ORDINANCE NO. O21-93
AN ORDINANCE OF THE COUNCIL OF THE CITY OF
GLENDALE,
MARICOPA
COUNTY,
ARIZONA,
AUTHORIZING AND DIRECTING THE CITY MANAGER TO
ENTER INTO A FOOD BANK LEASE AGREEMENT WITH
PHOENIX GOSPEL MISSION DBA PHOENIX RESCUE
MISSION, FOR THE PURPOSE OF WAREHOUSING AND
DISTRIBUTING FOOD TO LOW- AND MODERATE-INCOME
PERSONS; AND ORDERING THAT A CERTIFIED COPY OF
THE FOOD BANK LEASE AGREEMENT AND THIS
ORDINANCE BE RECORDED; AND DECLARING AN
EMERGENCY
WHEREAS, the City desires that the property located at 5605 North 55th Avenue, owned
by the City of Glendale, be leased to Phoenix Gospel Mission DBA Phoenix Rescue Mission;
and
WHEREAS, the Charter of the City of Glendale requires the lease of public property to
be accomplished by ordinance; and
WHEREAS, the immediate enforcement of the provisions of this Ordinance is necessary
for the preservation of the public peace, health, and safety of the City of Glendale, an emergency
is hereby declared to exist, and this Ordinance shall be in full force and effect from and after its
passage, adoption, and approval by the Mayor and Council of the City of Glendale, and it is
hereby exempt from the referendum provisions of the Constitution and laws of the State of
Arizona.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:
SECTION 1. That the City Manager and the City Clerk be authorized and directed to
execute the Food Bank Lease Agreement with Phoenix Gospel Mission DBA Phoenix Rescue
Mission, for the property located at 5605 North 55th Avenue, for a five-year period. No
substantive changes shall be made to the Food Bank Lease Agreement without further Council
approval. A copy of said lease is on file with the Clerk of the City of Glendale.
SECTION 2. That the City Clerk be instructed and authorized to forward a certified copy
of this ordinance along with the Food Bank Lease Agreement for recording to the Maricopa
County Recorder’s Office.
SECTION 3. That the provisions of this ordinance shall become effective January 7,
2022 and expire January 6, 2027.
