GPA21-07, ZON21-19 & DR21-47 APPROVED 11 OCT 2021 City of Glendale Planning Division Page 2 of 4 Citizen Participation Final Report Sparrow Arrowhead Brief Description of Proposal The purpose of this Citizen Participation Final Report is to provide results of the implementation of the Citizen Participation Plan for Sparrow Capital Partners, LLC (“Sparrow”) who is proposing a Planned Area Development (“PAD”) amendment on approximately 7.44 acres located north of the northwest corner of 51st Avenue and Bell Road (the Site”) to allow for an active adult (55+) highly amenitized multifamily community known as Amberlin Arrowhead. Amberlin Arrowhead will consist of approximately 204 multifamily units. The units will be a combination of efficiency/one bedroom and two bedroom units. Traffic generated from the proposed active adult community will be significantly less than the uses that are currently permitted on the Site and less than a traditional multifamily development This report provides information about how we reached out to citizens, neighbors, nearby businesses, public agencies and interested persons to talk with them about and gather their input on the proposed plans and actions addressed in the Application. Comments, sign-in sheets, petitions, letters, summary sheets, and other material are included with this report. Brief Overview of the Elements of the CPFR The Site is currently vacant. The property north of the Site is zoned R1-8 where there exist single family homes. 51st Avenue borders the Site’s east boundary and there is an existing community shopping center east of 51st Avenue that is zoned PSC (Planned Shopping Center) in the City of Phoenix. The property located west of the Site is currently vacant and zoned PAD (part of the “51 Campana PAD” and currently planned for a self- storage center), and there are multiple of commercial pads (also part of the “51 Campana PAD”) south of the Site which include several existing drive-thru restaurants, an emergency medical office, and still-vacant pads zoned for commercial/office uses. Page 3 of 4 The Site is designated on the City’s General Plan as Planned Commercial (“PC”) and the Site is zoned PAD (“51 Campana”). Sparrow is requesting a minor amendment to the Site’s existing General Plan designation of PC to HDR-30. Sparrow’s proposed development plans are consistent with the HDR-30 land use designation. Notification for Neighborhood Meetings In accordance with staff’s recommendations, the applicant initiated the Citizen Participation Process before formally filing the GPA/Rezone submittal. Accordingly, a virtual neighborhood meeting was conducted on May 12, 2021. Notification letters were mailed on April 27, 2021 to the 300’ owners which included specific information about the proposed development, a plan of the proposed development, and the date and time of the neighborhood meeting. The letter with attachments is attached at Exhibit 1. The lists of persons/entities who received the neighborhood notice letter is attached at Exhibit 2. The 300’ list was obtained from the Maricopa County Assessor’s website. Copies of the neighborhood summary and registration list are attached at Exhibit 3. A second virtual neighborhood meeting was held on September 29, 2021. In that regard, a notification letter was mailed out on September 14, 2021 to the list of 300’ owners [Exhibit 2], interested parties and additional notifications [Exhibit 4] which again provided specific information about the proposed development, a plan of the proposed development, and the date and time of the virtual neighborhood meeting. The letter with attachments and Affidavit of Mailing is attached at Exhibit 5. Only one neighbor attended the September 29, 2021 virtual neighborhood meeting. Copies of the neighborhood meeting summary is attached at Exhibit 6. Sign Posting Once hearing dates have been set, signs will be posted on the Site at least 15 days prior to the Planning & Zoning Commission hearing. Page 4 of 4 Mailing Labels The most current 300’ ownership list and interested parties/additional notification parties list is attached at Exhibit 7. Mailing labels will be submitted under separate email to be used by Staff for any future meeting and/or hearing notices to the neighbors and interested/additional notification parties. Conclusion At this time, no one has expressed concerns with the proposed development. Do you have efficiencies, one and 2 bedrooms? A. Have difference size 1 bedrooms – 4 plans. Start at about 650 sf. The smallest 2 bedroom is 917; largest is 1275. 2. The average age of 70 seems low. A. Age breakdown is %20 55-64 years old; 40% 65-74 years old; and 40% 75+. 3. What are the names of some of your other facilities? A. There is Mera City Center in Surprise and Mera Westgate in Glendale. This proposed development will be a little different than Westgate. This development will have a 1 story clubhouse instead of 2 story clubhouse. The fit and finish will be the same. 4. Who owns Sparrow? A. Sparrow Partners is a private company. There are 2 capital partners. One is a REIT and the other is a private equity firm. 5. The development looks very nice. Is there food and nursing care available? A. There is no food, beverage or nursing care available. It is strictly an apartment development. Those other type facilities are 2 times or higher per month. This community will have about 30-40 activities per month, such as painting, sculpting, dance, much more than a conventional apartment community. There are amenities going on every day. It helps keep the community connected. 6. What about prices? A. Average price is about mid-$1700, efficiencies $1,000, largest $2,500. Pricing at the Surprise development would be somewhat comparable. The clubhouse in the Surprise development will be opening up in about 10 days. 7. Has this been approved yet? A. It is in the planning stages. We have had a pre-app with the City and have not filed a rezoning case yet. 8. This would be great for her mom. It sounds wonderful. A. Sparrow is passionate in what they do. Lot of folks move in and find lots of job 9. Will there be transportation for the residents? A. No. The development is designed with a porte-cochere. The ride service can meet the residents under the porte-cochere cover. 10. Are these apartments the same as Mera City Center? A. The configuration of buildings is different. The building has been pulled further away from the residents to the north. The floor plans are the same.. 11. When will the development be built out? A. Need to go through Rezoning, DR, General Plan, which could take approx. 6 months; another 3-4 months to obtain permits. Move-in could be open in 15 months. 12. Is there a buy-in fee? A. No. Generally do 1-2 year leases. 13. Will there be another zoom mtg? A. Not sure yet. Expect the P&Z meeting would be about 5 months away. 14. Both are very interested in the community. A. Can visit the website or community and will be connected to the marketing list. 15. Any pushback from anybody about building apartments? A. We have had no push back so far. 16. Surprised they were the only 2 on the call. A. Most people are fine with senior housing.
