RESOLUTION NO. R22-45 
 
A RESOLUTION OF THE COUNCIL OF THE CITY OF 
GLENDALE, 
MARICOPA 
COUNTY, 
ARIZONA, 
AUTHORIZING AND DIRECTING THE ENTERING INTO OF 
AMENDMENT NO. 1 TO THE INTERGOVERNMENTAL 
AGREEMENT WITH THE FLOOD CONTROL DISTRICT OF 
MARICOPA 
COUNTY 
FOR 
THE 
ROYAL 
SHADOWS 
IMPROVEMENT PROJECT. 
 
WHEREAS, within the City of Glendale, the area neighborhood known as Royal 
Shadows, has experienced historic flooding during rainstorms; and  
 
WHEREAS, the flooding issues detrimentally affect the safety of the citizens in the 
Royal Shadows neighborhood; and  
 
WHEREAS, the flooding problem has been severe, such that, the Flood Control District 
of Maricopa County has taken notice and offered financial assistance to the City to address the 
flooding issue; and  
 
WHEREAS, Resolution No. R20-46 for the original Intergovernmental Agreement with 
the Flood Control District of Maricopa County for the Royal Shadows improvement project was 
approved on April 28, 2020;  
 
WHEREAS, the parties wish to enter into Amendment No. 1 to the Intergovernmental 
Agreement to extend the project construction and funding from June 30, 2022 to June 30, 2023, 
due to a delay in acquiring the required pipe for the project.  
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: 
 
SECTION 1.  That it is deemed in the best interest of the City of Glendale and the 
citizens thereof to enter into Amendment No. 1 to the Intergovernmental Agreement between the 
Flood Control District of Maricopa County (IGA 2020A009A) and the City of Glendale to 
extend the construction and funding of the Royal Shadows improvement project be entered into, 
which agreement is now on file in the office of the City Clerk of the City of Glendale.  
 
SECTION 2.  That the City Manager and City Clerk are authorized and directed to 
execute and deliver such agreement on behalf of the City of Glendale.
