Traffic Impact Analysis 
EXECUTIVE SUMMARY 
INTRODUCTION 
The industrial land use is proposed on the southwest corner of Dysart Road and Northern Parkway in 
Glendale, Arizona. The proposed development will encompass a gross area of 131.4 acres consisting of three 
buildings with a total of 2,318,000 square feet of warehouse building area. The traffic impact analysis was 
prepared in accordance with the requirements of the City of Glendale. The analysis study years include 
existing and horizon years 2023 and 2028. 
TRIP GENERATION 
Full build-out of the proposed development is anticipated to generate 3,964 weekday daily trips 
(entering/exiting) with 394 trips (entering/exiting) during the AM peak hour and 417 trips (entering/exiting) 
during the PM Peak Hour. For purposes of this analysis, 15% of the peak hour trips were assumed to be truck 
traffic per the data in the Trip Generation Manual, 11th Edition. 
SITE ACCESS 
Due to its close proximity to Northern Parkway, the most northern driveway, Driveway A, was assumed to be 
right-in and right-out only primarily serving passenger vehicles accessing the parking lot. Driveway B was 
assumed as a full access driveway for trucks and vehicles. Due to the driveway spacing, Driveway C was 
assumed as right-in and right-out only primarily serving passenger vehicles accessing the parking lot. The 
most southern driveway, Driveway D, was assumed as a full access driveway serving only truck traffic. 
FUTURE LEVEL-OF-SERVICE 
The study intersections will operate at acceptable levels of service in horizon years 2023 and 2028 with the 
exception of the Dysart Road/Driveway B intersection. This intersection is full access and the eastbound left-
turn exiting the site will operate below acceptable levels of service.  
RECOMMENDATIONS WITH PROPOSED DEVELOPMENT 
Truck turning radii should be depicted on the site plan to insure adequate access into the site driveways and 
on-site. 
 
Right-turn deceleration lanes are recommended on Dysart Road at all the site driveways due to the industrial 
land use with driveways on a major arterial. There is an existing center two-way left-turn lane on Dysart Road. 
 
Depending on the actual number of employees and their shifts, a traffic signal may be warranted at the 
intersection of Driveway B and Dysart Road based on MUTCD Warrant #3 (Peak Hour) and possibly Warrant 
#2 (Four Hour Vehicular Volume). Warrant #3 (Peak Hour) shall be applied only in unusual cases, such as 
office complexes, manufacturing plants, industrial complexes, or high-occupancy vehicle facilities that attract or 
discharge large numbers of vehicles over a short time. To satisfy Warrant #3 (Peak Hour), a minor street 
volume of at least 100 vph and a major street volume (both directions) of 1,300 vph are required. The major 
street volumes will be satisfied on Dysart Road, and 223 vph is estimated on the minor street approach during 
the PM peak hour. To satisfy Warrant #2 (Four-Hour Vehicular), a minor street volume of at least 80 vph and a 
major street (both directions) volume of 1,000 vph are required for 4 hours of an average day based on 
approaches with two or more lanes. It is recommended that preparation be made for a future traffic signal at 
Driveway B on Dysart Road and that any future development east of Dysart Road aligns with this location in 
order to utilize a potential traffic signal.
