I.
Introduction and Project Description:
Quarles & Brady, LLP represents Anton DevCo ("Anton" or the "Applicant") in regard
to its request to amend the Cornerstone at Camelback Planned Area Development (the "PAD")
and the General Plan Designation for the roughly 10.28-acre site located approximately 500 feet
north of the Northeast corner of 99th Avenue and Camelback Road (5419 and 5205 North 99th
Avenue, Glendale, AZ 85305; Parcel No. 102-14-648 and Parcel No. 102-14-279) (the
"Property"). See Aerial and Zoning Maps attached at Tab A.
Anton intends to rezone the Property to amend the current Cornerstone at Camelback
PAD ("Planned Area Development") zoning to construct a new mixed-use development
consisting of a 320 unit, 4-story multifamily development with approximately 7,070 sq. ft. of
ground-floor retail near 99th Avenue and approximately 4,000 sq. ft. of internal amenities
including a leasing office, clubhouse, mailroom and a fitness area. In addition to the mixed-use
development proposed in this application, the current property owner intends to develop two
vacant parcels. One for an approximate 20,000 sq. ft. medical office building, and one for an
approximate 4,000 sq. ft. retail or restaurant use. In addition to the Amendment to the PAD
zoning Anton intends to process a Minor General Plan Amendment to change the existing land
use designation from Planning Commercial to Entertainment Mixed Use to allow the Property
to be utilized for residential.
The Property is currently vacant and situated between a self-service warehouse to the
north and a hotel, bank and restaurants to the east and south. Other vacant parcels, under control
of the existing property owner, also exist within this master-planned area and the future
development of those parcels will be discussed in this application, in addition to the proposed
mixed-use multifamily/retail/flex office use. See Aerial Maps attached at Tab A.
The project will consist of three buildings, all four-stories in height with elevators,
corridors, tuck under single car garages and surface parking. Amenities will include a 4,000 sq.
ft. of internal amenities including a leasing office, clubhouse, mailroom and a fitness area.
Exterior amenities will include a pool area, BBQ stations throughout, a putting green and fire
pits, fireplaces and an outdoor game area. The proposed density is 38 dwelling units per acre and
will offer both 1 and 2 bedrooms ranging from 745 to 1246 square feet and provide a total of
552 parking spaces. In addition to the 280,000 sq. ft. of multifamily, this development will
incorporate 7,070 sq. ft. of new ground-floor commercial/retail uses. Main access to the site will
be off of 99th Avenue and the Property will be impressively landscaped.
In addition to the mixed-use site to be developed by Anton, the overall master-planned
area includes two additional vacant parcels ripe for development. Please See Vacant Parcel Map
Exhibits attached at Tab A. In addition to the mixed-use development proposed in this
application, the current property owner intends to develop Vacant Parcel A as an approximate
20,000 sq. ft. medical office building, and Vacant Parcel B as an approximate 4,000 sq. ft. retail
or restaurant use. Therefore, the aggregate impact of the proposed PAD Amendment and
associated new development will consist of: (1) 280,000 sq. ft. of new multi-family; (2) 7,070
sq. ft. of new ground floor retail/restaurant; (3) a 4,000 sq. ft. detached commercial pad for
retail/restaurant; (4) a 20,000 sq. ft. Medical Office pad; and (5) approximately 4,000 sq. ft. of

internal amenities including a leasing office, clubhouse, mailroom and a fitness area to benefit
future residents. See Conceptual Master Plan Exhibit Attached at Tab A. As part of our research
and outreach efforts, our development team incorporated feedback and comments from City of
Glendale leadership to ensure that this application provides a robust plan introducing a full
mixed-use development into the revised PAD.
II.
Overview of Citizen Participation Plan:
The initial Citizen Participation Plan was approved by City Staff on May 10, 2022. Due
to COVID-19, the Applicant team held a neighborhood meeting virtually using the Zoom
platform on June 21, 2022, at 6:00pm. In accordance with Planning Department requirements,
notification letters informing the public of the upcoming virtual neighborhood meeting were
mailed June 7, 2022. The notification letter described the proposed request and was mailed to all
property owners located within 300 feet of the Property, and all “Interested Parties” and
“Additional Parties” identified by City of Glendale staff. See Notification Area Map and
Notification Lists attached at Tab B. The mailing envelopes included a return address and the
City of Glendale logo label identifying the information as a Land Use Application. A notification
affidavit packet was submitted to City staff on June 10, 2022. See Notification Letter and
Affidavit Packet attached at Tab B and returned mailings attached at Tab C. A notification sign
approved by the City of Glendale will be posted 20 days prior to the August 25, 2022, Planning
Commission Public Hearing on August 5, 2022, informing the public of the upcoming Glendale
Planning Commission and Glendale City Council meeting date, time and location. The Sign
Posting Affidavit Packet will be submitted to the City of Glendale following the posting of the
sign.
III.
Virtual Neighborhood Meeting:
As previously stated, due to COVID-19, the Applicant Team held a neighborhood
meeting virtually using the Zoom platform on June 21, 2022, at 6:00pm. Nine members of the
Applicant Team attended including those from Quarles & Brady LLP (Ben Graff and Danielle
Jordan), Anton DevCo (Michael Yanicelli and Colin Hofmann), and MGCP LLC (Jerry Tokoph
and Ray) current ownership of the Property. Notification letters were mailed to a total of 190
individuals, and a total of four individuals, aside from the Applicant Team, attended the meeting
including Glendale Senior Planner Edward Vigil, Councilmember Joyce Clark, Henry Hervego
(affiliated with Anton DevCo), and Brian Davis (affiliated with Anton DevCo). However, no
members of the public or surrounding property owners attended the neighborhood meeting.
The Applicant Team began the meeting with a PowerPoint presentation with details
about the proposed project. After the presentation, participants were invited to express questions
or comments. Councilmember Clark expressed how this development will be an urban and
walkable environment. The Councilmember also asked various questions regarding the
development including whether there will be a dog park or dog run on the Property. The
Applicant Team responded that we are continuing to work through the specific programing of
the amenities. Councilmember Clark also asked about specific uses being within the ground floor
retail component and we assured we would work with City Staff to ensure the uses would be

permitted. Councilmember Clark asked about the west facing windows and how the development
would cut down on heat in those locations and also made suggestions about how to improve the
exterior elevations and materials. The Applicant Team responded stating that the units facing
west will be outfitted with interior shades and/or black out shades and due to building, fire and
sound code due to the distance from the freeway will also help with heat gain. The Applicant
Team is also reviewing possible changes to the exterior elevations to respond to the
Councilmember's comments. The Councilmember also inquired about noise from the nearby
airport and whether noise would be a concern. The Applicant Team noted that noise from the
airport is not a concern at this time. Lastly, she asked about price point and overall interior
finishes. The Applicant Team stated that with the fluctuation in the market the price point will
be on the upper end. The units will include high end interior upgrades including quartz
countertops, custom cabinetry, kitchen islands, vinyl flooring, undermount sinks, upgraded
fixtures, stackable or side by side full size washer and dryer, back splashes, and walk in showers.
No concerns or issues were expressed to the client team from the public. To date, neither
the City of Glendale nor the Applicant have received any opposition to the proposed PAD
Amendment. If any concerns or questions arise, the Applicant Team will continue to address any
public concerns in coordination with the City of Glendale Planning Staff.

Dear Property Owner or Neighborhood Leader:
The purpose of this letter is to inform you that our firm has recently filed a rezoning request
on behalf of Anton DevCo (the "Applicant") for a roughly 10.28 acre site located approximately
500 feet north of the Northeast corner of 99th Avenue and Camelback Road (5419 and 5205 North
99th Avenue, Glendale, AZ 85305; Parcel No. 102-14-648 and Parcel No. 102-14-279) (the
"Property") to amend the current Cornerstone at Camelback PAD ("Planned Area Development")
zoning to construct a new mixed-use development consisting of a 310 unit, 4-story multifamily
development with approximately 7,070 sq. ft. of ground-floor retail near 99th Avenue and
approximately 4,000 sq. ft. of internal amenities including a leasing office, clubhouse, mailroom
and a fitness area. The revised PAD will also allow for the development of a retail pad and a
medical office pad. In addition to the Amendment to the PAD zoning Anton intends to process a
Minor General Plan Amendment to change the existing land use designation from Planning
Commercial to Entertainment Mixed Use to allow the Property to be utilized for residential. Please
see the attached aerial map which shows the location of the new development within the existing
Cornerstone at Camelback PAD. If you are an existing business owner in the area, we anticipate
the new influx of residents and medical office users will provide a new customer base - many of
whom will be within walking distance of existing retail/commercial and restaurant uses.
