Purpose of Agreement

• Define roadway ownership and maintenance 
responsibilities for both the City of Glendale 
and Maricopa County Department of 
Transportation (MCDOT).
–Rapid growth within the Loop 303 area
–New/frequent annexations
–Partial roadway segments
–Half-streets (dual ownership/maintenance)

Area Covered by the Agreement

• Agreement boundaries:
–North: Peoria Avenue
–South: Camelback Rd
–East: Litchfield Road
–West: Citrus Road
• This area is referred to 
as the “New Frontier.”

Current Roadway Ownership

• Most roadway segments in the area are 
currently owned and maintained by the 
County, except for the areas listed below:
–Northern Parkway: Sarival Avenue ¼ mile west of 
the Litchfield Park traffic interchange
–Glendale Avenue: Cotton Lane to Sarival Avenue
–Bethany Home Road: Loop 303 to Sarival Avenue
–Sarival Avenue: Bethany Home Road to ½ mile 
North of Glendale Avenue, and a ½ mile segment 
south of Olive Avenue 
–Reems Road: ¼ mile south of Northern to Olive Ave

Future Roadway Costs

• Future costs (excluding major rehabilitation 
and construction):
– Roadways without development potential will cost 
the City approximately $13.5 Million to construct –
“Programmed” to be funded by the current SILF or 
future DIF.
– Annual maintenance cost estimated at $80,000 per 
year (significantly less for the next several years).

Does not include pavement rehabilitation costs
•
$195,067/Mile every six years or $32,511/Mile/Year
