BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session 
at 9:30 AM on Wednesday, January 8, 2025, in the Sullivan/Supervisors’ Conference Room 
301 W Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present:  Thomas 
Galvin, Chairman, District 2;  Kate Brophy McGee, Vice Chairman, District 3;  Mark Stewart, 
Supervisor, District 1;  Debbie Lesko, Supervisor, District 4; Steve Gallardo, Supervisor, District 
5. Also present: Juanita Garza, Clerk; Mia Vargas, Minutes Coordinator (remote); Jen Pokorski, 
County Manager; Brooke Worcester, Legal Counsel.

EXECUTIVE SESSION
Vote to convene in Executive Session to consider the items on the Executive Agenda 
dated Wednesday, January 08, 2025, for Board of Supervisors and relevant Special 
Districts pursuant to the statutory authority listed for each item.
Motion to approve by Supervisor Kate Brophy McGee, seconded by Supervisor Mark 
Stewart

OPEN SESSION
OPEN SESSION RECONVENED 
After discussion in Executive Session, the Board reconvened in Open Session.
The Chairman reconvened the Board in the Board of Supervisors Conference Room.
Supervisor Gallardo attended the open session remotely.

MARKET RANGES
Pursuant to A.R.S §11-251 (38) and 251 (51), approve the addition, replacement, 
and/or deletion of Market Ranges to the authorized comprehensive listing of employee 
compensation Market Ranges previously approved by the Board of Supervisors and 
approve 
the 
addition 
and/or 
replacement 
of 
bi-weekly 
stipends 
for 
management/professional assignments (MPA) based upon the employee’s full-time 
equivalent (FTE) status. See the attached spreadsheet for new and updated Market 
Ranges. (C-31-25-028-X-00)

CHIEF DEPUTY COUNTY SHERIFF APPOINTMENT
Pursuant to ARS §11-409 and ARS § 11-419(C) approve the appointment and the 
salary of the Chief Deputy Sheriff effective January 8, 2025, as discussed in Executive 
Session. (C-31-25-030-X-00)
Vice Chairman Kate Brophy McGee made a motion to approve the appointment of 
Jeffrey Gentry as the Chief Deputy Sheriff at a salary of $209,636, seconded by 
Supervisor Mark Stewart

CHIEF DEPUTY SUPERINTENDENT OF SCHOOLS APPOINTMENT
Pursuant to ARS §11-409 and ARS § 11-419(C) approve the appointment and salary 
of the Chief Deputy Superintendent of Schools effective January 8, 2025, as discussed 
in Executive Session. (C-31-25-029-X-00)
Vice Chairman Kate Brophy McGee made a motion to approve the appointment of 
Dajana Zlaticanin as the Chief Deputy Superintendent of Schools at a salary of 
$140,000, seconded by Supervisor Debbie Lesko

CHIEF DEPUTY ASSESSOR APPOINTMENT
Pursuant to ARS §11-409 and ARS § 11-419(C) approve the appointment and salary 
of the Chief Deputy Assessor effective January 8, 2025, as discussed in Executive 
Session. (C-31-25-031-X-00)
Vice Chairman Kate Brophy McGee made a motion to table the appointment of the 
Chief Deputy Assessor, seconded by Supervisor Mark Stewart

JUDICIAL OFFICER SALARY INCREASES
In accordance with A.R.S. 42-17106(B), approve the following adjustments to the FY 
2025 budget:
1. Decrease the expenditure appropriation in the Non Departmental (D470) General 
Fund (100) Operating (OPER) “Unreserved Contingency” (4711) budget line by 
$1,099,263.
2. Increase the expenditure appropriation in the Superior Court (D800) General Fund 
(100) Operating (OPER) budget by $932,245.
3. Increase the expenditure appropriation in the Justice Courts (D240) General Fund 
(100) Operating (OPER) budget by $167,018.
These actions will have a County-wide net impact of $0 and they do not alter the budget 
constraining the expenditure of local revenues duly adopted by the Board pursuant to 
A.R.S. 42-17105.
The State legislature passed HB2897 in the most recent session, which increased the 
Judges salary to $200,000 over a two-year period. The first increase to $190,000 is 
effective on 1/1/2025. This also impacts Court Commissioners who earn 90% of a 
Judges salary and Justices of the Peace who earn 70% of a Judges salary. Maricopa 
County is responsible for paying 50% of the Judges salary and 100% of the Court 
Commissioners and Justice of the Peace salaries. (C-18-25-045-X-00)

ELECTED OFFICIAL SALARY INCREASES AND OTHER BUDGET AMENDMENTS
In accordance with A.R.S. 42-17106(B), approve the following amendments to the FY 
2025 budget:
 
1. Increase the expenditure appropriation for the County Attorney (D190) General Fund 
(100) Operating (OPER) budget by $17,604.
2. Increase the expenditure appropriation for the Assessor (D120) General Fund (100) 
Operating (OPER) budget by $17,604.
3. Increase the expenditure appropriation for the Recorder (D360) General Fund (100) 
Operating (OPER) budget by $17,604.
4. Increase the expenditure appropriation for the Sheriff (D500) General Fund (100) 
Operating (OPER) budget by $17,604.
5. Increase the expenditure appropriation for the Superintendent (D370) General Fund 
(100) Operating (OPER) budget by $17,604.

6. Increase the expenditure appropriation for the Treasurer (D430) General Fund (100) 
Operating (OPER) budget by $17,604.
7. Increase the expenditure appropriation for the Board of Supervisors District 1 (D010) 
General Fund (100) Operating (OPER) budget by $17,604.
8. Increase the expenditure appropriation for the Board of Supervisors District 2 (D020) 
General Fund (100) Operating (OPER) budget by $17,604.
9. Increase the expenditure appropriation for the Board of Supervisors District 3 (D030) 
General Fund (100) Operating (OPER) budget by $17,604.
10. Increase the expenditure appropriation for the Board of Supervisors District 4 
(D040) General Fund (100) Operating (OPER) budget by $17,604.
11. Increase the expenditure appropriation for the Board of Supervisors District 5 
(D050) General Fund (100) Operating (OPER) budget by $17,604.

Decrease the expenditure appropriation for the Non Departmental (D470) 
General Fund (100) Operating (OPER) budget in the line "Elected Official Salary 
Increase - Legislation" (4711) by $193,644. 
The State legislature passed HB2700 in 2021, which increased the salaries for the 
County Attorney, Assessor, Recorder, Sheriff, Superintendent of Schools, Supervisors 
and Treasurer by $20,000 annually effective January 1, 2025.
Additionally, in accordance with A.R.S. 42-17106(B), approve the following 
amendments to the FY 2025 budget:
13. Increase the expenditure appropriation for the Board of Supervisors District 1 
(D010) General Fund (100) Operating (OPER) budget by $85,293.
14. Increase the expenditure appropriation for the Board of Supervisors District 2 
(D020) General Fund (100) Operating (OPER) budget by $85,293.
15. Increase the expenditure appropriation for the Board of Supervisors District 3 
(D030) General Fund (100) Operating (OPER) budget by $85,293.
16. Increase the expenditure appropriation for the Board of Supervisors District 4 
(D040) General Fund (100) Operating (OPER) budget by $85,293.
17. Increase the expenditure appropriation for the Board of Supervisors District 5 
(D050) General Fund (100) Operating (OPER) budget by $85,293.
18. Increase the expenditure appropriation for the Clerk of the Board (D060) General 
Fund (100) BOS Discretionary Charges (BRD0) budget by $2,000.
19.
Decrease the expenditure appropriation for the Non Departmental (D470) 
General Fund (100) Operating (OPER) budget in the line "Unreserved Contingency" 
(4711) by $428,465. 
Finally, authorize the Office of Budget and Finance to include the following changes to 
the FY 2026 budget baselines:
20. Increase the expenditure appropriation for the Board of Supervisors District 1 
(D010) General Fund (100) Operating (OPER) budget by $160,037.

(D020) General Fund (100) Operating (OPER) budget by $160,037.
22. Increase the expenditure appropriation for the Board of Supervisors District 3 
(D030) General Fund (100) Operating (OPER) budget by $160,037.
23. Increase the expenditure appropriation for the Board of Supervisors District 4 
(D040) General Fund (100) Operating (OPER) budget by $160,037.
24. Increase the expenditure appropriation for the Board of Supervisors District 5 
(D050) General Fund (100) Operating (OPER) budget by $160,037.
25. Increase the expenditure appropriation for the Clerk of the Board (D060) General 
Fund (100) BOS Discretionary Charges (BRD0) budget by $3,100.

Decrease the expenditure appropriation for the Non Departmental (D470) 
General Fund (100) Operating (OPER) budget in the line "Unreserved Contingency" 
(4711) by $803,285. 
These actions will have a County-wide net impact of $0 and they do not alter the budget 
constraining the expenditure of local revenues duly adopted by the Board pursuant to

8.
SETTING A HEARING FOR PETITIONS FOR THE FORMATION OF THE 
PROPOSED WRIGLEY TERRACE-TANGERINE PARK IRRIGATION WATER 
DELIVERY DISTRICT
Pursuant to A.R.S. § 48-3423, set a hearing date to accept the petitions filed for the 
formation of the proposed Wrigley Terrace-Tangerine Park Irrigation Water Delivery 
District as they have been determined to be signed by a majority of the owners of 
acreage within the proposed boundaries of the district. The hearing is set for Monday, 
January 27, 2025, at 9:30 a.m.
The Board will order the Clerk of the Board to publish the petitions and the notice of 
hearing twice in a newspaper, the last not being less than 10 days before the hearing 
and post five (5) copies of the petitions and notice within the proposed district 
boundaries in conspicuous places within the proposed district boundaries described as:
The North Half of the Northwest Quarter of Section 15, Township 2 North, Range 3 
East, of the Gila and Salt River Base and Meridian, Maricopa County, Arizona:
Excepting therefrom the West 270 Feet of the North 251 Feet thereof; and
