Glendale City Code Addition

We are providing information and a 
draft ordinance to designate 
deteriorated rental properties as a 
“Slum Property” in response to a 
City Council Item of Special Interest.

ARS 33-1901 through 1906

Authorizes cities to designate a deteriorated 
rental property if one or more of the following 
conditions exist:

Structurally unsound exterior surfaces, roof, doors, floors, 
stairwells, porches or railings;

Lack of potable water, adequate sanitation facilities, 
adequate water or waste pipe connections;

Hazardous electrical systems or gas connections;

Lack of safe, rapid egress;

Accumulation of human or animal waste, medical or 
biological waste, gaseous or combustible materials, 
dangerous or corrosive liquids, flammable or explosive 
materials or drug paraphernalia.

Benefits

• Record the designation with Maricopa County
• The designation creates a stigma that 
encourages owners to respond
• The Court may assign a receiver to take control 
of the property
• The receiver can make necessary repairs to the 
property
• The receiver can terminate or modify existing 
lease agreements

In Addition

•The City can file a lien on the property for 
expenses 
•The City can perform inspections at any 
time at the owner’s expense
•Must be a process for an owner to appeal 
the designation
