Camelback Road Seventh Floor Phoenix, AZ 85016 602.452.2712 sta@tblaw.com APPROVED 29 SEP 2021 City of Glendale Planning Division The Capistrano (fka Nirvana at Zanjero) 2 Citizen Participation Report, November 28, 2021 CITIZEN PARTICIPATION REPORT The Capistrano (fka Nirvana at Zanjero) Minor General Plan Amendment and PAD Rezoning Application INTRODUCTION On behalf of Nirvana at Zanjero, LLC Tiffany & Bosco, P.A. submits this Citizen Participation Report in association with the proposed applications for The Capistrano Minor General Plan Amendment and PAD rezoning application for the approximately 7.5 acre property generally located northwest of the northwest corner of 91st Ave. and Glendale Ave. at 7410 N. Zanjero Blvd., Glendale, Arizona 85305 (the “Property”). The Property is identified by the Maricopa County Assessors as Parcel Number 142-56-033. The development team understands the importance of reaching out to the City and key stakeholders to discuss the project and ensure that positive relationships are created with citizens, property owners, business owners, homeowner’s associations, and other interested parties. Therefore, the development team sent notification letters to affected neighbors, interested parties, and impacted school districts. Camelback Road, Seventh Floor Phoenix, Arizona 85016-9240 602-452-2712 sta@tblaw.com OUTREACH REPORT In accordance with the preceding Citizen Participation Plan, the Applicant sent notification letters to affected neighbors, interested parties, and impacted school districts. The Applicant contacted the Raymond S. Kellis High School and the Sun Valley Elementary School on August 24, 2021. The schools were given until September 1, 2021 to complete the certificate of adequate school facilities and were told if no response was received by September 1, 2021, the development team would assume the schools could accommodate the proposed development. To date, we have not received a response from either school. The attached Notification Letter with exhibits, dated September 10, 2021, was sent to property owners located within 300’ of the Property and to those parties on the Citywide and Yucca District outreach contact list, as provided by staff. The Notification Letters informed recipients of the application and delineated how to contact the development team or City staff with comments or questions. Glendale Ave., Suite 212 Glendale, AZ 85301 Neighborhood Meeting The City of Glendale (the “City) staff determined a neighborhood meeting was not required. Therefore, the development team did not hold a neighborhood meeting. However, the development team maintained constant communication with Councilmember Joyce Clark’s office, City staff, and relevant parties. Ongoing Communications To date, the development team has received correspondences from two interested parties. Each correspondence took the form of comments regarding area traffic, the City’s General Plan, wanting single family homes in the area. The development team took into consideration the comments, but felt they have been addressed with the Application Traffic Study and explanations of the proposed project. Nonetheless, the development team will continue to engage with the community and will answer any questions received from the community. CONCLUSION Each Citizen Participation and Outreach requirement set forth by the City Zoning Ordinance has been met. As stated above, should any additional commentary be received, we will promptly provide it to the City. We are committed to addressing and understanding any issue that may arise from the proposal, therefore, an open dialogue will continue. Zanjero Blvd., Glendale, Arizona 85305 (the “Property”). The Property is identified by the Maricopa County Assessors as Parcel Number 142- 56-033. The proposal is to amend the General Plan from Corporate Commerce Center (CCC) to Entertainment Mixed Use (EMU) and to rezone the property from the existing Zanjero PAD to the Nirvana at Zanjero PAD to allow for approximately 42 du/acres (See attached aerial map and conceptual site plan). The approval of these Application will allow for the development of approximately 314 dwelling units on the Property, which will include repurposing the existing 3-story building on the Property to be used for a multifamily residential uses, constructing new four-story buildings along the Property’s western and northern boundaries, and programming new amenities for residents into the overall development. Additionally, limited commercial uses would be allowed as part of the development, as the market dictates. The development team understands the importance of working with the City, our neighbors, and key stakeholders to discuss the project and ensure that positive relationships are created with citizens, property owners, business owners, homeowners associations, and other interested parties. We anticipate that hearings before the Glendale Planning Commission and Glendale City Council will be scheduled by City staff in the future. You should receive a subsequent mailing identifying the date and location of those hearings when they are scheduled.
