CIOSI – Scope of Work – Glen Lakes Remnant Parcel  
 
Scoping Statement:  As a follow-up to the workshop held on March 23rd, 2021, Councilmember Turner 
requested a CIOSI to examine the sale of the remnant Glen Lakes Parcel. On May 12th, 2021 staff met 
with CM Turner to develop the scoping statement. 
 
Purpose:  
1: To acknowledge that the remnant parcel has no identified use for future city purposes 
2: To ensure that the neighborhood is validated in their desire to have a beneficial and contributing         
use of the property. 
3: To take advantage of favorable market conditions  
 
Direction Requested: 
1. Is the Council willing to consider the sale of this property? 
2. If yes, what should the method of sale be: 
a. Traditional broker 
b. Self-performed sale through advertisement 
c. Neighborhood involvement to consider input of desired end use 
d. Open RFP and respond to market proposals 
3. Property is zoned A-1  does Council want to up-zone property prior to or as a condition of  sale 
4. Are there uses that the Council would not consider? 
5. Does Council seek Staff suggestion for redevelopment?

Deliverables:  Upon approval of the scoping statement by the full Council, staff will deliver: 
1. An analysis of the elements approved by Council direction 
2. A Workshop PowerPoint presentation to report back analysis 
 
Timeline: 
 
1. Present draft scoping statement to Councilmember Turner by May 13, 2021 
2. Present draft scoping statement to City Manager after CM Turner approval  
3. Present CIOSI to Council at June 8th, 2021 Workshop for consensus  
4. Complete Analysis – August 1, 2021 
5. Return to Council Workshop on August 24, 2021for consensus

Administration:  Staff will coordinate the implementation of the deliverables.  Estimated staff hours 40.
