RESOLUTION NO. R22-41 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, APPROVING AND AUTHORIZING SUBMISSION OF THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2022-2023 TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND FOR ACCEPTING A COMMUNITY DEVELOPMENT BLOCK GRANT IN THE ESTIMATED AMOUNT OF $2,459,350, A HOME INVESTMENT PARTNERSHIPS PROGRAM ALLOCATION IN THE ESTIMATED AMOUNT OF $686,496 AND AN EMERGENCY SOLUTIONS GRANT FUNDING IN THE ESTIMATED AMOUNT OF $211,275 AND APPROVING AND AUTHORIZING SUBMISSION OF THE FISCAL YEAR 2021-22 SUBSTANTIAL ANNUAL ACTION PLAN AMENDMENT. WHEREAS, in accordance with the federal regulations found at 24 CFR 91, the City of Glendale is required to submit an Annual Action Plan to the U. S. Department of Housing and Urban Development (“HUD”) for its Community Development Block Grant (“CDBG”), HOME Investment Partnerships (“HOME”) and Emergency Solutions Grants (“ESG”) funding; and WHEREAS, the Annual Action Plan “AAP” allocates funding for a specific program year to activities that advance the goals of the City’s Five-Year Consolidated Plan, which is a strategic plan to identify and meet the needs of the Glendale low-to-moderate income community for decent housing, a suitable living environment and expanded economic opportunities; and WHEREAS, HUD has not issued grant final allocations for the CDBG, HOME and ESG programs and allows grantees to approve AAPs with estimated allocations provided that AAPs contain contingency language stipulating how the City will adjust its allocations to equal the final grant allocation amount; and WHEREAS, the City will adjust the AAP activity allocations on a pro rata basis prior to submission to HUD; and WHEREAS, it is in the best interests of the citizens of Glendale, especially those of low-to- moderate income that the City accept such funding; and WHEREAS, modifications to either the Consolidated Plan or the Annual Action Plans that exceed thresholds in 24 CFR 91 necessitate the completion and submission of a Substantial Plan Amendment; and BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. That the City’s Annual Action Plan for FY 2022-2023 and Substantial Amendment to the FY 2021-22 Annual Action Plan are hereby approved. The Annual Action Plan and Substantial Plan Amendment are on file in the office of the City Clerk and copies are available for review/inspection at the followinglocations: Community Revitalization Glendale Municipal Office Complex 5850 West Glendale Avenue, Suite 107 Glendale, Arizona 85301 Community Housing Administration Office 6842 North 61st Avenue Glendale, Arizona 85301 Community Action Program Office Glendale Municipal Office Complex 5850 West Glendale Avenue, Basement Level Glendale, Arizona 85301 Foothills Branch Library 19055 North 57th Avenue Glendale, Arizona 85308 Glendale Main Library 5959 West Brown Street Glendale, AZ 85302 Velma Teague Branch Library 7010 North 58th Avenue Glendale, Arizona 85301 SECTION 2. That the City Manager or designee is hereby authorized and directed to submit the City’s FY 2022-23 Annual Action Plan and FY 2021-22 Substantial Amendment to the U.S. Department of Housing and Urban Development and execute any and all necessary documents on behalf of the City of Glendale to make such submission. SECTION 3. That the City Council of the City of Glendale hereby accepts the following: (1) Community Development Block Grant entitlement from the U.S. Department of Housing and Urban Development for FY 2022-2023 in the estimated amount of $2,459,350; (2) the HOME Investment Partnerships Program allocation from the Maricopa HOME Consortium for FY 2022-2023 in the estimated amount of $686,496, and (3) the Emergency Solutions Grants Program funding provided by the U.S. Department of Housing and Urban Development for FY 2022-2023 in the estimated amount of $211,275. SECTION 4. That the City will adjust the final Annual Action Plan activity allocations on a pro rata basis once HUD issues final grant applications and prior to submission of the AAP to HUD. SECTION 5. That the City Manager or designee is hereby authorized and directed to execute all agreements and documents necessary to effectuate the allocation of funds received under the above programs to the approved entities so long as the allocations are consistent with the Council-approved Annual Action Plan and compliant with the National Environmental Policy Act (NEPA), and all applicable environmentalregulations.
