1.0 INTRODUCTION
The City of Glendale Field Operations Department, Solid Waste Division provides residential trash and
recycling collection services to about 55,440 households. City crews collect trash and recyclable
materials on a weekly basis, Monday through Friday, and transport the collected trash to the City-owned
and -operated Glendale Landfill for disposal. Recyclable materials are delivered to the City’s Materials
Recovery Facility (MRF) for processing, and recovered materials are packaged and sold as commodities.
Due to increased costs associated with processing recyclable materials, the City is considering changes
to its residential collection services. At a City Council Workshop held on January 14, 2020, several
Council members asked the Field Operations Department to conduct a citizen survey focused on
recycling to gauge opinions and obtain feedback that could be used to help guide decisions on any
proposed changes to the residential program.
Postcards notifying residents of Glendale’s 2020 Residential Trash and Recycling Survey were mailed to
54,961 active residential service accounts during the week of October 19, 2020. A link to the survey was
posted on the City’s main webpage and open to all residential collection customers from October 19
through November 16, 2020. During that four-week period, a total of 7,267 surveys were submitted
online, which represents 13% of the total population (55,440 households). The number of surveys
received is a representative sample of the population with a margin of error of plus or minus 1.08
percentage point at 95% confidence level. An analysis of the surveys sorted by collection day indicates
geographic distribution of responses was representative of residential collection customers City-wide.
The purpose of this report is to present the results of Glendale’s 2020 Residential Trash and Recycling
Survey. A summary of the results is presented in Section 5.0. The complete results for all responses, as
well as a breakdown by collection day are included in the appendices. Any questions or comments about
this report or the 2020 survey should be directed to the City of Glendale Field Operations Department.
2.0 BACKGROUND
The Field Operations Department, Solid Waste Division manages the City of Glendale’s commercial and
residential trash and recycling collection programs. City staff provide comprehensive collection services
to over 55,400 residential customers at a cost of $21.80 per household per month charged to the
resident’s utility bill. The services included in this $21.80 monthly charge are weekly curbside trash and
recycling collection, replacement of worn out or broken trash and recycling containers, monthly
curbside bulk trash collection, household hazardous waste collection two times per year, residential
street sweeping six times per year, and free disposal at the Glendale Landfill of one load per month of
up to one ton of trash (2,000 pounds).
The City’s residential customers receive recycling collection once per week on their regular trash
collection day. The benefits of recycling include conserving energy and natural resources. Recycling also
diverts material from the Glendale Landfill, which extends its useful life. However, recycling does come
at a cost, and the cost to provide residential recycling collection service has increased significantly over
the last several years. In the past, the high cost of processing mixed recyclables collected from
residential customers was offset, all or in part, by the sale of the sorted recyclable materials as
commodities. Since China and other countries have severely restricted imports of recyclable
commodities from the U.S., processing plants in this country must now sell their sorted recyclables for
much less, or in some cases, are no longer able to sell certain materials. This significant reduction in the

value of recyclable commodities means that in Glendale and many other areas of the U.S., processing
mixed recyclable materials is more expensive than landfilling. As a result, some jurisdictions have
stopped accepting certain materials in residential recycling containers, reduced the frequency of
curbside recycling collection, or ended their residential recycling collection programs entirely.
In order to address higher costs associated with the residential recycling program, Glendale is
considering options such as increasing the monthly service charge or reducing the frequency of recycling
collection. The City issued the 2020 Residential Trash and Recycling Survey to obtain input from
residents, which may be used to help guide decisions on any changes to residential trash and recycling
programs.
3.0 SURVEY METHODOLOGY
This section describes the methodology used to develop and distribute the survey, which was intended
to obtain a geographically diverse and representative sample.
3.1 Survey Development and Issuance
The survey was developed by Field Operations staff in cooperation with HCP Associates, Inc., a survey
consultant, and distributed to the Mayor and City Council for review prior to issuance. The survey
consisted of ten questions and included a background section explaining why increasing costs for
recycling have made processing mixed recyclable materials more expensive than landfilling.
The survey was translated into Spanish, and staff from Public Affairs entered both the English and
Spanish versions into an online survey platform. After testing, the survey link was included in a banner
posted on the City’s main webpage. A copy of the complete survey in both English and Spanish is
included as Appendix A.
The online survey was open from October 19 through November 16, 2020. The survey was easily
accessed via a link within a banner on the City’s main webpage, and residents could choose to take the
survey in either English or Spanish. Alternatively, customers could call the City’s customer service line for
assistance in completing the survey. All survey responses were anonymous.
3.2 Outreach
There are approximately 55,440 residential households in Glendale eligible to receive the City’s trash
and recycling collection services. However, the number of these households that are receiving services
at any given time (i.e., active accounts) varies somewhat, primarily due to housing vacancies. During the
week of October 19, 2020, an 8.5-inch by 5.5-inch postcard was mailed to each of 54,961 active
residential account addresses. The postcard, shown in Appendix B, included both English and Spanish
languages and asked residents to go to the City’s main website by November 16, 2020, to access and
take the online survey, or alternatively, call the customer service line for assistance in taking the survey.
Notice of the survey was also posted weekly through social media.
4.0 SURVEY RESPONSE RATE
The survey guidelines posted online stated the survey was open only to Glendale, Arizona households
that receive the City’s curbside trash and recycling services and that survey responses were limited to
one per household. A total of 7,267 surveys were submitted between October 19 and November 16,

2020. Based on a population of 54,961 active accounts at the time of the survey and a total of 7,267
surveys submitted, the overall survey response rate is 13%.
5.0 SURVEY RESULTS
This section provides the results for each of the 10 survey questions. About 2% of the surveys received
had non-responses for one or more questions. The statistics provided in this report are only for answers
provided and do not include non-responses. The complete results for all responses, as well as a
breakdown of responses by collection day are included in Appendix C.
Over the survey period, a total of 7,267 surveys were received out of the total population of 55,440
households eligible to receive the City’s residential trash and recycling collection services. Because
survey responses are only from a portion or “sample” of the population, the survey results are unlikely
to exactly match the “true” result if every household in the population was surveyed. How well the total
number of surveys received, or “sample,” represents the entire population (number of eligible
households) is gauged primarily by the survey’s margin of error and confidence level. The margin of
error describes how closely a survey result can be expected to fall relative to the true population value.
A margin of error of plus or minus 3 at a 95% confidence level means that the survey result will be
within 3 percentage points above or below the full population value 95% of the time. For example, a
survey result of 50% that has a margin of error of plus or minus 3 percentage points means that the
result for the entire population lies somewhere between 47% and 53%.
The total number of surveys received of 7,267 is a representative sample of the population with a
margin of error of plus or minus 1.08 percentage point at a 95% confidence level. In addition, geographic
distribution of the surveys received was determined by analysis of the respondents’ collection day. The
results indicate a geographically diverse sample that is representative of each collection day within
acceptable margins of error that range from a low of ± 1.94 to a high of ± 3.21 at a 95% confidence level.
See Table 1 below for a breakdown of surveys received by collection day and the margin of error for
each day.
5.1 Qualifying Question (Question 1)
The first survey question was a qualifying question that asked if the respondent was currently receiving
residential trash and recycling collection services from the City of Glendale, Arizona. In order to
eliminate respondents who were not City residential collection customers, the survey terminated if the
answer to this initial question was “No.” If the answer to the first question was “Yes,” then respondents
were able to answer the following nine questions and submit their survey. The 13% overall survey
response rate represents only those respondents who answered “Yes” to Question 1.
5.2 Geographic Distribution of Responses (Question 2)
City crews collect trash and recyclable materials on a weekly basis, Monday through Friday. Each
household is assigned a collection day, and both trash and recyclable materials are collected on that
day. The second question asked the respondent’s regular recycling collection day, which was used to
gauge whether geographic distribution of all responses was representative of collection customers City-
wide. The recycling collection day is commonly known by residents and provides a higher level of detail

(smaller geographic area) than zip code. The map in Figure 1 below shows the division of the City into
sections by collection day.

As shown in Table 1 below, the total number of households serviced on each collection day ranges from
10,227 (Friday) to 11,657 (Monday). Of the 7,262 responses to Question 2, a representative number was
received for each collection day within an acceptable margin of error. These results indicate a
geographically diverse sample that is representative of customers City-wide.

5.3 Knowledge of Recycling Container Color (Question 3)
Households that receive collection services have at least one City-provided tan or black wheeled trash
cart and one green or blue wheeled recycling cart. Question 3 asked if the resident could identify the
color of their recycling container. Of the 7,259 responses to this question, 93% correctly identified the
recycling cart as green or blue, and 7% selected an incorrect color or “I don’t know.”

Residents who incorrectly identify collection container colors and place trash in the recycling cart, are
contributing to the contamination rate in recyclable materials collected from Glendale households,
which has a negative impact on the processing facility. Assuming 7% of all Glendale households
incorrectly place trash in their recycling container, this represents about 3,880 households generating
approximately 870 tons of contaminated recyclables per year.

5.4 Importance of Recycling (Question 4)
Question 4 asked respondents to indicate how important recycling is to members of their household.
The purpose of this question was to evaluate citizen interest in recycling generally to help gauge
tolerance level for recycling program changes. Of the 7,253 responses to this question, 84% indicated
that recycling is “Very important” or “Important” to their household.

5.5 Frequency of Recycling (Question 5)
Households currently receive weekly collection service for both trash and recycling. Question 5 asked
respondents how frequently they put their recycling container out for collection. The purpose of this
question was to evaluate the customer’s use of the City’s recycling collection service to help gauge
tolerance level for changes in collection frequency, such as reducing service level from once per week to
every other week. Of the 7,264 responses to this question, 62% indicated their household put recycling
out weekly, and 27% indicated every other week.

5.6 Willingness to Pay More for Weekly Recycling Collection (Question 6)
Due to increasing costs for recyclable materials processing, the City may have to increase the monthly
service charge by up to $1.60 per month in order to continue providing once-per-week recycling
collection service. In order to evaluate residents’ willingness to pay more for weekly collection, Question
6 asked if the respondent would support an increase of up to $1.60 in the monthly service charge to
maintain their once-per-week recycling collection service. Of the 7,245 responses to this question, 62%
indicated “Yes,” they would be willing to pay more to maintain weekly collection service, and 38%
responded “No,” they would not. However, of that 38% who indicated “No,” 28% answered “Yes” to
Question 7, which asked whether they would support every-other-week recycling to limit the increase to
not more than $1.00 per month. Only 10% of responses that answered “No” to Question 6 also
answered “No” to Question 7, indicating they would be unwilling to pay more for recycling service.

5.7 Willingness to Reduce Frequency of Recycling Collection (Question 7)
In order to evaluate residents’ willingness to reduce service levels to limit a cost increase, Question 7
asked if the respondent would support reducing the frequency of recycling collection from once per
week to every other week in order to limit the increase in the monthly service charge to not more than
$1.00. Of the 7,234 responses to this question, 57% indicated “Yes,” they would be willing to reduce
collection to every other week, and 43% responded “No,” they would not be willing to reduce service
levels. Of the 43% who indicated “No,” 33% answered “Yes” to Question 6, which asked whether they
would be willing to pay up to $1.60 more per month to maintain weekly collection. Only 10% of
responses that answered “No” to Question 7 also answered “No” to Question 6, indicating they would
be unwilling to pay more for recycling service.

5.8 Willingness to Change Bulk Trash Service (Question 8a)
In addition to weekly trash and recycling collection, Glendale’s residential customers receive other
services such as curbside bulk trash collection once each month. In order to evaluate residents’
willingness to reduce services levels for this program at a cost savings, Question 8a asked if the
respondent would support reducing or eliminating monthly bulk trash service (12 times per year) in
order to minimize increases in the monthly service charge. Of the 7,222 responses to this question, 50%
indicated they would be willing to reduce bulk trash service to every other month (6 times per year), and
2% indicated they would be willing to eliminate the service entirely.

5.9 Willingness to Change Free Disposal Service (Question 8b)
As part of their collection services, Glendale’s residential customers receive free disposal at the Glendale
Landfill of up to one ton of trash (2,000 pounds) once per month. In order to evaluate residents’
willingness to reduce service levels for this program at a cost savings, Question 8b asked if the
respondent would support reducing or eliminating free disposal at the landfill. Of the 7,213 responses to
this question, 54% indicated they would be willing to reduce free disposal from 12 to 6 times per year,
and 21% indicated they would be willing to eliminate the service entirely.

5.10 Satisfaction with Trash and Recycling Services (Question 9)
Question 9 asked residents to rate their satisfaction with the City’s trash and recycling services. Of the
7,258 responses to this question, 97% rated their satisfaction with City services as either “Good” or
“Very Good.”

5.11 Knowledge of Non-Acceptable Materials (Question 10)
Plastic bags are one of the most common contaminants found in residential recycling containers. Plastic
bags and other thin plastic films are particularly problematic because these items negatively impact
sorting equipment at recycling processing facilities. In order to gauge residents’ knowledge of
unacceptable materials, Question 10 asked if the respondent was aware that plastic bags should not be
placed in the recycling container. Of the 7,260 responses to this question, 8% acknowledged they were
unaware that plastic bags were not acceptable. Applied to the entire population, this 8% represents
about 4,435 households incorrectly placing plastic bags in their recycling container.
