REZONING APPLICATION ZON21-08:  A request by David Cisiewski for a Minor
General Plan amendment to amend the 0.8 acre corner located at the northeast corner of
67th Avenue and Greenway Road from GC (General Commercial) to HDR20 (High
Density Residential, 12-20 du/ac) and Rezone 9.4 acres from C-2 (General Commercial)
and R-3 (Multiple Residence) to R-5 (Multiple Residence) to allow 182 multi-family
residential units, up to 3 stories at 19.46 dwelling units per acre.  The site is located at
the northeast corner of 67th Avenue and Greenway Road and is in the Sahuaro

REQUEST
A General Plan Amendment of 0.8 acres from GC (General Commercial) to HDR20 (High
Density Residential, 12-20 du/ac); and
Rezone the entire 9.4 acres from C-2 (General Commercial) and R-3 (Multiple
Residence) to R-5 (Multiple Residence).

REQUIRED ACTION
The Planning Commission must conduct a public hearing and determine if this request is
in the best long-term interest of the neighborhood and consistent with the General Plan.
BACKGROUND INFORMATION
General Plan Designation:
The current property General Plan land use designation is GC (General Commercial) and
HDR20 (High Density Residential, 12-20 du/ac).
Zoning: 
C-2 and R-3

Property Location and Size:
The property sits at the northeast corner of 67th Avenue and Greenway Road and is 9.4
acres.
 
Adjacent Uses and Zoning: 
North- Granada Estates, Unit 3, Single Family Residential R1-6 zoning.
South- Greenway Road and C-1 (Neighborhood Commercial) with
existing commercial development and R1-4 (Single Family Residential) an existing
subdivision.
East- Granada Estates, Unit 3, Single Family Residence R1-6 zoning.
West- 67th Avenue and C-2 (General Commercial) existing commercial retail
centers. 
History:
The property was annexed into the City of Glendale on December 26, 1979 (Annexation
Number 96).  The 0.8-acre property was rezoned to C-2 with zoning case Z84-73. The
remaining 8.6 acres was rezoned to R-3 with zoning case ZON06-04.
Project Details: 
This proposal is for a minor general plan amendment and rezone to allow for the
development of a multiple family residential apartment complex.  The property consists of
3 parcels and is currently vacant land. The project will include 12 buildings, 2 and 3
stories, with a total of 182 multi-family residential units that include 1, 2, and 3-bedroom
units in a private gated community. The applicant is proposing to include a dog park, a
resort style swimming pool, clubhouse, leasing office, spa, ramadas, an outdoor cooking
area, and a game area.  There will be 18,834 square feet of private open space areas in
the form of private balconies and private patios.  The project is required to provide 291
parking stalls which include 113 uncovered, 158 covered, and 24 private garages.  The
site will be landscaped per the City of Glendale Landscaping requirements for
Multi-Family zoned property.  
CERTIFICATE OF ADEQUATE SCHOOL FACILITIES:
Moderne at Arrowhead is within the Peoria Unified School District. The applicant met with
the school district to ensure adequate school facilities in the district.  The Peoria Unified
School District confirmed the school district has adequate facilities to accommodate the
applicant’s request. A copy of the certificate is provided as an attachment.
 
CITIZEN PARTICIPATION TO DATE:
Applicant’s Citizen Participation Process:
On June 8, 2021, the applicant mailed notification letters to adjacent property owners and
interested parties regarding a neighborhood meeting held on June 24, 2021. 3 residents
participated in the meeting and had questions on the design, landscaping and perimeter
wall. Overall, all 3 residents were in support of the project.  The applicant’s Citizen
Participation Final Report is attached. 
 
Planning Commission Public Hearing:
A Notice of Public Hearing was published in The Glendale Star on July 15, 2021.
Notification postcards of the public hearing were mailed to adjacent property owners and
interested parties on July 16, 2021. The property was posted on July 15, 2021.

STAFF FINDINGS AND ANALYSIS
Findings: 
The amendment is consistent with the policies and objectives of the City’s General
Plan, Zoning Ordinance, and Residential Design and Development policies.  
Promotes infill development within portions of the City where infrastructure is
already available.  
Contributes to the supply and diversity of housing.  
Overall furthers the public health, safety and general welfare of the citizens of
Glendale.  
Analysis: 
The proposed multi-family development will allow for infill development and provide
additional residential options in the general area.  
The rezoning request is consistent with the minor general plan amendment to allow
for a land use designation of HDR20.  
The applicant has met with representatives of the Peoria Unified School District
and the district has confirmed adequate school facilities exist.  
Transportation, Land Development Engineering as well as other City departments
have reviewed the proposal to assure adequate utilities, drainage, and
transportation migrations were considered to serve the proposed development and
to minimize the impact on existing or future adjacent development.  
RECOMMENDATION
The Planning Commission should recommend approval of GPA21-04, as written.
The Planning Commission should recommend approval of ZON21-08, subject to the

Development shall be in substantial conformance with the applicant’s Project 
Narrative, dated April 19, 2021. 
The Developer will be required to provide 65’ half street right of way for 67th 
Avenue to be in compliance with Section A-4 (3-M-3) in the City of Glendale’s 
Standard Detail G-303.  The Developer will be required to provide 75’ of half street 
right of way within 250’ of the intersection.  
The Developer will be required to provide 55’ half street right of way (measured 
from centerline) for Greenway Road to be in compliance with Section A-1 (2-1-2) in 
the City of Glendale’s Standard Detail G-302.  The Developer will be required to 
provide 65’ half street R/W within 250’ of the intersection.
A right turn lane on Northbound 67th Avenue is required and shall be 150’ in length 
and have a taper of 100’. 
A Minor Land Division is required to tie the parcels together (200-51-952B,
200-51-953A, and 200-51-953B).
All overhead utility lines, including communication lines and electric lines less than 
69 kv on or adjacent to the site shall be underground as part of this project.
A current Phase 1 ESA Assessment is required for easement and/or right of way 
dedications within 6 months of going to City Council.

PROPOSED MOTION

The Planning Commission should motion to recommend approval of GPA21-04 as
written.
The Planning Commission should motion to recommend approval of ZON21-08, with
stipulations provided in the staff report.
