Glendale Zoning Ordinance Addition
• We are providing information and a draft ordinance to 
regulate temporary fencing in response to a City Code 
Review Committee request.

Temporary Fence: A structure used to enclose an outdoor 
activity or use for a defined period, that is contained fully 
above ground and includes no permanently implanted or 
affixed footings.

What is considered temporary?

• Many Valley cities have an approval process for 
temporary fencing. 
• If determined appropriate, permitting requirements or 
other criteria could be established in the new Unified 
Development Code.

Can it be regulated?

Zoning Ordinance Section 2.300 - Definitions:
• Fencing used to enclose outdoor activity
• Contained fully above ground
• No permanent footings allowed.

Zoning Ordinance Section 7.201 – Walls:
• Temporary fencing will require building permit.
• Permit valid for 180 days or until construction 
completion. 
• Can be extended if approved by Development Services.

Zoning Ordinance Section 7.201 – Walls:
• Permit, primary contact, and emergency access signage 
must be displayed on temporary fencing.
• Temporary Fencing limited to 8’ in height. 
• Street and intersection visibility must be maintained. 
• Barbed wire prohibited. 
• Fencing may utilize mesh or fabric screening material to 
screen construction or other activity from view.

Zoning Ordinance Section 7.201 – Walls:
• Failure to comply with the conditions, stipulations, or 
terms of the approval of a temporary fence permit will 
be a violation of the ordinance, and will be enforced as 
such.
