•The council may, by ordinance, create boards or commissions 
as in its judgment are required or as are now or hereafter 
provided by law, and may grant to them such power and 
duties as are not consistent with the provisions of this charter 
(Glendale City Charter, Article V).
•Need for consistency and clarity.  
•Studied and reviewed by the Government Services 
Committee with staff support from the offices of the City 
Clerk and City Attorney.
