Each year, the Department of Housing and Urban Development requires the city to adopt 
changes to its Agency Plan. Included in this plan are the policy documents that govern the two 
programs administered by the Glendale Housing Authority. The documents include the 
Admissions and Continued Occupancy Policy which governs the city’s Conventional Public 
Housing program (Conventional Public Housing Program) and the Housing Choice Voucher 
Administrative Plan (Housing Choice Voucher program).
The plan changes to be effective July 1, 2022, include a minor change. Both plans can be found 
on the city’s website at www.glendaleaz.com/publichousing.  Below is a summary of the 
changes.
Summary of Changes

Expanded the definition of a family on the HCV Administrative Plan only to match HUD’s 
definition which now states a family may include families consisting of a single person who is 
a youth.

The definition of a foster youth was added which is defined as "Youth at least 18 years old 
and not more than 21 years old who left foster care at age 16 or older and who lack 
adequate housing.”

No changes to the Public Housing ACOP.

Additional details regarding the use of Project Based Vouchers are included as follows:  
The Glendale Housing Authority intends to commit up to 20% of its Housing Choice 
Vouchers to be utilized as Project Based Vouchers to attract new development of quality 
affordable housing in Glendale.  The Glendale Housing Authority intends to award Project 
Based Vouchers in conjunction with State of Arizona Low Income Housing Tax Credit 
competitive awards, Maricopa County competitive awards, or through conducting a request 
for proposals. The city is targeting developments located near transit corridors, in the 
Glendale Centerline Overlay District, near employment centers, and in areas that do not 
contain a high concentration of low-income households.
