (PIH) to 
ensure safe, decent, and affordable housing for Glendale residents; and, 
WHEREAS, the Glendale City Council acts as the governing body for the Glendale Housing 
Authority (GHA) providing policy direction, preserving and expanding resources as needed, assuring 
GHA’s continued viability, and ensuring that GHA is successful in fulfilling its mission; and, 
WHEREAS, on November 5, 2019, a complaint was filed with the United States Department 
of Housing and Urban Development alleging that GHA violated subsections 804(b) of the Fair Housing 
Act as amended in 1988, 42 U.S.C. § 3601 et seq. (“the Act”) and Title II of the Americans with 
Disabilities Act (“ADA”) on the basis of ethnicity and disability when they opened their public housing 
wait list without proper protocols to ensure access to all eligible applicants including those persons with 
physical or emotional barriers to communication, those needing accommodations, and those needing 
auxiliary aids or services; and,  
WHEREAS, the city engaged in interactive dialogue with the Complainants to identify a number 
of improvements to GHA Administrative Plans which have been processed and will be effective July 1, 
2021; and, 
WHEREAS, the city denies having discriminated against Complainants but agrees to settle the 
complaint by entering into a Conciliation Agreement/Voluntary Compliance Agreement. 
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1.  That the City Manager or designee and the City Clerk be authorized and 
directed to execute and deliver the Conciliation Agreement/Voluntary Compliance Agreement on behalf 
of the City of Glendale.  
 
SECTION 2.  That during the entire term of this agreement, the City manager or designee is 
authorized and directed to take action to ensure compliance with the Conciliation Agreement/Voluntary 
Compliance Agreement on behalf of the City of Glendale.
