INTRODUCTION  
 
The City of Glendale’s HUD Annual Action Plans (AAP) detail the community’s funding strategy to expend 
Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), and HOME 
Investment Partnerships Program each year.  The Plans implement the goals of the City’s Five-Year 
Consolidated Plan by funding allocations to specific activities that advance these goals, and are 
developed through significant public input, analysis, and planning.  
 
Title 24 Section 91.505 of the Code of Federal Regulations stipulates that communities shall amend their 
approved plans whenever they make one or more of the following decisions:  
 
1. To make a change in its allocation priorities or a change in the method of distribution of funds;  
2. To carry out an activity, using funds from any program covered by the Consolidated Plan 
(including program income) not previously described in the action plan; or 
 
3. To change the purpose, scope, location, or beneficiaries of an activity. 
 
 
The regulation further requires that jurisdictions identify in their Citizen Participation Plans the criteria 
they will use for determining what constitutes a substantial amendment. As a member of the Maricopa 
HOME Consortium the City follows the Consortium’s FY Citizen Participation Plan. Consistent with these 
requirements, the City identified three criteria that will require a substantial amendment:  
 
1. Changes in the use of CDBG/ESG funds from one eligible activity to another; or 
2. An activity is undertaken that was not previously included in the Consolidated Plan or 

subsequent Annual Action Plans; or 
3. More than twenty percent of an activity budget is proposed to be reallocated to another eligible 
program activity. 
 
 
The proposed substantial amendment triggers all three of these criteria, including: 1. changing the use 
of CDBG and/or HOME funds from one eligible activity to another; 2. creation of a new activity not 
previously included in existing Annual Action Plans; and 3. reallocation of 20% or more in CDBG and/or 
HOME funds from one activity to another eligible activity.  
 
CONTENT OF THE SUBSTANTIAL AMENDMENT  
 
With this Substantial Amendment, the City proposes to reallocate $442,193.36 in Community 
Development Block Grant (CDBG) funds from various activities to a new activity that will allow the City 
to provide a variety of housing stabilization services to residents who are homeless or at risk of 
homelessness.  This Substantial Amendment will also program $116,072.47 in Home Investment 
Partnerships (HOME) program income and recaptured funds to continue support of the City’s Tenant-
Based Rental Assistance Program.  Reallocation of these funds is necessary to realign final activity 
expenditures with existing Annual Action Plan allocations and repurpose unexpended funding from

completed or cancelled activities.  The following table outline the changes to the PYs 2019-20 and 2020-

As shown above, the City of Glendale will reprogram $442,193.36 ($281,668.11 from FY 2019-20 and 
$160,525.25 from FY 2020-21) in annual entitlement CDBG funds to a new activity called housing 
stabilization services.  These services may include but are not limited to: rent and utility assistance 
(including deposits), application fees, credit reports, financial incentives to landlords, transportation 
services to clients, hotel vouchers, basic necessities, case management services, and others.  The 
purpose of this activity is to provide the City with an internally accessible flexible option to assist clients, 
most of whom are homeless or at imminent risk of homelessness. 
 
In addition to the housing stabilization services funded with unprogrammed CDBG funds, the City will 
also reprogram $116,072.47 in program income and recaptured Home Investment Partnerships (HOME) 
funds to supplement the City’s Tenant-Based Rental Assistance Program operated by A New Leaf.  This

agency is currently under contract with the City to operate this program, and additional funds will be 
used to provide rental and utility assistance (including deposits and other necessary rapid rehousing 
expenses) to clients experiencing homelessness.

In accordance with 24 CFR 91.105(c)(3), the City adhered to its Citizen Participation Plan in order to 
obtain input on the proposed Substantial Amendment.

Following the 30-day public comment period and public hearing, the Glendale City Council is expected to 
take action on this Substantial Plan Amendment at a regular meeting on Tuesday, April 26, 2022.

for approximately $2.5 million of Community Development Block Grant (CDBG) and approximately 
$217,000 of Emergency Solutions Grant (ESG) funding. 
 
The draft FY 2022-23 Annual Action Plan and FY 2021-22 Substantial Plan Amendment will be 
available for a 30-day public comment period beginning Friday, March 18, 2022 and close on Sunday, 
April 17, 2022. All residents, property and business owners, partnering agencies and other 
stakeholders of the City of Glendale are encouraged to submit written comments or questions
