Project Description. a. General Description of the Property. The property includes approximately 9.40 gross acres of vacant land, commonly known and numbered as Parcels 200- 51-953A, 200-51-953B, and 200-51-952B. This property is generally located at the northeast corner of 67th Avenue and Greenway Road, as shown below: b. Surrounding Zoning. The property is zoned R-3, except for the parcel at the immediate intersection corner (Parcel 200-51-953B) which is currently zoned C-2. At the present time, the property is vacant and undeveloped. Properties to the immediate north and east are zoned R1-6 and developed with single residential units as part of Granada Estates, Units 3. Properties at the southeast corner of the intersection are zoned C-1 and developed as a convenience store and R1-4 and developed for single family residential uses. The southwest quadrant of the intersection is development for single family residential land uses, all of which are zoned R1-6. Parcels at the northwest corner of the intersection are well developed with various commercia/retail uses, with all the lands being zoned C-2. A zoning map of the area is provided below. 3 c. Current General Plan Designation. As shown on the Envision Glendale 2040 General Plan Land Use Map below, the land use for most of the Property is designated as HDR 20 (12-20 du/ac), with only the corner parcel having a Land Use designation of GC (General Commercial). d. Proposed Development. The Applicant is proposing to develop the entire property as a multifamily development under a single lot configuration and to be used as a residential rental community. The multifamily development will include 182 residential units located in twelve (12) separate buildings within a private, gated community. The residential buildings will be design as 2-story an 3- story structures, along with 2-story carriage units along the eastern boundary line of the property. The proposed residential units will include a mixture of studio, 1 bedroom, and 2 bedroom units. Ample surface parking will be provided Property 4 throughout the development for tenant and guest use, with the carriage units providing private garages for the use of those tenants. The parking areas have been located throughout the property to act as partial buffer and setback areas to the existing residential developments to the north. The development will provide paved vehicular access from both Greenway Road and 67th Avenue to facilitate adequate private party and emergency vehicle access to the project. Additionally, the development will provide a large community area and leasing office near the north-central portion of the project as an amenity to the residents. e. Specific Planning Request - Minor General Plan Amendment for the Commercial Corner and Rezoning to an R-5 Zoning District. So as to accommodate the unique development challenges for this parcel, the Applicant is requesting a Minor General Plan Amendment amending the General Plan designation for corner parcel only to HDR20 (12-20 du/ac) to bring this corner parcel into land use conformity with the remainder of the property. Concurrently the Applicant is requesting a Rezoning of the Property to an R-5 zoning designation to obtain the required entitlements for the development of the property with the proposed multifamily development. The requested Rezoning is appropriate to allow for the development of a long-vacant parcel, to provide for new and more diverse housing choices for the local community and to provide for a more aesthetically pleasing and desirable development for this parcel as a benefit to the surrounding residentially developed lands. 2. Public Notification Techniques. The Planning Department has determined that a notification letter is the most appropriate method of public notification for this project. A copy of the proposed notification letter is attached hereto as Exhibit A. 3. Public Notification. The public notification letters required under Section 2 above, will be mailed to each of the following: a. All property owners of record within 500 feet of the project site. A notification area map is attached hereto as Exhibit B and those property owners to be notified ate listed on Exhibit C. All property owners in this notification area will be notified. b. Notification will also be sent to those Homeowners Associations and Registered Neighborhood Groups and their representatives listed in Exhibit C and as otherwise provided by the case Planner. c. Notification will also be sent to those “Interested Parties” listed in Exhibit C and as otherwise provided by the case Planner. d. Notification will also be sent to those individuals provided on the Additional Notification List, as provided by staff, and included in Exhibit C. All notices will be mailed at least 14 days prior to the date of the neighborhood meeting. Subsequent meetings with interested parties and concerned citizens will be scheduled as needed to address site specific issues related to the project. 5 4. Identification of Direct and Indirect Impact. Those parties most directly impacted by the proposed residential development are those current property owners directly abutting the boundaries of the project site. Notification will be sent to all parties who may be affected, directly or indirectly, and those individuals who expressed interest or concern. 5. Potential Concerns of those Impacted by the Project. Based upon the applicants experience with similar projects in the City, it is anticipated that some of the possible concerns that may be raised by those potentially impacted parties may include the following: a. Building height; b. Landscape buffering c. Community amenities; and d. Vehicular access to the community Based upon the proposed project design, the Applicant believes these potential concerns have been adequately addressed. 6. Venue for Public Input, Questions and Comments. All those potentially affected parties will be provided a venue to voice their opinions, ask questions and provide comments regarding the proposed project through an open community meeting and through direct contact with the Applicant, either by email or telephone, at any time during the course of the project, through and including the public hearing process. 7. Additional Notification Procedures. In the event there are changes or amendments to the proposed development after the Applicants initial contact and communication with the community, an additional notification letter will be mailed to all those parties listed in Section 3 (a-d) of this Plan. 8. Citizen Participation Information to City. Information obtained by the Applicant through the Citizen Participation process will conveyed to the City staff on an on-going basis throughout the process, including via email, telephone and other correspondence. Relevant correspondence received by the applicant from concerned Citizen will delivered to the Planner for inclusion in the case file. 9. Request: Minor General Plan Amendment for the approximately 0.8 acre portion of the Property and Rezoning of the entire Property to an R-5 zoning district. The purpose of this letter is to inform you of a neighborhood meeting regarding the above referenced project in compliance with Glendale’s citizen participation process. This meeting is scheduled to inform interested parties about the design and land uses and to answer any questions regarding the project. I have attached a conceptual site plan for the proposed project for your reference.
