RESOLUTION NO. R22-27
A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, MARICOPA COUNTY, ARIZONA, APPROVING 
THE 2022 APPLICATION FOR HISTORIC PRESERVATION 
HERITAGE 
FUNDS 
FOR 
WEATHERIZATION 
AND 
STABILIZATION FOR THE FIRST UNITED METHODIST 
CHURCH SANCTUARY.
WHEREAS, the Legislature under A.R.S. Sec. 41-503 has authorized the establishment 
of the Historic Preservation Heritage Fund Program providing funds to the State of Arizona and 
other eligible applicants for the purpose of preserving historic and prehistoric resources; and
WHEREAS, the Arizona State Parks Board (BOARD) is responsible for the 
administration of the program within the State, setting up necessary rules and procedures 
governing applications under the program; and
WHEREAS, such adopted procedures established by the BOARD require the applicant to 
certify by resolution the approval of applications, signature authorization, the availability of local 
matching funds, and authorization to sign a Participant Agreement with the BOARD; and
WHEREAS, the proposed project must be consistent with the Arizona Historic 
Preservation Plan.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:
SECTION 1.  That the City of Glendale approves the filing of an application for the 
Historic Preservation Heritage Fund grant for assistance of $135,598 which is 48.6% of the total 
project cost of $279,195. 
SECTION 2.  That the City of Glendale certifies that the City of Glendale will comply 
with all appropriate state and federal regulations, policies, guidelines, and requirements as they 
relate to the application.
SECTION 3. That the City of Glendale agrees to comply with all appropriate procedures, 
guidelines, and requirements established by the BOARD as a part of the application process.
SECTION 4.  That a matching cash amount of $135,597 will come from the First United 
Methodist Church Bank of America dedicated cash savings account and an in-kind match of $
8,000 provided by the City of Glendale.  The total match of $143,597 equals 51.4% of the total 
project cost.
SECTION 5.  That the City of Glendale approves the First United Methodist Church 
grant application as agent of this specific project to conduct all negotiations, execute and submit 
all documents including, but not limited to, applications, agreements, amendments, billing 
statements, etc. which are necessary for the completion of the aforementioned project in 
accordance with all appropriate state and federal regulations, policies, guidelines, and 
requirements as they relate to the application and project.

PASSED, ADOPTED AND APPROVED by the Mayor and Council of the City of 
Glendale, Maricopa County, Arizona, this 22nd day of March, 2022.
